'/ SUBJECT: Minor Amendment to Planned Development (PD) Zoning District PA 03-058 (Eclipse at Dublin Station) Background On December 3, 2002, the City Council adopted Ordinance No. 21-02 to rezone an approximately 91-acre area known as the Dublin Transit Center to a Planned Development Zoning District (PA 00-013) and adopted a Stage 1 Development Plan for the area. On January 18, 2005, the City Council adopted Ordinance No. 02-05 which approved a Stage 2 Development Plan for a portion of the Dublin Transit Center known as Site B-2 (PA 03-058). Site B-2, known as Eclipse at Dublin Station (formerly referred to as Avalon Bay) is a mixed use development located at 5300 Iron Horse Pkwy. The site includes a 5-story residential building wrapped around a 6-level parking structure. The approved development plan provided for a total of 305 residential units and up to 15,389 square feet of ancillary, neighborhood-serving commercial uses at the ground level along Iron Horse Parkway. The ground level along Iron Horse Pkwy also includes the 2,600 square foot residential leasing office. City Council 'i 925 833.6650 Eclipse at Dublin Station finished construction in 2007. Ultimately, 13,340 square City Manager feet of commercial space was built along Iron Horse Parkway with a wraparound 925.833.6650 Community Development retail suite located on Village Green. The retail spaces were given a secondary 925.833.6610 numerical address of 5286 Iron Horse Pkwy and divided into six individual suites Economic Development lettered A-F. The six commercial suites have struggled to attract businesses since 925.833.6650 Finance/IT construction completed and have sat mostly vacant up until 2015 when three 925.833.6640 businesses took occupancy of three of the six vacant suites. Fire Prevention 925.833.6606 Proposal Human Resources 925.833.6605 The applicant is proposing to convert two of the three remaining suites (E and F), Parks&Community Services totaling approximately 3,556 square feet of ground level retail space to be used as 925 833.6645 Police amenity space exclusively for residents of the apartment complex. 925.833.6670 Public Works The amenity space would include a fitness center and a clubhouse that opens up to 925.833.6630 the interior pool deck. Of the 3,556 square feet to be occupied, the clubhouse would be approximately 1,200 square feet with the fitness center and restrooms making up the remaining balance. The clubhouse would provide the residences with a space to 100 Civic Plaza congregate and socialize and would feature a fireplace, lounge/seating area, and Dublin,CA 94568 P 925.833.6650 recreational activities including a pool table and table tennis. Minor Amendment to a Planned Development (PD)Zoning District A minor amendment to an adopted PD may be approved administratively by the Community Development Director upon a finding that the amendment substantially complies with and does not materially change the provisions or intent of the adopted Planned Development Zoning District Ordinance for the site (DMC 8.32.080). Approval The Community Development Director finds that the proposed Minor Amendment to Planned Development (PD) Zoning District PA 03-058, as conditioned, is in substantial compliance with, and does not materially change the provisions or intent of, PD Zoning District PA-03-058.The ground level will retain the intended commercial aesthetic with the added benefit of an active use opposed to vacant space. The Director hereby approves a Minor Amendment to PD Zoning District PA 03-058 as shown by the attached plans submitted by Cross 2 Design Group received by the Planning Division on November 23, 2016 and hereby amends the Ancillary Commercial section found on page 7 of the Stage 2 Development Plan attached as exhibit A to Ordinance No. 02-05 with the following standards: 1. Approximately 3,556 square feet of ground level amenity space located along Iron Horse Pkwy shall be used exclusively for residents and guests of the apartment complex. 2. Residents and guests will have access to the amenity space from either the public right of way, from the pool courtyard, the public way, or from the ground-level parking garage. 3. The windows facing Iron Horse Pkwy shall be kept in original condition, with no reduction in window area. 4. In keeping with the intended commercial aesthetic, exercise equipment and amenity items shall be placed within clear view of storefront windows. 5. There shall be no signage, graphics, film or window coverings placed in any window that would obscure the view into the amenity space. 6. The current Owner wishes to convert Suites E and F. consisting of 3.556 square feet of the retail area into a Clubhouse and Fitness Center dedicated for use by the apartment residents. This document and associated Planning Application Form serves as the official request to amend the current Planned Development requirements for retail use. allowing the proposed residential amenity space to be a permitted use. Details of the Proposed Clubhouse and Fitness Center The following describes features of the proposed space: • Per the attached Site Plan, the subject area is bounded by the main residential entry and exit ways to the north. the Genius Kids tutoring center to the south. and a common area courtyard to the west, which will serve as the main entrance to the Club House/Fitness Center room. • The Clubhouse function consists of approximately 1.200 square feet of the total 3.556 square feet. The Fitness Center and support functions (toilet room and storage) make up the remaining balance. • Per the attached Elevation Sheet. the exterior storefront doors and glazing will remain intact and untouched. A small fireplace vent will be added to the upper portion of the street façade. • There will be no new partitions placed at the storefront. so there will be no reduction to the existing window glazing area. a • Details of the Proposed Clubhouse and Fitness Center (cont.) • There will be no signage, graphics or window film placed on the building façade or storefront glazing. Views from the street will remain unobstructed. • Per the attached Floor Plan, some of the cardio-fitness equipment, including treadmills and recumbent bicycles will be facing existing window openings on Iron Horse Parkway. It is expected that residents using these machines will create a busy and occupied appearance as seen from the Iron Horse Parkway streetscape. • Access to the Clubhouse and Fitness Center will be limited to the entry doors facing the interior courtyard. Storefront doors on Iron Horse Parkway will remain in place. but will only serve as emergency exits. This is expected to prevent access to the space by the general public. • The Clubhouse will feature a fireplace, casual lounge area seating and games including billiards and table tennis. • The Fitness Center will include various cardiovascular workout machines such as treadmills, ellipticals. fixed bicycles, rowing, and weight based machines providing circuit training The complex currently has a smaller scale game room and separate fitness center. This new proposed facility will expand and combine these functions. These enhancements are necessary to remain relevant in the increasingly competitive marketplace where significant new supply has and continues to be delivered into the market with more extensive amenity offerings.
