The October 12, 1993 meeting of the Parks and Recreation Commission was called to order at 8:10p.m. at the Civic Center, Dublin, California, by Chairperson, Steve Lockhart. Pledge of Allegiance Pledge of allegiance was led by Commissioner Lockhart. Roll Call Present: Commissioners Jones, Lockhart and Trimble. Commissioner Cahn arrived at 8:10pm. Absent: Commissioners Donnell and Jordan. Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER CAUN TO APPROVE THE MINUTES OF SEPTEMBER 14, 1993 AS SUBMITTED® (UNANIMOUS) Written Communications Request from Dublin United Soccer League to Waive use Fees Diane reported that correspondence has been received from Adib Nassar, President, Dublin United Soccer League, requesting waiver of the use fees for the Sports Grounds for the Alameda County Special Olympics which they will host on Sunday, November 14, from 8am-1pm. The dollar amount of lost fee revenue to the City would be $75-$100. She pointed out that a similar fee waiver to the Dublin Little League was granted by the City Council several years ago for the "Challenger Division". Commissioner Trimble stated that he wondered if a service club could underwrite this expense. Commissioner Lockhart stated that maybe the City could waive the fees and then if someone comes forward, they could reimburse the City. IT WAS MOVED. BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER TRIMBLE THAT THE CITY WAIVE THE SPORTS GROUNDS USE FEES FOR D.U.S.L. TO HOST THE ALAMEDA COUNTY SPECIAL OLYMPICS ON NOVEMBER 14, 1993. IF A NONPROFIT ORGANIZATION COMES FORWARD TO FUND THE USE, THE CITY WOULD ACCEPT THE DONATION. Discussion: Commissioner Cahn requested clarification as to whether the monies would be a donation to the City or to DUSL? Diane asked who would be responsible to pursue reimbursement from a service club? Commissioner Lockhart asked Commissioner Jones to clarify his motion. Commissioner Jones withdrew the motion and Commissioner Trimble withdrew his second. (UNANIMOUS) MINUTES - OCTOBER 12, 1993 PAGE TWO Dublin Sports Grounds Scorebooth Proposal Diane reported that Councilmember Guy Houston has received a proposal from Professional Sports Marketing, Inc. for new softball/soccer scoreboards at the Dublin Sports Grounds. PSMI proposes to provide the City with "state- of-the-art" scoring systems at no expense to the City in exchange for 12 years exclusive, non-competitive sponsorship rights on the equipment and facility defined. However the City would be responsible for the cost of primary power, lamp replacement, data cable, connections and conduit. Commissioner Cahn questioned whether the timing for installation of scoreboards was appropriate, as the fields are to be renovated in the next several years. Commissioner Lockhart thought that it would be a good opportunity and should be pursued. Commissioner Cahn questioned whether the City would need to put this item out to bid to determine if there were other vendors interested in dealing with the City. He also questioned the 12 year timeframe and wanted to know how much advertising revenue PSMI expected to generate. He felt that the City should get a percentage of the revenue. Commissioner Trimble indicated that advertising space on the scoreboard at Las Positas costs $10,000 for 3 years. Commissioner Lockhart suggested that Staff review the proposal and perhaps invite Jim Moran of PSMI to a meeting to clarify his proposal. Commissioner Jones questioned whether the scoreboards would have to be removed and relocated as a result of the proposed renovation. It was the consensus of the Commission that Staff should review the proposal in greater detail and report back to the Commission at a future meeting. Unfinished Business Dublin Fine Arts Foundation Proposed Program "Art in the Parks" Diane stated that the Commission at their meeting of September 14, 1993 gave conceptual approval of the Dublin Fine Arts Foundation proposed "Art in the Parks" program, and directed Staff to forward the proposal to the City Council. At their meeting of September 27, 1993, the City Council approved the program. The Dublin Fine Arts Foundation has requested that the Parks and Recreation Commission select three parks for initial consideration and determine the priority. Diane briefly summarized the City's eight parks, indicating that the Dublin Sports Grounds and Mape Park are to be renovated at a future date, and the City has not designated funds for Dougherty Hills Park. In eliminating these parks from the list, five remain which include Alamo Creek Park, Dolan Park, Kolb Park, Shannon Park and Stagecoach Park. Commissioner Jones indicated that Stagecoach Park should be a low priority due to its size. Commissioner Lockhart felt that parks should be targeted throughout the community and suggested Shannon, Alamo Creek and either Kolb or the Sports Grounds. Commissioner Cahn agreed, but felt that the Sports Grounds should be before Kolb Park. MINUTES - OCTOBER 12, 1993 PAGE THREE IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER TRIMBLE THAT SHANNON PARK, ALAMO CREEK PARK AND THE DUBLIN SPORTS GROUNDS, IN THE PRIORITY ORDER LISTED, BE CONSIDERED AS THE THREE INITIAL PARK PROJECTS FOR THE DUBLIN FINE ARTS FOUNDATION'S "ART IN THE PARKS" PROGRAM. (UNANIMOUS) Scholarship/Fee Assistance Program Diane stated that at the September 14, 1993 meeting of the Parks & Recreation Commission, the Commission reviewed the draft guidelines and application for the proposed Scholarship/Fee Assistance Program. Staff was directed to reexamine; 1) Applicable programs for funding, 2) Funding limits, 3) Percentage of funding offered, and 4) Verification procedures. In addition, the Commission questioned whether the program should be limited to youth programs only or open to all programs. Applicable Programs - It is Staff's recommendation that the fee assistance program be applicable to the following City sponsored programs; Playgrounds, Preschool, Teens, Youth Sports, Special Events, Senior Center, Leisure Enrichment Classes, and Aquatics. Commissioner Cahn stated that he had a problem with including trips, but would abide by Staff's recommendation. Funding Limits/Percentage Of Funding Offered - Staff recommends that a $200 annual funding limit per person be established and that scholarships be granted for 75% of the program costs. Commissioner Cahn questioned whether $200 per person per year might be too much. Diane indicated that depending on the program selected for funding, $200 could subsidize several programs or just one. For example, $200 would not cover the cost of a full year of Preschool, but would cover the Afterschool Recreation Program. Commissioners Jones and Lockhart were in favor of a funding limit of $200. Verification Procedures - Staff recommends that income be verified through the submittal of tax returns, W-2 forms, paycheck stub or in case of those persons on public assistance or social security, a notice of action from the appropriate government department, or current check stub. Commissioner Cahn felt that verification should be submitted and the perjury statement be included. Commissioner Lockhart felt that together with the perjury statement, a notation indicating that verification may be required, should be added. Diane stated that the City Attorney felt that for the minimal amount of money involved, the verification process would make a lot of work for Staff. A perjury statement should be sufficient. Diane pointed out that if down the road Staff feels that people are abusing the program, the guidelines would be returned to the Commission for review. IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER CAHN TO APPROVE THE GUIDELINES AND APPLICATION FOR THE SCHOLARSHIP FEE ASSISTANCE PROGRAM AS PRESENTED BY STAFF, WITH THE EXCEPTION OF VERIFICATION. (UNANIMOUS) Diane requested that the Commission determine whether the program should be called a Scholarship or Fee Assistance Program. By consensus, the Commission agreed that the program should be called Fee Assistance. MINUTES - OCTOBER 12, 1993 PAGE FOUR New Business Summer 1993 Aquatics Report Diane briefly reviewed the report and survey of the Summer 1993 Aquatics Program for the Commission. The Swim Center was opened from April 12 through Labor Day, September 6. The average daily attendance for the Recreational Swimming Program was "224" , with a total season attendance of 26,512. A variety of Instructional Classes were offered with a total enrollment of "1,785". Adult Lap Swimming was offered Monday-Thursday, 12-1pm and 6-7pm, with a total attendance of "229". Water Aerobics was offered on Mondays and. Wednesdays from 7-8pm and had season attendance of "528" . Four one-week sessions were offered of the Aquatic Day Camp, Monday-Friday, 9am-12Noon and had a total registration of "37" . The Green Gator Swim Team had "104" swimmers in the program and placed 5th overall at the Championship Swim Meet on August 7. Eighteen (18) youths ages 12-15 participated in the Junior Aquatic Water Safety (JAWS) program volunteering a total of 1,148 hours of service to the Swim Center. Three (3) Teen Bashes were sponsored this season with an average attendance per night of "25" . The Third Annual "Water Carnival" was conducted on July 23, with "456" participants. Thirty-one (31) parties were scheduled as part of the Birthday Party Program, and a total of four (4) private parties were scheduled this season. A total of "84" family passes were sold this year. The Dublin High School Swim Team utilized the Swim Center for daily swim practice and home meets from February to the middle of May. Staff hopes that the renovation of the bathhouse will help attract a greater number of participants next season. Halloween Spooktacular Diane reported that the Dublin Recreation Department offered two Halloween activities last year. The Halloween Spooktacular Preschool Party was sold out, however the Frightening Feast was not as successful as Staff had hoped. Despite the fact that Staff has tried for several years to offer an event geared towards families, participation continues to be low. This year, Staff proposes to conduct only the Halloween Spooktacular Preschool Party on Saturday, October 30 from 10:00-11:30a.m. The activities would include crafts, carnival games and a costume parade. This year the event was programmed on a Saturday to give working parents an opportunity to bring their children. Staff anticipates over 200 children and their parents to attend. Commissioner Jones indicated that it was his understanding that all three elementary schools were planning activities. Commissioner Cahn questioned whether Staff has ever considered asking kids not to wear scary costumes? Diane replied no, as it has never been a problem. MINUTES - OCTOBER 12, 1993 PAGE FIVE Summer Ouarter 1993 Recreation Report Diane briefly reviewed the summary of the activities conducted during the Summer Quarter for the months of June, July and August. Adult Sports Program A total of "690" players participated in the 1993 Summer Adult Softball Program. Forty-six (46) teams played in "7" leagues which consisted of "1" Co-ed League and "6" Men's Leagues. This season the Recreation Department utilized a new computer software program for player statistics. In addition, Dan Masengill and Berney Construction donated a great deal of time and materials to construct scorebooths for each of the softball fields, with assistance from the Sports League Director and several volunteers. The Summer Adult Volleyball League concluded during the second week of August after 10 weeks of play. A total of "7" teams participated in the Co-ed League which played a total of "40" matches. Interest is high for the Fall league, and it is expected that both "A" and "B" level leagues will be offered. Camp Shannon This was the first summer for the Camp Shannon Day Camp. Four two-week and one three-week session were offered, with a total "63" participants. The program was held daily from 9:00am - 5:00pm with extended care available for an additional fee from 7:30 - 9:00am and 5:00 - 6:00pm. Commissioner Cahn stated that he was still concerned about Camp Shannon's involvement with the "Fun in the Sun" program. Leisure Classes The leisure class program experienced a decrease in enrollment in the Summer Quarter. A total of "386" people participated in "53" classes. Despite of an overall slow down in enrollment, there were several popular classes. Two (2) Pee Wee Tumbling classes were added as well as a Youth Tennis and Junior Golf class to accommodate the excess enrollment. Among the popular adult classes were Country Western Dancing, Puppy Kindergarten and the Little Yosemite Horseback Ride. Playgrounds The "Fun-In-the-Sun" children's program was offered to children entering 1-6th grades at Alamo Creek, Kolb and Shannon Community Parks. This eight week drop-in program was held Monday - Friday, from 1:00-5:00 pm beginning on June 28 and concluding on August 20, 1993. There was a total of "188" children registered; "43" at Alamo Creek, "50" at Kolb and "95" at Shannon Park. Average daily attendance per site was "17" at Alamo Creek, "18" at Kolb and "30" at Shannon. Preschool The Tenderfoot Day Camp program was offered to 3-5 year olds in "8" two-week sessions, including morning and afternoon sessions. A total of "89" students enrolled, with one afternoon session cancelled due to low enrollment. Average attendance per session was "17" participants. Senior Center The regular Adult Education classes took the entire Summer off, leaving the Center without any quilting or painting classes. Millie von Konsky conducted a six-week Line and Ball Room Dance class ending in July. In addition, she conducted a six-week "Learn to Play the Keyboard" class. The Center's first Garage Sale conducted in June was a huge success. Participants and Advisory Committee members decided this should be an annual event. The average daily attendance for June was "66" . MINUTES - OCTOBER 12, 1993 PAGE SIX The Center celebrated it's Fifth Birthday in July with a luncheon and silent auction. The average daily attendance for the month of July was "59" A new program, The Book Club, started in August. The program, a senior reading and book discussion group, was one of the first programs cut from the Library's budget. Mary Gibbert volunteers her time and talents conducting this program for the Center. The average daily attendance for the month of August was "56" . Special Events City-Wide Flea Market The 1993 City-Wide Summer Flea Market was held on Saturday, August 7 from 9am-2pm. A total of "70" spaces were sold. The weather was good and there was an abundance of shoppers. There were a number of non-profit organizations doing fundraisers; DHPA and an Al Caffodio soccer team were two groups selling goods to raise money. Youth Sports Pee Wee Sports Camps for 4-5 year olds was a new addition to the Youth Sports program, and was overwhelmingly successful with a total enrollment of "144". Peanut Sports Camps for 1st-3rd graders did better this Summer with a total enrollment of "119" . Enrollment in the Junior Allstar Sports Camps for 4th-6th graders and 7th-8th graders fluctuated a great deal from sport to sport with a total enrollment of "23". Due to low enrollment in the 7-8th grade camp, the 7th graders were combined with the 4th-6th grade camp. Other Business Commissioner Jones reported on the meetings of the Heritage Task Force and Youth Sports Liaison Committee. Commissioner Trimble stated that the pathway adjacent to Dublin Meadows and the Zone 7 flood control channel is being used by kids who are climbing the fence to access it. He questioned why the gate wasn't open. Staff will investigate. Commissioner Cahn reminded Staff that he would like the subject of concessions at DSG and Shannon Park added to the agenda of a future meeting. Staff Reports Diane reported that the renovation to the Dublin Swim Center bathhouse should start next week.
