Parks and Community Services Commissioner: Burr Cain Staff: Anna Hudson,Recreation Coordinator. Oral Communications-None Approval of the Minutes—Item 4 THE COMMITTEE APPROVED THE MINUTES OF THE MARCH 3, 2005 MEETING AS CORRECTED. MOTION BY CM HANS BERG, SECONDED BY CM BARBARA GIFFORD. UNDER SENIOR TALENT SHOW, STRIKE OUT "a"BETWEEN SENIOR AND TALENT IN THE SENTENCE ONLINE 3. Approval of the Minutes -Item 5 BY UNANIMOUS VOTE, THE COMMITTEE APPROVED THE MINUTES OF THE MARCH 7 2005 SPECIAL MEETING. MOTION BY CM HANS BERG,SECONDED BY CM LUIS BATIZA. Written Communication-None Unfinished Business—None New Business 2004 FALL QUARTERLY REPORT Staff gave a brief summary of the 2004 Fall Quarterly Report. Staff reported a slight increase in,attendance in many of the activities. The lunch program attendance had a slight decline during the quarter. The Committee Members asked Staff to add a column on the quarterly report to show the decline or increase in percentage. BY UNANIMOUS VOTE, THE COMMITTEE RECEIVED THE 2004 FALL QUARTERLY REPORT. MOTION BY CM HANS BERG, SECONDED BY CM BARBARA GIFFORD. SENIOR CENTER LUNCH PROGRAM MENU AND FORMAT Staff gave a brief report on the current format and menu of the Dublin Senior Center. The following suggestions were made by the Committee Members. In terms of recruiting staff or volunteers for the Lunch Program, CM Luis Batiza suggested utilizing ROP high school students or college students who can work for school credits. Staff may obtain a list of names of high schools and colleges that have Food Programs from the Department of Labor and the State Department. CM Hans Berg suggested a "Celebrity Chef Idea"that is supported by the Chamber of Commerce where the Senior Center can invite guest chefs from local restaurants who would prepare meals featured at their restaurant to provide publicity of their restaurants. Staff asked the Committee Members questions of their eating habits. They included the following replies: A)Why do/don't you eat at the Shamrock Café? The Lunch Program is from 11:30 to 12:15 p.m. 1) I work in another city. If I worked or lived closer, I would conceivably attend. 2) I don't usually eat a full lunch. 3) I eat at the Café' 2 to 3 times a week. I don't cook, and eat breakfast so the Cafe works out great. 4) I work in another city but have eaten at the Center. • Minutes—April 7, 2005 Page 2 of 3 5) I don't eat at the Center, I like to eat lunch at 2:00 p.m. 6) I usually attend the special events. B)What types of lunch do you eat? 1) I eat hot dogs at Caspers, salads, and all types of food. 2) I like to eat a light lunch consisting of chips and coffee 3) I order everything on the menu at the Center. 4) I eat mostly salads. 5) I eat a full breakfast, a late lunch(2 p.m.) and late dinner(8 p.m) 6) I enjoy the hot meals served at the Special Luncheons and Thursdays. C)How much do you spend for lunch on the average? 1. I spend about$5 for lunch. 2. $3.90 for lunch/Starbucks. 3. At the Shamrock Café, my lunch cost ranges from $3 (Soup/Sandwich)to $5.75 (for everything) 4. I spend about$4. to $5. 5. I spend up to $10. 6. I spend$6 at the Special luncheons and eat at home. CM Greer Payton asked if dinner; can be optional for the Bingo Dinner program. Her mom, who is a regular bingo player, would like to only play Bingo, and have the option of eating at home depending on the menu. Currently the Bingo Dinner Program starts at 4:00 p.m. with dinner served at 5:00 p.m. and the second half of bingo begins around 5:30 p.m. The program usually ends by 6:30 p.m. GIVEN THAT THE NEW SENIOR CENTER ATTENDANCE WILL INCREASE DURING THE TRANSITIONAL PERIOD, THE COMMITTEE MEMBERS RECOMMENDED IMPLEMENTING ONE OR MORE LUNCH ENHANCEMENTS WHICH STAFF FEELS WILL IMPROVE THE CURRENT FORMAT AND MENU SELECTION OF THE LUNCH PROGRAM. MOTION BY CM HANS BERG, SECONDED BY CM AL EDGE,AND APPROVED BY UNANIMOUS VOTE. DUBLIN SENIOR CENTER STRATEGIC PLAN The Advisory Committee Members and Burr Cain, of Parks and Community Services Commission were asked to vote on their top "Core Values"from the list of 23 possible values listed. The top 12 values that the Committee Members selected were as follows: • Recreational Experience (4) • Place to belong, or"Hang out"(5) • Distribution of information (5) • Respect(4) • Education/lifelong learning(4) • Healthy lifestyles (4) • Physical fitness(4) • Maintaining independence (4) • Senior support(counseling) (5) • Volunteerism (5) • Social interaction (5) • Professional, competent, caring staff(5) VISION The Committee Members unanimously supported the Vision Statement originally drafted by Staff Staff explained that the Vision Statement describes the preferred future of the Dublin Senior Center. A warm, welcoming, and accessible recreation facility that fulfills the social, educational, and creative needs of those 50 years and older, and supports independent/healthy lifestyles. • Minutes—April 7,2005 Page 3 of 3 MISSION Staff explained that the Mission Statement describes the business of the Dublin Senior Center. The Committee Members amended the Mission Statement and recommended the changes as shown. Maintain a first-rate community facility that promotes and supports a high quality of life for those 50 and older by: • Encouraging lifelong learning that engages the mind, body and spirit. • Providing programs and services that are valued by seniors and their caregivers. • Fostering social opportunities and recreational experiences • Promoting volunteerium • Maintaining independent living • Enhancing health and nutrition • Stimulating creativity • Valuing diversity • Improving accessibility BY UNANIMOUS VOTE, THE COMMITTEE APPROVED THE CORE VALUES, VISION AND MISSION STATEMENT AS AMENDED. MOTION BY CM HANS BERG, SECONDED BY CM LUIS BATISA. KEY TRENDS AND OPPORTUNITIES Staff briefly discussed how key trends may possibly impact (positively or negatively) the new Senior Center's ability to meet the needs of the seniors now and in the future. There were sixteen trends identified in the staff report. The trends were compiled from data collected by the California Park and Recreation Society's Trendscan Report. By predicting some of the trends facing Senior Centers, it is believed that Staff will be better prepared for meeting the needs of community in.the future. CM Hans Berg recommended that the trends and opportunities statement be tabled to be discussed in a future Dublin Senior Center Advisory Committee meeting after the Senior Center opens and is operational. Other Business Al Edge confirmed that he would be able to attend the Parks and Community Services Commission Meeting on Monday,April 18 at 7:00 p.m. as scheduled.
