HomeMy WebLinkAbout03-28-1989 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION SPECIAL MEETING DATE: March 28 , 1989 The March 28 , 1989 special meeting of the Park and Recreation Commission was called to order at 7 : 40p.m. at the Dublin School District Board Room, Dublin, California, by Chairperson Liz Schmitt. Roll Call Present: Commissioners Hernandez , Donnell and Schmitt Absent: Commissioners Hudak and Downey New Business Shannon Park Renovation At the April 28 , 1986 meeting of the Dublin City Council, the Council adopted the . Parks Masterplan Report for Alamo Creek, Dolan, Dougherty Hills, Kolb, Mape and Shannon Parks. Renovation of the ten acre Shannon Park is scheduled for FY88-89/89-90 . In order to proceed with the renovation of Shannon Park, the City has retained the landscape architectural firm of Beals/Lechner Associates to prepare the final design and construction documents for the park. Prior to proceeding with Design Development and Construction Documents , the revised masterplan needs to be reviewed and approved by the Park and Recreation Commission as well as the City Council . Staff recommends that the Commission receive the presentation from Beals/Lechner Associates, receive public comment, and provide staff and the consultant with input. Gary Carlson reviewed the site inventory and analysis plan for the Commission and residents present, pointing out the areas which need improvement. Ron Lechner presented the design elements in the masterplan and reviewed each individually. Mr. Lechner responded to the comments and concerns of the Commission and residents as follows : Commissioner Schmitt - What will be done about the berms? The existing berms will be lowered and reshaped. Commissioner Hernandez - How many handicapped parking spaces will be available in the rear of the building? The exact number of handicapped spaces has not yet been determined. It will be necessary to review the regulations and determine the amount of space that would be required for a fire turn-around. The space available is limited due to the grading and the property drop near San Ramon Road. There will be several handicapped parking spaces in the front parking lot, and every effort will be made to put in as many spaces as possible. Commissioner Hernandez - Could the proposed patio behind the Social Hall be deleted and used for handicapped parking? The existing upgrade would not permit parking in this area. The drainage is poor and there are also existing utilities which would be very expensive to relocate. MINUTES - March 28, 1989 Page Two Commissioner Schmitt - If trees had to be removed would effort be made to save or relocate them? Some types of trees do not transplant well, but every effort will be made to save them if possible. Sandra Cline, Resident - The water in Central Park in San Ramon is constantly turned off, will this happen at Shannon? Also, when is the renovation scheduled to begin and when will the park be ready for use? San Ramon is experiencing problems with the filtering system. The water at Shannon for the fountain and play area will be recycled. Diane Lowart replied that the renovation is scheduled to begin this Fall with completion anticipated in Spring or Summer 1990. She pointed out that there will be a 90 day maintenance period after completion before the park will be officially open for use. George Zika, Resident - Would there be an area within the park for a par course? Yes, however suggested a "group par course" as opposed to separate exercise stations. Bernice Bywater, Resident - What will be done about the green pump house in front of the park? It is planned to enhance this area with foliage. It was the consensus of the Commission and public that the masterplan as presented by Beals/Lechner Associates was acceptable. Staff will submit the masterplan to the City Council for review on April 10, 1989. Adjournment Being no further business, the meeting was adjourned at 9:00p.m. Respectfully submitted, Char J.
