Pledge of Allegiance Pledge of Allegiance was led by Chairperson Wong-Gillmore. Roll Call Commissioners Present: Chapman,Wong-Gillmore,Cramer, Swalwell and Kamau Commissioners Absent: Cobb-Adams • Oral Communications-None Approval of Minutes The minutes of May 27, 1997 were approved as presented. Written Communications-None Public Hearing-None Unfinished Business-None New Business Appointment of Student Representative to the Parks& Community Services Commission Director Lowart reported that on June 11, the Student Representative Committee composed of Chairperson Wong- Gillmore and Commissioners Cramer and Kamau, interviewed four candidates for the Student Representative to the Parks&Community Services Commission for Fiscal Year 1997-98. Chairperson Wong-Gillmore stated that Commissioner Kamau was instrumental in getting the word out for candidates. All the candidates presented themselves well. Justin Schmidt was selected for his written and oral presentations. IT WAS MOVED BY CHAIRPERSON WONG-GILLMORE AND SECONDED BY COMMISSIONER CHAPMAN TO RECOMMEND JUSTIN SCHMIDT AS THE NEW STUDENT REPRESENTATIVE TO THE PARKS & COMMUNITY SERVICES COMMISSION FOR FISCAL YEAR 1997-98. (UNANIMOUS) Commissioner Cramer arrived at 7:17 p.m. St.Patrick's Day Celebration The 14th Annual St. Patrick's Day Celebration was held on Saturday, March 15, 1997, from 10:00 a.m.- 4:00 p.m. at the Shamrock Village Shopping Center. On April 18, 1997 an evaluation meeting of the 14th Annual St. Patrick's Day Celebration was held. Present at the meeting were members from the Dublin Lions Club, the Dublin Chamber of Commerce,the Shamrock Village Merchants Association and the City's Parks and Community Services Department. Director Lowart reported that at the follow-up meeting was conducted on June.6, 1997 and representatives from the following organizations were present: Dublin Lions Club; Dublin Sister City Association; Shamrock Village Merchants Association; and City Police Services, Public Works and Parks and Community Services Department. A St. Patrick's Day Liaison Committee was created with a goal of improving communication between the organizations who have a role in the planning the components of the celebration. The Liaison Committee is made up of interested citizens and representatives from the Dublin Lions Club, Dublin Sister City Association, Dublin Police Services, Dublin Chamber of Commerce, City Parks and Community Services Department, Dublin School District, Shamrock Village Merchants Association, City Public Works Department, Pancake Breakfast Sponsor, and Interested Citizens. The Committee recommended that the 15th annual celebration should be held on Saturday,March 14, 1998. MINUTES - JUNE 16, 1997 PAGE TWO Director Lowart summarized the committees overall goals for the celebration, pancake breakfast, parade and publicity recommended for 1998. The next meeting of the Liaison Committee is scheduled for August 7, 1997. Staff will keep the Commission apprised of the efforts made by the Committee. Commissioner Cramer asked if someone had suggestions, who would they submit them to? Director Lowart replied, either to Staff or the Liaison Committee. Chairperson Wong-Gillmore asked if any discussion was held on having the parade along one of the larger boulevards or having the celebration at the Dublin Sports Grounds? Director Lowart stated that Staff feels that the current parade route is adequate, and there was no discussion of changing the current parade route. The celebration was held at the Dublin Civic Center several years ago, but in order to gain more business participation, it was moved to the downtown. Commissioner Swalwell asked what is the reason we don't have bands in the parade? Director Lowart stated that its a combination of reasons but indicated that the Lions Club has setup a new subcommittee to try to revitalize the parade. Commissioner Chapman asked has any of the bands that perform at the celebration been invited to march in the parade? He suggested that as they march in the parade, the commentator could announce that they will be performing at the celebration. Commissioner Cramer stated that there are a lot of people that would like to see this become a more bigger and commercial venture. However he would like to keep the hometown flavor of the parade. He asked if it would be appropriate for a Commissioner to be on the Liaison Committee? Director Lowart replied,yes. Commissioner Chapman volunteered as a Commission representative and will attend the August 7 meeting. Commissioner Cramer volunteer as the alternate representative. Chairperson Wong-Gillmore stated that we need to recruit early for bands. She felt that the reviewing stage needs to be made more prominent so that the marching groups know this is the area where they would perform. We would also need a colorful commentator to interview participants. Commissioner Chapman suggested that someone from the City should work hand-in-hand with the commentator. He suggested incorporating the Heritage Center into the celebration, using the parking lot at the center located at Donlon and Dublin Boulevard. The parking lot at the center hardly ever has many cars parked there. Commissioner Swalwell suggested that the Commissions ideas and comments be presented at the Liaison Committee meeting scheduled for August 7. Winter 1997 Quarterly Report Director Lowart summarized the activities and programs conducted during the Winter Quarter which encompassed the months of January,February, and March. HERITAGE CENTER - In January the Heritage Center opened with new hours. The Center will be opened on Tuesday, Wednesday, and Thursday from 1:00 p.m.to 4:00 p.m. Museum Inventory - Members of the Heritage Center Advisory Committee and DHPA (Dublin Historical Preservation Association) representatives have been inventorying the contents of the museum, which was a goal of the Advisory Committee. Upon completion of the inventory, the education sub-committee of the Advisory Committee will meet and begin plans for the development of an education program Pew Restoration Project - Boy Scout Jeff Fasulkey has undertaken the restoration of the pews located in Old St. Raymond's Church as his Eagle Scout Project. PAGE THREE A Celebration of the Wedding Fashion Show and The Wedding: Then and Now Exhibit- Staff and Advisory Committee members have been working on the first special event to be held in Old St. Raymond's Church, a wedding fashion show featuring one hundred years of wedding gowns. In conjunction with the fashion show, the first exhibit The Wedding: Then and Now, will feature gowns, invitations and wedding paraphernalia. The event will be held on June 21 and will include a buffet dessert. AFTERSCHOOL PLAYGROUND - The Winter-Spring After School Playground program will be completed during the Spring quarter. A complete report will be included in the Spring Quarter report. PRESCHOOL - The Second Session which began December 2, 1996 and ended on March 7, 1997 was filled with 60 children. Highlights of the Winter quarter included the International Potluck Dinner, a visit from the Fire Department, and the famous leprechaun hunt. TEENS/WELLS MIDDLE SCHOOL PROGRAM-The Teen Recreation Activity Center, (T.R.A.C.), is a drop-in program for 6th-8th graders and is held in P-6 at Wells Middle School. T.R.A.C. is open afterschool Monday-Friday, except selected minimum days. Session I began September 16 and ended January 31. There were 17 full session registrations, six 30 day passes and 39 daily passes. The average daily attendance was 12. The lunchtime program at Wells Middle School is conducted once a week with an emphasis on event and activity promotion. Average attendance for activities during the first lunch was 45 teens. The second lunch dropped dramatically to an average 15 teens per activity. On Friday,February 7, a Wells school holiday, Staff took the teens on a very successful ski trip to Sierra-At-Tahoe, with 39 teens . The planned High School Teens trip was canceled due to a lack of registrants. ADULT SPORTS- The Winter 5-on-5 Men's "C" Basketball League began play on January 19 and concluded on April 27. A total of 7 teams participated. The 3-on-3 Men's Six Foot and Under Basketball League began play on February 12 and concluded on April 30.A total of 6 teams participated. Open Gym for Basketball averaged 9 players per session and Open Gym for Volleyball averaged 11 per session. The Winter Co-ed Volleyball League was very successful, due primarily to the involvement of Crosswinds Church who fielded three teams in the nine team league. YOUTH SPORTS- The Youth Basketball League was held from January 6 to March 8. The league consisted of four 1st and 2nd grade teams, six 3rd-4th grade teams, five 5th-6th grade teams, four 7th-8th grade teams, four lst-4th grade girl's teams, and four 5th-8th grade girl's teams for a total of 266 participants. SPECIAL EVENTS/14TH ANNUAL ST PATRICK'S DAY CELEBRATION - The 14th Annual St. Patrick's Day Celebration was held on Saturday,March 15, 1997,from 10:00 a.m.-4:00 p.m. at the Shamrock Village Shopping Center. This_event consisted of several components including craft vendors, food booths operated by non-profit and commercial groups,three stages of entertainment, a children's carnival and craft area, non-profit information and fundraising booths, as well as commercial product sales and promotions. The combination of the good weather and expanded media coverage drew one of the largest crowds in the celebration's fourteen year history. The day began with a Community Pancake Breakfast sponsored by the Firefighters' Association at Firehouse #1 on Donohue Drive. The breakfast was followed by the Dublin Lions Club's annual parade which began on Amador Plaza Road and ended in front of the Celebration. SENIOR CENTER - January featured a "back-by-popular-demand" Ballroom Dinner/Dance hosted by Millie Von Konsky. Fifty-one seniors attended. Average daily attendance for January was 75 with 421 volunteer hours. In February a `BE MY Valentine" buffet luncheon was held. Thirty-one seniors attended. Average daily attendance for February was 77 with 464.5 volunteer hours. March included a Senior Resource Fair/Part I, Medicare and Health Issues (84), a St.Patrick's Day Luncheon(55), and a St.Patrick's Day Dinner/Dance(36). Average daily attendance for March was 76 with 521.75 volunteer hours. LEISURE ENRICHMENT CLASSES - A total of 437 participants registered for classes during Winter 1997. Popular programs included Terrific Twos, Ballet, Bumper Bowling, Ballroom Dance, Beginner Computer class and Acting classes.Registration for Winter 1997 was 22%higher than Winter 1996. MINUTES-JUNE 16, 1997 . PAGE FOUR Chairperson Wong-Gillmore stated that the average attendance of 12 for the T.R.A.C. program is not much change from last year. She questioned how the program was funded. Director Lowart replied that the teen program is subsidized quite heavily and that a report on the program will be brought to the Commission next month. Commissioner Swalwell felt that community involvement is what is needed. Commissioner Chapman stated that teens continually complain that there is nothing to do, but they do not get involved in doing anything for themselves. Chairperson Wong-Gillmore felt that the Teen Task Force should be reactivated. Other Business Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff Commissioner Cramer questioned whether the City is planning to invite veterans associations and organizations to the Mape Park Dedication. Director Lowart stated that Staff has been in contact with a local organization and, in addition, has been in contact with the widow of John C. Mape as well as some of his children. Chairperson Wong-Gillmore reminded the Commissioners of the Fashion Show scheduled for June 21 at Old St. Raymond's Church. She reported that Wanjiku will be working out of Ellen Tauscher's office and will be going to Japan this summer, and will be the new Senior Student Body President at Dublin High. She thanked Wanjiku for her hard work and felt that she represented the students of Dublin High well. Commissioner Chapman reported that the art dedication at Alamo Creek Park was a success. Director Lowart reported the following: • Mape Park is in its maintenance period and should be opened to the public the second week in August. The dedication is scheduled for August 23. • The Fashion Show at Old St. Raymond's Church is scheduled for June 21 at 1:00 p.m. with a display in the museum of wedding gowns, invitations,photos and paraphernalia. Tickets are$20.00. • Summer recreational programs started this week. Swim lessons will start next week. • The budget hearing is scheduled for June 25 at 6:00 p.m. The Commission will receive copies of the Budget and CIP next week.
