HomeMy WebLinkAbout10-10-1989 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: October 10, 1989 The October 10 , 1989 meeting of the Park and Recreation Commission was called to order at 7 : 36p .m. at the Shannon Community Center , Dublin , California , by Vice Chairperson Norb Hudak . Roll Call Present : Commissioner Downey , Donnell , Hernandez and Hudak Absent : Commissioner Schmitt Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER DOWNEY TO APPROVE THE MINUTES OF SEPTEMBER 12 , 1989 AS SUBMITTED . (UNANIMOUS) New Business Agreement between City of Dublin and Dublin Unified School District Regarding Use of Facilities Diane stated that one of the 1989 goals adopted by the City Council was "To develop a Joint Facility Use/Development Agreement with the Dublin Unified School District" . City staff , District staff and the City/District Liaison Committee developed an agreement which was approved by the City Council on September 25 , 1989 and the School Board on October 4 , 1989 . The City Council and the School Board approved an Agreement for Development of the Dublin High School Football Field . Staff is currently reviewing proposals from landscape architects addressing the renovation of the football field . It is anticipated that a consultant will be selected by the end of October with construction beginning in March and completion by August . Diane briefly reviewed the essence of the agreement for the Commission . Commissioner Hudak inquired as to when the Commission can anticipate to receive information on facility scheduling . Diane indicated that we don ' t anticipate taking over the scheduling of school facilities until at least January when software for computer scheduling is installed . Commissioner Downey asked if both parties are entering into this agreement in a friendly manner and without restraint? Diane replied that there seems to be a feeling of mutual cooperation . Open Space Opportunities - West Dublin Diane reported that Commissioner Hudak was appointed to a Liaison Committee with the East Bay Regional Parks District. Commissioner Hudak reported on a recent liaison committee meeting which focused on development to the West of Dublin and opportunities for open space , parks and trails . The City has asked EBRPD to come up with a plan as to what will be the best way to bring a trail through and where . The committee will meet again on November 1 and plans to meet with staff of the City Planning and Maintenance Departments as well as trail persons to come up with different scenerios . • MINUTES - October 10 , 1989 Page Two Diane reported that the West Dublin area is being developed into three distinct projects ; 1 ) the Hansen Ranch development which was brought into the City ' s general plan amendment providing for housing as well as both public and private open space , 2) Donlon Canyon which is also a general plan amendment study , providing for housing and open space , and 3) the West Dublin study area which is currently underway . The trail systems and parklands are in the next phase of most of the projects . EBRPD does not care who owns the open space . Their main concern is that land is reserved for open space . If the City wants to maintain the open space , EBRPD wants it to at least link up to EBRPD open space . The majority of the property in the .Donlon Canyon area will remain as open space , as it has some unique areas such as a small pond and highly vegetated areas with wildlife . There will be a joint Planning Commission and Park & Recreation Commission meeting planned within the next few months . Representatives from EBRPD will be present to do a slide show and talk about the different opportunities of development of open space . Zev Kahn , Dublin resident , indicated that he would like to see staging areas for overnight camping incorporated into the trail system . Livermore Amador Valley Child. Care Task Force The cities of Dublin , Livermore and Pleasanton have received a $25 ,000 grant through the State Department of Education to develop a five year regional childcare masterplan . The objectives are : 1 ) To identify major child care isues in the Valley , 2 ) To examine governmental policies and procedures for possible barriers to expanding child care programs , 3) To examine efforts of local employers and determine feasibility of public/private partnerships , and 4) To develop recommendations for an action plan. At the September 25 , 1989 meeting of the City Council , the Council directed staff to advertise the openings for the Task Force . It has been suggested that a representative from each cities Park and Recreation Commission/Board serve on the Task Force . It is anticipated_ that there will be approximately seven Task Force meetings over a six month period with the first meeting scheduled for early November . It is staffs recommendation that the Commission appoint a representative to the Task Force for confirmation by the City Council . Commissioner Donnell indicated that she would be interested in serving on the Task Force . Diane told the Commission that if they know of anyone who would be interested in serving , to give her a call . Rasmussen House At the July 24 , 1989 meeting of the Dublin City Council , the Council authorized staff to initiate the Specific Plan Amendment process for the 1 . 45 acre Moret property on San Ramon Road North of Amador Valley Boulevard . The Planning Department is working with Public Storage to develop a plan which would allow for the construction of a retail shopping facility on the front portion of the property facing San Ramon Road , and a self-storage facility on the rear portion of the property . MINUTES - October 10 , 1989 Page Three The property is currently vacant with the exception of the Rasmussen House , an outbuilding and an old barn . The Rasmussen House represents a part of Dublin ' s heritage and there are many people who would like to see this house preserved . The Planning Department is currently working with Public Storage to determine alternatives to destroying this house . Although discussions are preliminary at this point , the suggested alternatives are 1 ) Plan the development around the house , 2) Relocate the house to another section of the property , 3) Relocate the house to another site within the City (public or private property) . During discussion , it was suggested to move the house to either Mape Park or Dougherty Hills Open Space . Dougherty Hills Open Space development is uncertain and therefore would present problems . Zev Kahn , Dublin resident , indicated his concern regarding the addition of a structure at Mape Park , as he felt it would definitely take away from the park and also interfere with the soccer practices that currently take place there . John Knott and Steven Tangney of Public Storage , as well as Roy Moret were present at the meeting . They indicated that they originally intended to demolish the house at a cost of $5 , 000 . Mr . Tangney pointed out that there is the problem of asbestos that would need to be corrected if the house were to be saved . He indicated that the estimated cost to remove the asbestos would be $5 ,000 and the moving costs approximately $25 ,000 . They indicated that they would be willing to relocate the house if the City were to give them the right-of-way they needed . The Commission concurred that the house should be saved and moved to public property if possible . Diane indicated that if Mape Park were considered as a possible site , it would be necessary to get neighborbood input . Also , the Historical Society has not been contacted as to what their interest might be . Commissioner Downey stated that the Historical Society meets next Wednesday and this matter could be added to the agenda for discussion . Commissioner Hudak requested that this item be placed on the Commission agenda for November . He requested that plans for Dougherty Hills Park and Mape Park be available for review. If the City Council requires that the Commission move on this item, a special meeting will be scheduled . 5th Annual Childrens Spooktacular Halloween Party The 5th Annual Spooktacular Halloween Party for Children will be held at the Shannon Community Center on Friday , October 27 . Children in Preschool and Kindergarten will attend from 1 : 30-3 : OOpm; and students in 1-5 grades will attend from 3 : 30-5 :30pm . Admission is $2 . 00 per child ; pre- registration is required . This festive event will feature games , crafts , prizes , a costume parade and more ! Staff Reports The City Council ' s agenda statement in regards to the Valley Performing Arts Center was distributed to the Commissioners . This is a group that is currently looking into doing a feasibility study for development of a Performing Arts Center . There is a Task Force which is made up of representatives from Livermore , Dublin and Pleasanton . The City Council is requesting that the Commission appoint a representative to the Study Committee . Commissioner Downey indicated that she would be interested in serving on the Study. Committee . MINUTES - October 10, 1989 Page Four The Commissioners were given a copy of the current Senior Center Newsletter as well as a User's Guide to the Ralph M. Brown Act. Diane reminded the Commissioners of the the Joint Commission Meeting scheduled for Thursday, October 12 at 6pm at the San Ramon Library. Dinner is included. The City Council at their meeting of October 9 discussed the Commission recommendation of a Skateboard Park at Dougherty Hills Park. The Council has requested that the Commission hold public meetings with those people living in the Dougherty Hills area to obtain their input in regards to the Skateboard Park. Commissioner Hudak requested that staff prepare some type of plans that would show not only a skateboard park like Benecia, but also a half -pipe with seating. Diane reported that Cindy, herself and Char are now located at the Civic Center and can be reached at 833-6645. Other Business Commissioner Downey stated that the Commission needs to determine a permanent meeting location for future meetings. Diane asked if the Commission would like to meet at the Civic Center in either the Regional Meeting Room or Council Chambers? She suggested that the Commission take a look at the facilities when they attend the Dedication on October 19, and then let her know which they prefer. Commissioner Donnell stated that she has noticed that the digger toys and swing seats at Mape Park have not been replaced. There are also a few trees along the fencing that are bent but not broken. Diane indicated that the digger toys and swing seats have been ordered, but will check on the status. Commissioner Hernandez reported that she has been receiving calls from the senior groups in regards to the lack of storage space at Shannon. They have reported that the storage cabinet doors do not lock properly, and that the Senior Dance group seems to have more space than they need. The seniors have also asked about the additional shelves for the refrigerator. Diane indicated that each senior group has the same amount of storage space. Alot of storage space was lost due to the renovation, and there is no additional storage space available. The cabinet doors were fixed by maintenance, but will have staff take a look at them. Char is currently looking for a supplier for the refrigerator shelves. Commissioner Hernandez stated that she noticed in the women's bathroom here at Shannon that there is rust around the basins. Diane indicated that she will have it looked at. Commissioner Hernandez reported that Red Ribbon Week is scheduled for October 22-29. Ribbons will be tied and displayed throughout Dublin and lapel ribbons are also available. Adjournment Being no further business, the meeting was adjourned at 9:06pm. Respectfully submitted, Char J.
