HomeMy WebLinkAbout02-09-1988 Approved PCSC Minutes • CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: February 9 , 1988 The February 9 , 1988 meeting of the Park and Recreation Commission was called to order at 7 : 30p.m. at the Shannon Community Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioner Downey, Hernandez , Donnell and Hudak Absent: Commissioner Schmitt Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE MINUTES OF JANUARY 12 , 1988 AS SUBMITTED. (UNANIMOUS ) Old Business - None Unfinished Business Shannon Community Center Facility Use Policy At the January 12 , 1988 meeting of the Dublin Park and Recreation Commission, the Commission considered revisions to three areas of the Shannon Center Facility Use Policy: 1 ) Classifications of Users ; 2 ) Continuous Use of the Center by Community Groups; and 3 ) Fee Schedule. The revisions have been incorporated into the Facility Use Policy. It is staffs recommendation that the Commission consider the proposed revisions. Correspondence has been received from two current continuous users , the Diablo Valley German Shepherd Dog Club and Jobs Daughters Bethel No. 1 . Both groups are requesting that they be permitted to continue to use the facility on a continued basis . Public Comment Diablo Valley German Shepherd Dog Club - Charles Norton, Vice- President, stated that the DVGSDC would not meet the proposed 51% residency requirement for a Classification III. The group has been meeting at Shannon Center for almost eight years, are non- profit and chartered by the State of California. The group feels that they are a positive influence on the entire Tri-Valley community through their educational and philanthropic activities. The group considers Dublin as the geographic center of their club, and because of this , desire to continue to meet at Shannon Center. Valley Spokesmen Touring Club - Bonnie Powers , Secretary, stated that the Valley Spokesmen have been meeting at Shannon Center since 1973 , and feel that they have been an active part of the Dublin commmunity for the last sixteen years. The group would not meet the proposed 51 % residency requirement for a Classification III. The group would have difficulty in finding another location if they were not able to continue to meet at Shannon Center. MINUTES - February 9 , 1988 Page Two Jobs Daughters Bethel No. 1 - Denise Jow, Bethel Guardian, stated that Jobs Daughters has been meeting at Shannon Center since 1982 and consider Shannon their home. They would qualify for a Classification III as 76% of the girls are Dublin residents. Their membership policy is somewhat restrictive as they must have some type of masonic affiliation in their family. Even though the Masonic is a fraternal organization the Bethel is not. If they were not able to meet at Shannon Center, they would no longer be Bethel No. 1. Commission Input Commissioner Hudak suggested that item "a" of Classification III be deleted so that more groups could be accommodated. Commissioner Downey asked why this item was added to the policy? Diane replied that it was approved by the City Council to insure that group memberships would be open to anyone. Commissioner Donnell questioned the legality of permitting restrictive membership groups to use the facilities on a continuous basis. Commissioner Hudak stated that all groups have some type of restriction. IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER HERNANDEZ TO REMOVE ITEM "A" FROM CLASSIFICATION III - COMMUNITY GROUPS. (UNANIMOUS ) Commissioner Hudak questioned item "2 (a) " under Classifications of Users , which prohibited use for private gain. He felt that profit groups should be given consideration on a space available basis . The fees that would be charged could offset the money for dances , etc. He suggested that a fee schedule be submitted and reviewed with the entire policy at the Commissions next scheduled meeting. The Commission concurred. Diane informed the groups in attendance that they will receive notification of the scheduled meetings at which the Facility Use Policy will be discussed. New Business Teen Concerts at Shannon Center At the October 13 , 1987 meeting of the Park and Recreation Commission, the Commission agreed that due to the success of the May 8 , 1987 concert, additional concerts should be scheduled as frequently as every other month. The Commission also agreed that the type of music should be varied in order to appeal to a wide variety of tastes. Staff has been in contact with three different people who want to sponsor concerts at Shannon Center; Harry Leras of Primary, Sean Lange and Jeff Wilson. To date attempts to sponsor concerts utilizing the services of Primary and Sean Lange have been unsuccessful. Jeff Wilson and staff made tentative plans for a concert on February 5 , 1988 . Plans for the concert were halted when City staff determined that "slam" or "thrash" dancing poses a potential liability risk that may not be covered through the City ' s self-insurance pool. MINUTES - February 9 , 1988 Page Three As a result of this decision, staff made contacts with other Cities and School Districts and inquired if slam or thrash dancing was permitted. Of the high schools in the Valley, none allow this type of dancing. The City of Pleasanton, will no longer schedule bands who promote this type of dancing. Jeff Wilson asked why was a decision made to cancel the dance scheduled for February? Diane replied that in making the final arrangements with the other departments in the City, they determined that it could not be approved due to the type of dancing that would take place. Jeff pointed out that it was covered last year, and asked why not now? Commissioner Downey stated that at that time, staff was not aware of the type of dancing that would be done. Diane stated that the City has recently undergone a thorough review by an independent insurance firm who represents the self insurance pool of which the City is a member. They submitted a list of recommendations for the types of activities that the City should no longer participate in, and the safety practices that the City should engage in. Chief Severini stated that the Police Department is not opposed to the type of music played, however is opposed to slam dancing. There is concern for public safety, the potential for injury, as well as a potential of sparking off an incident which could get out of control. Sgt. Adams stated that he has attended dances in San Jose and as far as San Joaquin. He briefly described for the Commission what slam dancing was and why it has the potential for injury as well as the possibility of instigating incidents . He pointed out that Shannon Center is difficult to police because of its many doors and large park setting. Jeff stated that if they were to have a dance which did not permit slam dancing, the kids would not want to come. He indicated that he and the band would find it difficult to perform their type of music without the dancing. Commissioner Hudak suggested that Diane check with the insurance carrier as to what is and is not covered. Diane stated that she would get clarification on what is acceptable under our current liability and bring the report to the Commission. 1988 Easter Egg Hunt Last year the first Annual Easter Egg Hunt was held on Saturday, April 18 , at the Dublin Sports Grounds . Four hundred and forty five "445" children were in attendance. Pre-registration was 50(P per child and accepted up until the day prior to the event. Registration the day of the event was $1 . 00 per child. Plans are currently underway for the 1988 event scheduled for Saturday, April 2 , 1988 and staff requests input from the Commission in regards to 1 ) Age; 2 ) Fee; 3 ) Registration Procedure; and 4 ) Residency Requirements. • MINUTES - February 9 , 1988 Page Four Age The children in the 1 year category were overwhelmed by the crowds and did not seem to realize the intent of the hunt. There were very few 11 -12 year olds in attendance. Staff recommends deleting the 1 and 11 -12 year old age groups and suggests the following age groups: 1 ) 2-4 years ; 2 ) 5-7 years ; and 3 ) 8-1 0years. IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE AGE CATEGORIES AS SUBMITTED. Commissioner Donnell felt that the 11 -12 years olds should not be deleted from the event. The few that choose to participate in the Easter Egg Hunt should be accommodated. The Commissioners concurred. Commissioner Hudak withdrew his motion. Commissioner Hernandez withdrew her second. Registration & Fees Last year the Egg Hunt cost $650 .43 and the revenue generated. from registration was $272 . 00. The 50(P per person did not cover the cost of expenses nor the number of hours it took to process the registration. If a fee were not charged, the time to take registration and the number of volunteers needed would be eliminated. Commissioner Donnell felt that the revenue generated was not worth staffs time to do registration and collect fees . She suggested that registration process and fees for the event be deleted. The Commissioners concurred. Time Last year the 1 -2 year old children' s hunt started at 10 :00a.m. and the remaining age categories were at 10:30a.m. This time frame was difficult for parents who had several children because they were unable to see and film them at one time. All the age categories were in separate sections. Staff recommends a 20 minute lapse between age categories but to keep the categories in separate hunt areas. The Commission concurred. Residency If a fee is charged, do we want to limit registration to residents only or open the event to anyone? Commissioner Hudak felt that the event should be limited to Dublin residents only. Diane suggested that we not advertise the event in the newspaper, but rather continue to send fliers to the Dublin schools and publicize it in the brochure. The Commission concurred. MINUTES - February 9 , 1988 Page Five IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER HUDAK TO ACCEPT STAFFS RECOMMENDATIONS REGARDING (A) FEES, (B) REGISTRATION AND (C) RESIDENCY REQUIREMENTS, WITH THE EXCEPTION OF ADDING AN AGE CLASSIFICATION GROUP FOR 11 -12 YEARS. (UNANIMOUS ) Other Business Commissioner Donnell once again voiced her concern regarding the poisonous Oleander bushes planted at Kolb Park. Diane stated that she has dicussed this matter with the architect. It was suggested to remove the Oleander bushes and replant them somehwere where they would not be easily accessible. The plants will remain where they are for the next few months and the Commission will be kept informed as to the status of the replanting. Diane stated that Kolb Park is nearing its completion. The fence will remain for the 90 day period and the park will open either mid or late May. She suggested that the grand opening of the Senior Center and the dedication of Kolb Park be combined. Commissioner Downey stated that he met Mr. John O'Donnell of the Bay Area Park and Recreation Commissioners and Board Members Council at the Installation and Awards Dinner of February 6 . They discussed the possibility of having a barbecue with members of the BAPRCBMC this coming Summer. Diane pointed out that if the Commissioners were to plan and organize the event, consideration would have to be given to the park space available. Commissioner Hudak suggested considering Kolb Park for the event. Commissioner Downey suggested obtaining a flag for Commission meetings and to open meetings with a pledge of allegiance. Staff Reports Diane reported that the City Council reviewed the request from DHS to provide funds to open the VCSC for their swim practice. Council has agreed to open the pool for DHS, however the pool will not be open to the public. Staff is in the process of sending out recruitment information for aquatic staffing. Commissioner Hernandez asked why the cost to heat VCSC is almost twice as much as Cal Highs? Diane responded that the difference in the shape of the pool , type of pool cover used, and location of the pool are factors that contribute to the cost of heating.
