Paul Silvas called the meeting to order at 10:05 A.M. Pledge of Allegiance Roll Call Committee Members (CM) Present: Mary Lou Bielke,Barbara Gifford,Paul Silvas Committee Members Absent: Elsie Jennings, Greer Payton Parks and Community Services Commission Liaison Present: Burr Cain Staff Present: Paul McCreary • Approval of the Minutes BY UNIANIMOUS VOTE, THE COMMITTEE APPROVED THE MINUTES OF JUNE 3, 2004. MOTION MADE BY CM. BARBARA GIFFORD, SECONDED BY CM. MARY LOU BIELKE. Written Communications-None Unfinished Business-None New Business 7.1 CAMP PARKS Parks and Community Services Manager Paul McCreary reported briefly on the background of the Camp Parks Visioning Strategic Process and asked the Committee to appoint a representative and an alternate from the Dublin Senior Center Advisory Committee to participate on the Camp Parks Strategic Visioning Process Task Force. Completion of the Camp Parks General Plan Amendment has been identified as a high priority by the City Council for Fiscal Year 2004-2005. The main purpose of the Task Force is to determine the most efficient and effective manner in which to proceed with developing a land use plan for the 182-acre site on the Camp Parks property. The Strategic Visioning Process includes inviting key community members to participate in a two-day the Community Design Charrette and a half-day follow-up workshop. McCreary reported that he had received a message from CM Payton, who was unable to attend the meeting, advising that she was interested in serving on the Task Force. ON A MOTION BY CM GIFFORD AND SECOND BY CM BIELKE, THE COMMITTEE UNANIMOUSLY SELECTED CM PAYTON AS THE REPRESENTATIVE AND CM JENNINGS AS THE ALTERNATE. 7.2 BASKETBALL FREE THROW CONTEST McCreary reported that the City had received a request from Commissioner Burr Cain to conduct a Basketball Free Throw Contest as part of the Day on the Glen Festival. The original request was made to coordinate a free throw contest as part of the 2004 Step Out for Senior Centers Event. However, with the addition of the new Library venue for the Step Out event, it was determined that adding the free throw contest may over-extend staff and volunteer resources. Staff has investigated other free throw contests and has determined that the layout for the Day on the Glen Festival could accommodate the free throw contest. However, staffing resources are limited between now and September and it may be difficult to garner enough volunteer support during the summer vacation months to plan and implement the event. Staff reported that once the City hires a new 3/4-time Recreation Technician for the new Senior Center, there would be more staff time available to plan and implement another venue as part of the 2005 Step Out event. This would also allow for more time to coordinate with local teen and adult basketball programs, which would likely attract a wider range of ages to the event. If the Advisory Committee concurs, Staff will prepare a preliminary program plan for consideration by the Advisory Committee after the City hires the new Recreation Technician. Staff noted that the Recreation Technician would be hired in early 2005. Commissioner Cain stated that he had originally approached Councilmember Tim Sbranti, a Basketball coach at Dublin High School, for his ideas and possible assistance during the 2004 Step Out Basketball Event. Commissioner Cain shared that Tim had conducted these basketball contests for other organizations and was a great resource. ON A MOTION BY CM BIELKE, SECOND BY CM GIFFORD AND BY UNANIMOUS VOTE THE COMMITTEE RECOMMENDED INCORPORATING A BASKETBALL FREE THROW CONTEST AS PART OF THE 2005 STEP OUT FOR SENIOR CENTERS EVENT. 7.3 2004 WINTER QUARTERLY REPORT Staff reviewed the Winter Quarterly report that includes the months of December, January and February 2004. Staff reported the gradual increase in attendance since 2000 was due to the increase in trip offerings and the Trail Trekker program, which have attracted new participants to the Senior Center. This is evidenced by the increase in the number of Senior Center Supporter Card Holders. This has led to a spill-over effect,boosting attendance in other programs. The Committee Members noted some discrepancies on the attachment which provided detailed attendance information. Staff will amend the calculations of the Winter Quarterly Report before it is presented to the Parks and Community Services Commission in July. Other Business CM Silvas asked about the progress of the new Senior Center building. McCreary reported that the construction of the new Senior Center is coming along fine and seems to be on schedule. CM Gifford asked if the Senior Housing would open at the same time as the Senior Center or if it would delay opening the Senior Center. McCreary explained that the housing project is scheduled to be completed several months after the Senior Center. However it will not impact the opening of the Senior Center since the housing project does not impede on the Senior Center portion of the parcel. CM Bielke asked if the Advisory Committee would have another chance to review furniture options for the new facility. McCreary explained that new samples would be available for viewing in September.
