HomeMy WebLinkAbout11-08-1988 PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: November 8 , 1988 The November 8 , 1988 meeting of the Park and Recreation Commission was called to order at 7 :30p.m. at the Shannon Community Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioners Schmitt, Hudak, and Donnell Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER SCHMITT TO APPROVE THE MINUTES OF OCTOBER 11 , 1988 AS SUBMITTED. (UNANIMOUS ) New Business Request from Valley Artists to Waive the Rental Policy Staff has received correspondence from Florence Scudder representing the Valley Artists , who asks that an exemption be granted to the Facility Use Policy in order to allow their club to continue meeting at Shannon Center. The Valley Artists have a total of 70 members, 11 within Dublin and the largest membership of 29 within San Ramon, and 30 in other surrounding areas. With only 16% of their membership residing within the City of Dublin, the Valley Artists do not meet the residency requirements for a Community Group established by the Facility Use Policy. Florence Scudder addressed the Commission and stated that they would like to utilize Shannon Center for four meetings per year as well as their annual fall and spring art shows . Harvey Scudder stated that he has worked with the Valley Artists for a number of years and that with a regular meeting place the group could grow. Harry McKinley asked the Commission to consider whether they want arts in the community. If so, establishing Shannon Center as a regular meeting place for the Valley Artists could assist with bringing more art into the community. Commissioner Hudak was not in favor of deviating from the 51 % Dublin membership requirement and suggested giving them a year to meet at Shannon in an attempt to boost Dublin membership. Commissioner Schmitt was in favor of the Valley Artists continued use, as they are the only art group in Dublin. IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER DONNELL TO WAIVE THE FACILITY USE POLICY IN ORDER THAT THE VALLEY ARTISTS COULD UTILIZE SHANNON CENTER AT NO COST FOR MONTHLY MEETINGS AND THEIR ANNUAL ART SHOW. (UNANIMOUS) MINUTES - November 8 , 1988 Page Two 4th Annual Breakfast With Santa The 4th Annual Breakfast with Santa will be held on Saturday, December 10 , 1988 at the Shannon Community Center. The breakfast will be co-sponsored with the Dublin High School Band Boosters who will prepare and serve the breakfast. The $3 .00 fee includes pancakes (all you can eat) , sausage, fruit, milk, juice or coffee. Santa will be available for photos and parents are urged to bring a camera or they can purchase a photo pin for $2 .00 The photo pin will be a picture of Santa and their child on a pin back. Each of the past three years this event has sold out. This year we will have two seatings for breakfast where 200 people can be accommodated for each seating. Dublin residents can register beginning November 7 with non-resident registration beginning November 21 . The Commission is encouraged to come and have breakfast with Santa! Summer 1988 Aquatics Report Recreation Director Diane Lowart presented the Commission with the 1988 Summer Aquatics Report which provided the Commission with an overview of the Summer season at the Valley Community Swim Center. The report covered the following areas: Staffing; pre-season use; recreational swim; and instructional programs. She also added that extensive testing was being done to the mechanical system of the pool to determine what repairs and renovation needs to be done prior to opening next season. Commissioner Hudak recommended that the City offer training classes in order to recruit staff and perhaps consider paying the cost to have current staff (lifeguards ) trained as Water Safety Instructors . He also recommended that a new first aid kit and bracing for the backboard be purchased. Other Business Commissioner Schmitt briefed the Commission on the BAPRCBMC dinner that was held at the Dublin Senior Center. Commissioner Hudak questioned the status of the Dublin Schools Task Force and was informed that a draft report had been received.
