PARKS & RECREATION ADVISORY COMMITTEE MEETING
April 27 , 1983
M I N U T E S
The meeting was called to order at 7 :40 p.m.
Those. Committee Members present included: Joan Allen, Fred Drena , May
Hernandez, Norb Hudak, James Kohnen, Janet Lockhart , Elizabeth Schmitt ,
Skeet Taigen, George Zika and Georgean Vonheeder. Also present were City
Councilmember Hegarty, City Manager Ambrose, and Dave Stegman.
The minutes of March 29 , 1983 meeting were approved as written.
Dave Stegman, Director of the San Ramon Valley Community Center (SRVCC)
gave the Committee a brief summary of the SRVCC ' s relationship with the
Shannon Community Center. Key\points covered included the following:
- DSRSD pays SRVCC $2 ,000 p r. month as a subsidy representing the cost
of keeping the building closed.
- Shannon Center' s operating\ budget is $72 ,000.
- Shannon Center operated on',a pay-as-you-go basis .
- Shannon Center is not used \to its capacity, particularly during the
day.
- Shannon Center office space, could be utilized by the City in the
future .
- SRVCC would need to know well in advance if the City was to manage
Shannon Center.
- City could rent unused portion of building at same cost borne by
SRVCC.
- City programs in the Center would have to be compatible with
existing uses .
It was the consensus of those present that Mr. Stegman should provide the
Committee with a calendar indicating open blocks of time at the Community
Center and a breakdown of when classes are held. Fred Drena and Liz
Schmitt volunteered to meet with .Joanne of the SRVCC to identify all class
and activity locations within the City.
The Committee discussed the response of the two school districts and DSRSD
and agreed that more specific information was necessary. Staff was
requested to get a. specific inventory of facilities and if these facilities
would be available for use by City if it had a recreation program.
The Committee also discussed the potential of utilizing Camp Parks ,
churches and businesses for recreation. Dave Stegman reported that a
survey of available facilities in churches and businesses was already being
conducted, and that information would be passed onto the Committee in the
next few weeks . Mr. Ambrose indicated he would contact Camp Parks
directly.
The Committee requested that Staff send a letter to the DSRSD Board of
Directors inviting two board members to the Committee ' s next meeting for
the purpose of discussing potential areas of cooperation in recreation.
The Committee assigned George Zika , Joan Allen, Georgean Vonheeder and the
City Manager to meet with a representative of the DSRSD to discuss costs of
recreation.
Liz Schmitt discussed the results of the Parks & Recreation Survey. Those
activities which survey respondents ranked as having the highest priority
were as follows :

The Committee requested Staff to send a letter to Mike Tennery thanking him
for his assistance in compiling the survey.
The Committee identified the following groups to contact regarding program
deficiencies and assistance needed:
Little League
Soccer
Adult Softball
Swimming
Dublin Youth Football
Dublin Youth Basketball
Adult Soccer
Dublin Tennis Club
Dublin Senior Groups (2) .
Staff was requested to write a letter requesting that they send a
representative to the Committee Meeting of May 25, 1983 for a 15 minute
discussion of each respective groups ' needs .
The Committee agreed on the following schedule of meetings for the next two
months :
May 11 , 1983 Discuss inventory of facilities and recreation
costs .
May 25, 1983 Meet with representatives from sports groups .
June 8 , 1983 Solicit public input in general regarding
recreation. Publicize and get larger meeting
room.
June 22 , 1983 Work session.
There .being no further business , the meeting was adjourned at 10 : 15 p.m.
