HomeMy WebLinkAbout01-25-1986 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION Meeting Date: January 25, 1986 The January 25, 1986 meeting of the Park and Recreation Commission was called to order at 9 : 00a.m. , at the Shannon Community Center, Dublin, California, by Chairperson George Zika. Roll Call Present: Commissioners Zika, Schmitt, Hernandez, Donnell and Ovlen. Approval of Minutes It was moved by Commissioner Schmitt and seconded by Commissioner Donnell to approve the minutes as submitted. (Unanimous) Election of Officers Commissioner Hernandez nominated Commissioner Ovlen as Chairperson, seconded by Commissioner Donnell . (Unanimous) Newly appointed Chairperson, Eric Ovlen, presented a proclamation awarded to Commissioner Zika by the City Council for his time and efforts given to the Park and Recreation Department as its first Chairperson. Commissioner Ovlen called for nominations for Vice Chairperson. Commissioner Schmitt nominated Commissioner Zika, seconded by Commissioner Donnell. (Unanimous ) Purpose and Philosophy Statements Recreation Director, Diane Lowart briefly reviewed the Purpose and Philosophy Statements for the Commissioners . Their input for changes or additions was requested. Commissioner Ovlen suggested that Phil Singer be notified regarding objective #8 . It was moved by Commissioner Zika and seconded by Commissioner Hernandez to accept the Purpose and Philosophy Statements as written and that they be presented to the City Council for their concurrence. (Unanimous) • Minutes - January 25, 1986 Page Two Fall Recreation Program Evaluation Director Diane Lowart presented the Fall 1985 Recreation Program Evaluation stating that this Falls program was one of the most successful to date . The City Council will be presented with a similar report on the Fall quarter at their January 27 meeting. Shannon Center Rental Policy Director Lowart reviewed the revised rental policy explaining that it is just a draft and subject to corrections, additions or deletions per Commission direction. The Commission supplied the following input: 1. Statement on business or commercial uses should be restated. 2 . Rentals should be allowed on holidays - double the rental charges and pay the building attendants time and one-half . 3 . Refunding of deposit needs to be clarified. 4 . Reservation procedure/application process is confusing. 5 . Delete "reservations must be made a minimum of 30 days in advance" , restate. 6 . Policy on receipt of liquor license should be reviewed. In addition, the Commission requested a breakdown of revenue received from rentals and a comparison of current revenue vs . proposed revenue. 38th Annual California and Pacific Southwest Recreation & Parks Conference The Annual CPRS conference will be held in Fresno March 6-9, 1986 . Director Lowart explained that money is budgeted for all five Commissioners to attend, but that she needs a headcount of those who plan to attend. Commissioners Zika, Schmitt, Ovlen and Hernandez stated that they would be attending. Other Business Commissioner Zika stated that he had received a call from Alice Pitchford, who was concerned regarding the use of the Senior Center by the City, and the hiring of a director. He told her to contact Diane. Minutes - January 25, 1986 Page Three Mr. Kahn stated he wished to complain about the condition of the bathrooms and the garbage on the floors . His child attends the preschool and his wife has also commented on the con'dition of these items . Diane, responded that the maintenance individual has been put on notice. Staff Reports Teen Dance Diane stated that the December 20 Teen Dance had an attendance of 35 teens, and that Commissioners Schmitt and Zika attended as chaperones . Another dance is planned for this coming Spring. Will check with the high school for their approval to circulate flyers and announcements . A Teen Council will once again be pursued. St . Patrick ' s Day Celebration A meeting of the committee is scheduled for February 4 . The Lions Club has prepared some very nice flyers inviting groups to participate in the parade. Park Development Plan Update A memorandum has been issued to each Commissioner with the scheduled neighborhood meetings . A copy of an article from todays Herald is attached. The Valley Times has indicated that they would also like to do an article and publish the dates and times of the meetings as well. Assignments for these meetings can perhaps be discussed at the February Commission meeting. Diane stated that she met with the architects in Oakland and had quite a successful brainstorming session on park ideas . Dolan Park Site The City will be paying out over $400, 000 to buy the four acres from the School District within the next two weeks . Kolb Park At the last Council meeting the City has approved a tentative map to send back to the School District stating that were interested in buying five acres of Kolb Park as well as the Multi-Use Room. Minutes - January 25, 1986 Page Four Goals and Objectives Director Lowart updated the Commission on the status of the 1985 Goals and Objectives, indicating that some have been completed but all have had some progress made . The proposed 1986 Goals and Objectives were presented for Commission approval . The Commission was in favor of those listed, but would like to have them prioritized for the next meeting.
