HomeMy WebLinkAbout06-08-1983 Approved PCSC Minutes CITY OF DUBLIN PARKS & RECREATION ADVISORY COMMITTEE MEETING June 8 , 1983 MINUTES The meeting was called to order at 8 : 15 p.m. Those Commitee Members present included Fred Drena, May Hernandez, Norb Hudak, Liz Schmitt , Skeet Taigen, Georgean Vonheeder and George Zika . Also present was City Manager Ambrose . The minutes of the meeting of May 25 , 1983 were approved as written. Mr. Donald Simms , representing Far Western Square Dancers of Dublin indicated that their club presently utilizes Dublin High School on Wednesday evenings . Mr. Simms stated that the club was looking for a place to dance which had the capability to provide a food facility. He further stated that they would like help with advertising by the City. The Far Western Dancers of Dublin have 60 members from Pleasanton, Dublin and Livermore , with approximately 50% being from Dublin. Mr. Simms indicated that the club was being charged for janitorial service at the high school in the amount of $75 per night . He stated that their present membership dues were $15 per month + $2 per night that a participant attends . Mr. Simms indicated they would not be able to lower their fees to their membership because the club will need to pay its caller more in the future . Mr. Simms submitted a letter on behalf of his square dance club to the committee . Glen and Terry Walder, 7574 Knollwood Place , Dublin indicated that they had approached the Parks & Recreation Advisory Committee regarding the poor condition of Kolb Park on a previous occasion. In accordance with the Committee ' s suggestion, they had, over the last month, petitioned their neighbors surrounding Kolb Park regarding the potential improvement of the park. Glen Walder indicated that the petition stated "I want to see Kolb Park improved. I , as a resident , would be willing to work on a park improvement project . " Mr. Walder then summarized the responses of the people that he had spoken with: 1 ) People close to the park were angry about harassment from the element that was presently using the park. 2 ) The current park design is inappropriate. 3) Some people would like to see the park removed. 4) Some residents had enjoyed the park in the past . 5) It is difficult for the police to catch youths who are in the park in the evening because of the hills . He indicated that he had surveyed approximately 40-50 residents , of which approximately 2 indicated an interest in working on the park. He stated from the discussions with his neighbors regarding the park Page 1 that no hard and fast conclusions could be drawn from his survey. He did indicate that before any work should occur on the park that the needs of the area should be studied and that further, any park project should involve teenagers . Norb Hudak stated that the addition of picnic tables , barbeques , slide , swingset , and the elimination of the mounds along with improvement of the tennis court would make the park more viable. George Zika suggested that the Walders talk to Joan King, Principal of Dublin High School , about utilization of a high school student work party for improvement of the park. Norb Hudak suggested that they also talk to the School Superintendent regarding the imminent closing of Fallon School and the potential loss of the school site as a community facility. Dave Gullet , 7364 Limerick Court , Dublin, indicated that the play structures at the existing parks were inadequate, with the exception of the Dublin Sports Grounds . He further stated that the overall maintenance of parks and the Shannon Center was poor. The Committee requested the City Manager to perform a salary survey for a full time recreation director. It was agreed that the next meeting would be June 22 , 1983 at 7 : 30 p.m. in the City Offices . Of the 22 agencies which were contacted, only 10 had Recreation Director positions or equivalent . Staff focused on those agencies with a population between 10 ,000 - 28 ,000, with the exception of Pleasanton.
