HomeMy WebLinkAbout11-04-2004 SCAC Minutes f CITY OFDUBLIN SENIOR CENTER ADVISORY COMMITTEE MINUTES=OFNOVEMBER 4,2004" 4 Call to Order: Chair Paul Silvas called the meeting to order at 9:10 a.m. Roll Call: Committee Members (CM) Present: Paul Silvas, Mary Lou Bielke, Barbara Gifford, Greer Payton, Absent: Elsie Jennings Parks and Community Services Commissioner Present: Bun Cain Approval of the Minutes BY UNANIMOUS VOTE, THE COMMITTEE APPROVED THE MINUTES OF THE OCTOBER 7, 2004 MEETING AS CORRECTED. MOTION BY CM GIFFORD,SECONDED BY CM BIELKE. Under Approval of Minutes, second page, sixth line, change the word to "own",not owe. Oral Communications—None Written Communications—None Unfinished Business-None , New Business 7.1 -FACILITIES FEASIBILITY STUDY Paul McCreary, Parks and Community Services Manager, gave an overview of the planning of three new facilities including the Shannon Community Center, Emerald Glen Community Center and the Emerald Glen Recreation and Aquatic Complex. Two facilities will be funded by impact fees charged on new developments. The Shannon Center will be funded by General Fund reserves because it is an existing facility. The Sports Management Group has been hired to explore trends, local market opportunities and determine the community's preferred components for a new Recreation and Aquatic complex. The consultant will also conduct a financial analysis to determine the estimated construction and operational costs of the new Recreation and Aquatic Complex. The consultant will concurrently study the programs and activities that could be offered at the new Shannon Community Center. McCreary presented a 20-minute PowerPoint to give an overview of the state-of-the-art facilities that exist throughout the United States. A variety of photos depicted the various types of facilities that could exist in Dublin. The photos depicted large community halls, indoor pools with retractable roofs and walls, gymnasiums featuring indoor jogging tracks, sports centers with indoor play structures, and multi-use sport courts. Staff then conducted two exercises with the Advisory Committee. The group was divided into two groups of three people to participate in the exercises. The groups were asked to discuss and write down answers for the following questions: 1. What are the attributes of a successful facility, focusing on the qualities, characteristics and traits of the facilities, such as being accessible by transportation or open late, not the specific spaces or amenities? 2. Once a facility is built,why will people come? 3. How will we continue to build a sense of community as we expand our facilities? - 1 - After each group brainstormed, Staff asked them to share their thoughts. Then each Committee Member was asked to use ten"sticker dots"to vote for the amenities and spaces that would be important to include in the new facilities. The top ten spaces identified by the Committee included casual lounges, a catering kitchen with space for culinary classes, a large community hall, fitness room, multipurpose gymnasium, recreational swimming pool, indoor lap swimming pool, indoor walking/jogging track,juice bar/deli and senior game room. 7.2 2004 Volunteer Banquet Event McCreary asked the Committee Members to help evaluate the recent Volunteer Banquet event. Some of the Committee Members felt that the Volunteer Banquet could have run more smoothly. Some felt that the food was not up to par. Some of the Committee Members commented the meat was too rare for many people, and had to be sent back to be kitchen to be cooked more. Staff asked if it would help to have two entrée choices instead of just one. The Committee Members indicated that two choices would be preferable. Someone felt that there wasn't enough help in the kitchen and asked how many people were serving the food. McCreary explained that there was one serving line and one volunteer scheduled for each of the four food items served. Some felt that Paul McCreary, Diane Lowart and Anna Hudson shouldn't have had to serve and been allowed to socialize with the guests. McCreary explained that Staff didn't want to utilize the help of the volunteers who were being honored for their volunteer help, but would investigate other options for providing more assistance with serving the food. The Irish Dance entertainment was nice and pleasurable. The Committee Members indicated it would be nice to have more entertainment throughout the event. The Committee felt that there wasn't enough time (1%Z hours) allowed for the event and that it seemed rushed. The Committee Members indicated that the awards presentation should be simplified. The Power Point presentation didn't match the written description of the photo addressed about each member. The Power Point could instead be a general slideshow presentation shown prior to handing out the awards. It was suggested that each volunteer should only be recognized once in the area in which they volunteer, or by the number of hours. There were too many categories and too many people recognized multiple times. The Awards Program could indicate what each volunteer does at the Senior Center. Some felt that gifts were not necessary and would not be used. One of the members expressed that they liked the gift. Overall, the Committee addressed that they support the Senior Center program and Staff 100%. Some felt that Staff should delegate more responsibility to volunteers for event preparation. CM Silvas stated that he has been developing written timetables for events to break down planning responsibilities so that duties could be delegated to volunteers and the progress tracked. McCreary indicated that a new 3/4-time Recreation Technician would be hired soon which will provide more Staff time for Senior Center programming. Additionally over the past few months there have been vacancies in the kitchen and for the bus driver, which has place more demands existing Senior Center employees. Other Business CM Payton stated that she gave a report to the Parks and Community Services Commission in October. She also informed the Committee that she is participating in the City of Dublin's new Leadership Academy and thought it was very informative. The Fire and Police Departments were highlighted at the last Academy meeting. -2 - CM Gifford is scheduled to the address the Park and Community Services Commission in November. CM Silvas gave an overview of the Fallon Park Task Force meeting that he attended and the amenities planned for the park as well as the various phases proposed for construction. McCreary indicated the Chair Survey was available and Staff will be accepting feedback on each chair on display for the new Senior Center.
