PARK AND RECREATION COMISSION
Meeting Date: October 8, 1985
The November 5, 1985 meeting of the Park and Recreation
Commission was called to order at 7 : 30p.m. , at the Shannon
Community Center, Dublin, California, by Vice-Chairperson
Commissioner Schmitt.
Roll Call
Present: Commissioners Schmitt, Hernandez and Schmitt
Absent: Commissioners Zika and Donnell
Approval of Minutes
It was moved by Commissioner Ovlen and seconded by Commissioner
Hernandez to approve the minutes as submitted. (Unanimous)
Election of Officers
Commissioner Schmitt deferred due to lack of a quorum.

After School Playground Program
The After School Playground Program has been operating at both
Murray and Nielsen Schools since September 9, 1985 .
Diane Griffiths, Nielsen School Principal, has informed the
Department that there will not be space to accommodate the
program after November 8, 1985. Basketball will meet in the
multi-purpose room and all of the other rooms are unavailable .
The following two alternatives have been identified for
Commissions consideration:
1. Relocate the Nielsen Program to Shannon Center on a
trial basis for one month.
2 . Cancel the Nielsen Program.
It is the recommendation of staff that we relocate the program to
Shannon Center for a one month trial basis . Although only "11"
children indicated that they would attend, there may be others
coming when they realize that the program is no longer at
Nielsen.

Commissioner Ovlen stated that we should express our concerns and
the needs of the citizens to the School District and City
Council.
The Commissioners agreed to move the After School Playground
Program to Shannon Center, and evaluate on a monthly basis .
It was moved by Commissioner Ovlen and seconded by Commissioner
Hernandez to move the After School Playground Program to Shannon
Center. (Unanimous)
Teen Dance
Staff has been meeting with a group of local teens to determine
how the Department can better serve their needs . One of the
recurring comments from the teens is that they ' d like to have a
place to go and dance . It was suggested that Shannon Center be
the site for a dance . Staff has consulted the calender for
Shannon Center and there are only two dates in the upcoming
months available for a dance; November 16 and December 20 . Staff
anticipates the dance to cost between $800-$1, 200, with a
proposed revenue between $250-$1, 000 .
The Commissioners were in favor of sponsoring a dance for teens
and suggested that staff pursue the December 20 date.
Christmas Tree Lighting Ceremony
As December is almost upon us, it is necessary to determine a
date for the Christmas Tree Lighting Ceremony and begin planning
for the entertainment, Santa and refreshments .
Commissioner Hernandez stated that she would help with the
entertainment for this event. Commissioner Schmitt stated that
the library does not have enough room and suggested having the
ceremony at Shannon Center. After discussion, it was decided
that the ceremony would be held at Dublin Library on December 9 .
Other Business :
Amador Lakes Mini Park
Diane presented the Commissioners with the most recent plans for
the 3 acre mini park. After a review by the Commissioners, the
following areas of concern were noted:
1) Playground - expand area and include seating
2 ) Picnic Tables & BBQ - place tables around perimeter of
the park
3 ) Fencing - install in back and sides of park

4 ) Lights - additional lighting needed
5 ) Garbage Cans - needed throughout the park
It was moved by Commissioner Ovlen and seconded by Commissioner
Hernandez to seek a target figure of 50o more for comparative
purposes of plan and design. (Unanimous)
Planning and Conducting Effective Meetings Seminar
Commissioner Ovlen stated that the seminar is scheduled for
November 19 at Shannon Center and a walk-thru scheduled for
November 14 for the presenters . The program is targeted towards
groups that need a day site for meetings , etc . The seminar will
be video taped by Viacom and handout material will be available.
St. Patrick' s Day Celebration
Commissioner Schmitt stated that all the Commissioners should be
active in this celebration, and would gladly volunteer her
services .
Staff Reports :
Park Development Plan
The meeting with the neighbors will be scheduled after the
holidays, the Commissioners will be notified of the date and time
when scheduled.
Senior Bond Act
Notification has been received that the Senior Bond Act proposal
has been approved for funding by the County Area on Aging, and
has been forwarded to the State for the final review.
Winter Brochure
Commissioner Schmitt suggested looking into the possibility of
scheduling a photography class for teens . Commissioner
Hernandez suggested contacting Annie McBride for Irish Dancing
classes .
Adjournment
Being no further business, the meeting was adjourned at 8:35p.m.
