HomeMy WebLinkAbout01-08-1985 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING January 8, 1985 The January 8, 1985 meeting of the Park and Recreation Commission was called to order at 7 : 35 p.m. at the Shannon Community Center, Dublin, California, by Chairman Zika. Roll Call Present: Commissioner Donnell, Hernandez, Ovlen, Schmitt and Zika. Approval of. Minutes It was moved by Commissioner Donnell and seconded by Commissioner Hernandez that the minutes of the December 13 , 1984 meeting be approved as submitted. Quarterly Reports Statistical data from the Fall quarter was compiled into two reports which provided an overview of activity for the quarter . Janette Howell, Acting Director, felt that these reports would be beneficial as we begin to develop programs and it would be a good planning tool for the new staff coming on board. Janette recommended that staff continue these reports for historical information. There was discussion about utilization of Shannon Park. Commission Ovlen wanted to know what buildings/facilities were competitive with Shannon Park and how do their rates compare with Shannon Park. Janette said she would compare some prices with local facilities and report back to the Commission. Commissioner Zika suggested that possibly as a means to increase interest in some of the classes, would be to have the instructors give a free class or a free session as a prize . Commissioner Zika expressed the Commissions ' appreciation to Janette for all her efforts . Janette told the. Commission that one of the changes that she will initiate in the Spring brochure, would be to increase the amount of time for the sessions of the classes . She felt that the gap between the quarters is too great which contributes to the dead utilization time of Shannon Center. Amador Lakes Mini Park Janette reviewed the schematic plan for the Amador Lakes Mini Park with the Commission. Location of the site was discussed and she stated the park would be adjacent to single family homes and that we need to have something for people to do; i .e. a nice children' s play area. The Plan has been submitted to the City and reviewed by Police and Engineering Departments . Recommendations to date are to: reduce mounding around perimeter to provide better surveillance and to eliminate on-site parking . Commissioner Ovlen expressed concerns over the acceptance of this plan. He didn 't want to comment on this site until he had a sense for what the City' s strategy is in general for the site. Commissioner Zika stated that some time ago the Commission had made a committment that before we bought into anybody' s park or anyone ' s development, we would prefer to make a recommendation to City Council, that we hire an expert to assess the needs of the Community. Commissioner Olven moved that we recognize the acceptance of the 3/4 acre parcel along with the accompanying funding from the developer and that the parcel be considered as part of the total Park Development Master Plan. -Commissioner Schmitt seconded the motion. Approved. Park Facility Improvements The Park and Recreation Commission has been assigned the task of providing specific recommendations for capital improvements for 1985. Janette stated that we need to be specific in recommending capital improvements as funds will be allocated on a project by project basis . Although it is the desire of the Commission to recommend a Master Plan as first priority for next fiscal year, there are some items that we know we want to improve, i.e. Shannon kitchen range, Shannon play area, etc . Thus, we need to identify these in addition to the Master Plan. Discussion was held relative to capital improvements with the following recommendations : 1. Hire a consultant to develop a Park Master Plan for the City of Dublin. It is to be a working document evaluating existing facilities, providing recommendations for improving conditions and adding recreation amenities . 2 . Hire a consultant to do a site plan for Shannon to consider the following improvements : - Enlarge childrens play area and install a first rate play structure. Provide funds for project. - Develop picnic area, barbecue and shaded areas . - Add exterior lighting throughout park. - Daming the creek and create a spray fountain. - Improve irrigation system. - Repair drinking fountains or install vandal proof models . - Paint building inside and out. - Find solution to storage problem for chairs and tables . Perhaps building an adjacent room is the solution. Commission was not in agreement that raising the stage was the best idea. Commission wants an engineer to recommend alternatives for storage . Eric suggested that the Commission be a part of the selection process in hiring individual/firm who will complete Park Master Plan. George stated he would make an appointment with the City Manager to discuss the status of Kolb Park and report back to the Commission next month. Goals and Objectives Fiscal Year 1984-85 Goals & Objectives Implementation Plan for 1984 1 . Recruit a Recreation Director. (March 84/February 85 ) . 2 . Develop and implement a recreation progam which addresses those recreational needs in the community which are presently unmet. (On-going process) . 3 . Develop and conduct citywide celebration. (3/16/85 ) . 4 . Work with the Murray School District in securing 5 acres of the Fallon School and Kolb Park for development of a City park. (Undetermined date) . 5 . Prepare and submit a proposal to DSRSD to operate and manage the Shannon Community Center. (Completed. Lease signed 5/84 ) . 6 . Work with DSRSD in developing a procedure for the expenditure of park dedication fees for improvements to DSRSD recreational facilities . (Undetermined date) . 7 . Review condition and useability of Old St. Raymond' s Church. ( 6/85) . Recommendation for Goals & Objectives - 1985 1 . Coordinate and print Senior Citizens Gold Card Directory. (4/85 ) . 2 . Develop policy for co-sponsorship of recreation related groups . (4/85) . 3 . Sponsor a Senior Citizen Health Faire. (4/85) . 4 . Revise Rental Policy for Shannon Center. (4/85) . 5 . Plan and conduct an unstructured after school recreation program at two locations . (April-June/85 ) . 6. Assume sport field scheduling responsibility for Dublin facilities from DSRSD. (May/85) . 7 . Install Dublin Recreation Department identification sign at entrance to Shannon Park. (May/85 ) . 8. Develop policy regarding reduced registration rates for senior citizens . (June/85) . 9 . Complete Joint Use Agreements with Murray School District and Amador Valley Joint School Districts . (June/85) . 10 . Plan and conduct a ten week unstructured summer recreation playground program at two sites . (June-August/85 ) . 11. Plan and redevelop Shannon Park children ' s play area with a major play structure . (August 85 ) . 12 . Assume sponsorship of pre-school program at Shannon Park. September/85 ) . 13 . Evaluate existing Shannon Park building and park lands and provide schematic plan recommending and locating additional recreational amenities . (August/85 ) . 14 . Plan and conduct an after school recreation program at two sites . (Sept/85 - June/86 ) . 15 . Work with DSRSD to determine future disposition of specific park lands and amenities with the City of Dublin. (October/85) . 16. Sponsor six citywide special events . (Throughout year) . 17 . Staff Report: Janette informed the Commission that the City Manager will make his recommendation for Director of Recreation to City Council at the 1/14/85 meeting. Janette discussed registration of Winter classes . Her recommendation is that future registration be done by mail and walk-in thereafter. Commissioner Ovlen contacted his friends about providing hayrides from the parade site to Shannon Park for the St. Patrick ' s Day Celebration. It sounded as though they would be interested in providing the service, but the owner was out of town and they were unable to make a committment. Commissioner Ovlen will report back to Liz just as soon as he knows something definite. Commissioner Zika read a letter from the Dublin San Ramon Senior Group thanking the Recreation Department for the See ' s Candy. Being no further business, the meeting was adjourned at 10 : 30pm.
