HomeMy WebLinkAbout10-08-1985 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION Meeting Date: October 8, 1985 The October 8, 1985 meeting of the Park and Recreation Commission was called to order at 7 : 30p.m. , at the Shannon Community Center, Dublin, California, by Chairperson George Zika. Roll Call Present: Commissioners Zika, Ovlen, Donnell and Hernandez Absent: Commissioner Schmitt Approval of Minutes It was moved by Commissioner Ovlen and seconded by Commissioner Donnell that the minutes of September 10, 1985 be approved as submitted. (Unanimous ) Park Development Plan Five firms submitted proposals for the Park Development Plan. After completing interviews with four of the five firms, the committee recommended that the firm of Singer & Hodges, Inc . , Landscape Architecture be retained to provide consulting services to the City of Dublin for the Park Development Plan. It is recommended that the bid be awarded for Option II, an overall Park Development Plan to include Dolan, Dougherty Hills, East Dougherty Hills , Kolb, Mape and Shannon Parks . It is estimated that Option II will be approximately $19, 750 and take 4-6 months to complete . As the configuration of Kolb Park has not yet been determined and as ownership is uncertain at this time, an additional clause should be inserted which would provide for the deletion of Kolb Park from the contract in the event that the acquisition is not completed during the course of the contract (approximately 4-6 months ) . It was moved by Commissioner Ovlen and seconded by Commissioner Hernandez, that Singer & Hodges be hired as contractors for this project, with a contingency added for Kolb Park. (Unanimous) Purpose & Philosophy Statements The Purpose & Philosophy Statements were reviewed and discussed by the Commissioners, and staff was directed to make the changes as recorded and submit at the next meeting. October 8, 1985 Page Two Saint Patrick ' s Day Celebration Saturday, March 15, 1986 is the date of the 3rd Annual St. Patrick' s Day Celebration. This years event will once again be coordinated with the Dublin/San Ramon Lions Club. The tentative schedule of events is as follows : 12 : 00 to 2 : 00p.m. Parade - Downtown Dublin 2 : 00 to 5: 00p.m. Community Celebration - Shannon Park 5 : 00 to 8: 00p.m. Dinner - Shannon Center 8 : 00 to 11 : 00p.m. Dance - Shannon Center The Commissioners suggested the following: 1 . Be held at Shannon Park. 2 . Entertainment be outside in the amphitheatre . 3 . Have hayrides at the end of the parade to Shannon Park. 4 . Place booths in the park area along the creek and the walkway. 5 . Lengthen the parade and have a review stand. It was moved by Commissioner Ovlen and seconded by Commissioner Donnell that Mae Hernandez and Liz Schmitt be appointed as representatives to the St. Patrick ' s Day Celebration Committee. (Unanimous ) Underpriviledged Children ' s Christmas Party The First Baptist Church of Dublin-San Ramon has requested use of the Shannon Community Center on Sunday, December 22, 1985 for their annual Christmas Party for underpriviledged children. Mr. Michael O' Shea, coordinator of the event, has contacted the staff regarding the possibility of waiving the rental fees for Shannon Center due to the nature of the event. Staff identified three options for the Commission ' s consideration: 1. Deny the request 2 . Approve the request and direct staff to seek City Council approval 3 . Co-sponsor the event The Commissioners were uncomfortable with the information submitted and felt uncertain that the event was co-sponsored by the First Baptist Church. Also, waiving the fees would set a precedent. October 8, 1985 Page Three It was moved by Commissioner Ovlen and seconded by Commissioner Hernandez to deny the request. AYE - Ovlen, Donnell & Hernandez ABSTAIN - Zika Other Business Commissioner Ovlen briefly updated the Commission on the Community Service Meeting at Shannon Center scheduled for November 19, 1985, registration will be at 8 : 30a.m. , the program is scheduled from 9 : 00a.m. to 11:45a.m. , and from 11: 45a.m. to 1: 00p.m. will be a vendor display. He stated that Pleasanton Holiday Inn and Hilton will be present. Viacom will tape the meeting and publicity is in progress at this time . Staff Reports Diane Lowart, Recreation Director, reported that the Shannon Center Lease will once again be on the City Council ' s agenda for discussion at their next scheduled meeting. Diane stated that the next scheduled Commission meeting is November 12 , however would like to have it rescheduled, as she will be attending a workshop on that date . The Commissioner ' s present agreed on a rescheduled date of November 19 . Upcoming events include a Teen Dance tentatively scheduled for November 16 and the Halloween Party for October 31 at 3 : 30p.m. , to be held at Shannon Center.
