HomeMy WebLinkAbout03-14-1989 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: March 14 , 1989 The March 14 , 1989 meeting of the Park and Recreation Commission was called to order at 7 : 36p.m. at the Shannon Community Center, Dublin, California, by Chairperson Liz Schmitt. Roll Call Present: Commissioners Downey, Hernandez , Hudak, Donnell and Schmitt Oral Communications Mr. Elliott Healy, resident and Martin Canyon Creek Hiking Trail. Advocate, asked the Commission if they were concerned about the deeding of the Hansen Hill property, and if so, could they begin initiating talks in this area with EBRPD. Commissioner Schmitt stated that the Commission has already held a discussion on the Ridgeland Trails , and it was the consensus of the Commission to pursue developing a masterplan for trails in the City of Dublin. She suggested that he contact Commissioner Downey, who has been appointed in-charge of trails. Diane reported that the Commission will start making recommendations as to what will be happening with the open space in the Hansen Hills Development. The City has setup a Liaison Committee with EBRPD. It will be necessary to determine the extent of access or development that will happen in the open space and who will be responsible for maintaining it. She indicated that she would contact him as to when the Commission will be addressing this matter. Approval of Minutes Commissioner Hernandez referred to Page 2 , Paragraph 3 , "Senior Facility Use Policy" . She pointed out that her statement should be corrected to include "in the evenings only" . IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE MINUTES OF FEBRUARY 14 , 1989 AS AMENDED. (UNANIMOUS) Written Communications BAPRCBMC Quarterly Meeting The Belmont Park & Recreation Department will be hosting the quarterly meeting of the Bay Area Parks and Recreation Commissioners and Board Members Council (BAPRCBMC) , at the Twin Pines Senior and Community Center on Saturday, April 29 , at 6 :30p.m. , followed by a buffet dinner at 7 :30p.m. Commissioners wishing to attend should contact the Recreation Director no later than April 3 , 1989 in order to meet the registration deadline. Commissioners Schmitt, Downey and Hernandez indicated that they would attend. P MINUTES - Marcy 14 , 1989 Page Two Open Space Awareness Week The Preserve Area Ridgelands Committee (PARC) has invited the Commission to take part in Open Space Awareness Week, April 1 -8, 1989 . The Commission should contact Majorie LaBar, President of PARC at 829-6096 if they are interested in taking part in any of the programs or wish to obtain further information. Old Business Senior Center Facility Use Policy One of the Recreation Department goals adopted by the City Council was to develop a Facility Use Policy for the Dublin Senior Center. The Commission reviewed the draft recommendations submitted by the Senior Advisory Committee at their meeting of February 14 , 1989 . The Commission was in agreement with most of the recommendations proposed by the Committee and directed staff to incorporate them into a formal policy for consideration by the City Council . However staff felt that that the Committee and the Commission should jointly review the proposed policy and provide staff with input prior to submittal to the City Council . The Advisory Committee expressed concern regarding the recommendation process . Diane explained that both the Advisory Committee and the Park & Recreation Commission are to refer all recommendations to the City Council for final decision. She apologized to the Advisory Committee for not having taken the opportunity to have a meeting prior to this , however in the future any matters dealing with the Senior Center - will be addressed in a joint meeting. The Committee felt that since the Center was located within a residential area, near schools and Kaleidoscope, that alcohol use was not appropriate. The Committee recommended, and the Commission agreed, that alcohol should not be allowed, in the Senior Center. The Committee recommended that use of the kitchen be restricted to the counter area for food preparation. The Committee felt that offering use of the refrigerator, oven and dishwasher to outside groups would cause extra wear and tear on the equipment, and that repairs and replacement would be costly. Commissioner Hudak felt that it should be clearly indicated in the Facility Use Policy what equipment would be available for use at the Senior Center. New Business Regional Open Space, Wildlife, Shoreline and Parks Bond On November 8 , 1989 the voters of Alameda and Contra Costa Counties approved the passage of Measure AA, the Regional Open Space, Wildlife, Shoreline and Parks Bond Act of 1988 sponsored by the East Bay Regional Park District. Dublin' s allocation under this grant program is $631 ,316. Staff recommends that the these funds be utilized for the renovation of Shannon Park. MINUTES - March 14, 1989 Page Three IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE APPLICATION AND DIRECTED STAFF TO SUBMIT THE COMMISSIONS RECOMMENDATION TO THE CITY COUNCIL. (UNANIMOUS) Spring 1989 Schedule of Recreation Classes and Programs Diane reported that the Spring 1989 Schedule of Recreation Classes and Programs was delivered to the post office on March 2, 1989 for mailing to Dublin residents. Registration for Spring classes began on March 6 for Dublin residents and March 13 for non-residents. The Spring Quarter encompasses the months of April, May and early June. Other Business Chairperson Schmitt suggested that the Commission have meetings or workshops to share conference information from the sessions they attended. The Commission concurred. Commissioner Donnell reported that the lights at Kolb Park are still out at night. Diane reported that the lights at all the parks are on timers and are set to go off at 10p.m. Commissioner Downey stated that he would like to see a youth representative on the Commission. The representative would be someone who would reflect the wishes of our young people. Diane indicated that if the Commissioners were interested in pursuing this matter, they should contact the City Councilmember who appointed them. Staff Reports Diane announced that a Special Meeting has been scheduled for Tuesday, March 28 at 7:30p.m. with the community to discuss the Shannon Park renovation. Information for this meeting will be mailed. Diane reported that effective Monday, March 20, the Center will be closed due to the renovation. Staff is in the process of notifying all user groups and classes of their relocation. Future Commission meetings will be scheduled to be held at the library or the school district offices. The Dublin Swim Center could be opened as early as April 24. Stephanie Alex has been hired as the Aquatics Coordinator and will begin on March 20. She will be present at the next Commission meeting.
