HomeMy WebLinkAbout07-10-2006 Approved PCSC Minutes • CITY OF DUBLIN PARKS AND COMMUNITY SERVICES COMMISSION ` MINUTES OF: JULY 10,2006 The special meeting of the Parks and Community Services Commission was called to order at 7:05 p.m. at the Dublin Civic Center,Dublin, California,by Vice Chair Jones. Pledjie of Allegiance Vice Chair Jones led the Pledge of Allegiance. Roll Call Commissioners Present: Guarienti, Jones,Muetterties, Cain and Deering Commissioners Absent: Flores Oral Communications 3.1 Administration of the Oath of Office Fawn Holman, City Clerk, administered the Oath of Office to new appointed Commissioner Alex Deering. 3.2 Brief Information Only Reports from Senior Center and Youth Advisory Committees-None 3.3 Public Comment-None • Approval of Minutes ON A MOTION BY CM.GUARIENTI, SECONDED BY CM. MUETTERTIES AND BY MAJORITY VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF JUNE 19, 2006 AS PRESENTED. VICE CHAIR JONES AND CM.DEERING ABSTAINED. Written Communications-None Public Hearing-None Unfinished Business 7.1 Design Development Plans for New Shannon Community Center Parks & Facilities Development Manager Herma Lichtenstein reported that following the closure of the Shannon Community Center, the City Council directed Staff to begin the plans to demolish the facility and build a new Community Center in Shannon Park. The City retained the services of Dahlin Group Architecture and Planning to design the new facility. The Dahlin Group has prepared more detailed building plans and elevations for two different color schemes. They have also prepared materials options for both the interior and exterior of the.building. The materials used for both color schemes are similar. The roof will be a concrete tile roof(which is similar to traditional terra cotta tile), painted stucco finish, concrete columns and base in a contrasting color, stone accents in the banding and dark framed windows. Lichtenstein introduced Gregor Markel, The Dahlin Group, who reviewed the plans and materials with the Commission. Public Comment Bernice Bywater, 8110 Peppertree Road, stated that she did not want the Shannon Community Center to be painted bright neon yellow. Markel stated that the digitally generated color shown is not correct. The color actually planned is pale, subtle yellow, not bright neon yellow. Markel showed Bywater an actual sample of the color tile that accurately depicts the yellow color proposed tonight. Minutes—July 10,2006 Page 2 of 4 Commission Comments-Exterior Building Color Scheme Cm. Cain stated he prefers the green roof and paint because this color will blend in better with all of the natural greenery of the area. - Cm. Guarienti stated he prefers the mission style with the subdued red tile roof and pale yellow coloring for the outside of the building. Cm. Guarienti feels that this coloring will help the building stand out and go well with the earth tone coloring surrounding the building. Cm. Muetterties stated she prefers the red roof with yellow coloring for the outside of the building. Cm.Deering stated she prefers the red roof with yellow coloring also. Vice Chair Jones stated he prefers the red roof with the really light yellow coloring outside. Commission Comments-Interior Materials and Color Scheme Cm. Deering, Muetterties, Guarienti, Cain and Vice Chair Jones preferred the red/terra cotta color samples to be used on the interior portion of the Shannon Community Center. ON A MOTION BY CM. CAIN, SECONDED BY GUARIENTI, AND BY UNIANIMOUS VOTE, THE COMMISSION RECOMMENDED APPROVAL TO THE CITY COUNCIL OF THE SUBDUED TILE RED ROOF AND YELLOW COLOR SCHEME FOR THE EXTERIOR OF THE BUILDING AND THE RED AND TERRA COTTA COLOR SCHEME FOR THE INTERIOR OF THE BUILDING. 7.2 Dublin Ranch Area F—Neighborhood Square Public Design Workshop Parks & Facilities Development Coordinator Rosemary Alex reported that in sequence with the new Sorrento housing development, the Dublin Ranch Area F Neighborhood Square is scheduled for construction during the summer of 2007. On May 15, 2006 the first community workshop for the 2.0-acre neighborhood square was conducted in conjunction with the Parks and Community Services Commission meeting. Keller Mitchell and Company, the City's Landscape Architect for the project presented three design alternatives. Following the meeting, Staff posted the three alternatives along with a simple questionnaire at the Sorrento sales office. After two weekends on display, one questionnaire was completed. The Landscape Architect has worked to incorporate the results of the public meeting, questionnaire response and additional information gathered on adjacent design elements and circulation patterns, into a preferred conceptual square design. Alex introduced Jackie Keller, Landscape Architect, Keller Mitchell and Company, who reviewed the preferred conceptual design with the Commission. ■ • Public Comment-None Commission Comments Cm. Cain asked why the pathway through the grass area, requested by the Commission at the last meeting,was not included in the preferred design shown tonight. Cm. Cain stated that the Commission felt that the intent in dividing up this area would have been to provide four smaller areas for multiple users rather than one larger area for one group. Keller advised that a pathway through the grass area was not included because separating this area would increase the installation and maintenance costs and was not fiscally feasible for this project. Keller advised that she measured and timed the area in question and found that the area is approximately 360 feet, which is fairly small and only takes approximately 3.5 minutes to walk around this area. Cm. Guarienti advised that the walkway was also going to be used as an area for loading and unloading at the picnic area but now that the picnic area has been relocated, the walkway is not needed anymore. Alex added that this area would be pedestrian oriented in nature and most people would be accessing the park on foot. . Minutes—July 10,2006 Page 3 of 4 Vice Chair Jones stated that he liked the idea of installing non traditional play equipment in this area and felt something different would be great as long as it was ADA accessible. Keller advised that any play equipment installed in the USA must meet all current ADA requirements. Cm. Guarienti stated he liked the Italian neighborhood square design and the family-oriented approach for Area F. Cm. Guarienti liked the location of the playground areas. Keller advised she has also included a few game tables in preferred option to allow people to play checkers or chess in the park. Cm. Muetterties advised that she would prefer non traditional play equipment for this area and felt we should put something original and cutting edge in nature. • ON A MOTION BY CM. MUETTERTIES, SECONDED BY CM. GUARIENTI AND BY UNIANIMOUS VOTE, THE COMMISSION RECOMMENDED APPROVAL TO THE CITY COUNCIL OF THE PREFERRED OPTION FOR DUBLIN RANCH AREA F AS PRESENTED. New Business 8.1 Parks&Recreation Master Plan May 2006 Update Parks &Community Services Director Diane Lowart reported that the City of Dublin Parks and Recreation Master Plan was adopted by the City Council in 1994. The Master Plan was updated in March 2004 to reflect revised population and development projections and the effect on the City's proposed park system and recreation facilities. • The March 2004 Update to the Parks and Recreation Master Plan anticipated a 5.3 acre parkland deficit at build out of the City and identified the need to select and designate sites for new parks to alleviate the deficit. Further the Update recommended pursuing opportunities to expand the City's existing historic park, the Dublin Heritage Center. The City Council will consider adoption of the Specific Plan for the Dublin Village Area on August 1, 2006. The Specific Plan recommends that five parcels in the Specific Plan area be redesignated from Retail/Office to Parks/Public Recreation for the purpose of expanding the existing historic ark and alleviating the park deficit. The Specific Plan calls for the City to adopt a master plan for the historic park and to develop the park in accordance with the master plan. The proposed Parks and Recreation Master Plan May 2006 Update anticipates the new Park/Public Recreation designation on these properties and future location of a new park. The re-designation of the five parcels from Retail/Office to Parks/Public Recreation would eliminate the anticipated 5.3 acre parkland deficit. Lowart reviewed the proposed changes with the Commission. Public Comment-None Commission Comments Cm. Cain stated he recommends approval of the Update. Cm. Guarienti stated he also recommends approval but asked if the City has or,might consider starting, some type of document control for the Parks &Recreation Master Plan. This would allow the City to keep accurate records of the changes and/or updates to the Master Plan throughout its history and would help people easily identify changes made from one update to another without having to compare the old and new Master Plan to try and identify the differences between the original and updated Parks & Recreation Master Plan. Lowart advised that once City Council accepts the Update to the Master Plan, a "Resolution Number" would be generated which officially documents the Update. Lowart will check with the City Clerk to get more details on the type of document management program we use and report back to Cm. Guarienti on her findings. Vice Chair Jones stated he is happy with the way it is laid out. Cm.Muetterties stated-her approval of the update to the Master Plan. • Minutes—July 10, 2006 Page 4 of ON A MOTION BY CM. Other Business Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff Cm. Guarienti reported that on June 20th he attended the Bray Commons Art Selection Committee meeting. The recommendation of the Committee will now go before the Heritage and Cultural Arts Commission and Parks and Community Services Commission before going to the City Council for review and approval. Cm. Guarienti attended the Tri-Valley Commissioners dinner which was a lot of fun. Cm. Guarienti advised that he started a new walking group on June 29th for those Trail Trekkers who are not looking to climb mountains or hike uphill trails. This new group will meet on Thursdays and will be called the Dublin.Path Wanderers. They will be walking the various parks in Dublin. Cm. Guarienti reported that last week's summer concert was very well attended and everyone seemed to have a good time. Cm. Guarienti has some discount coupons available for a discount off of a 6 Flags/Marine World ticket which he would like to share with staff or anyone who is interested. Cm. Muetterties reported that she also attended last week's summer concert also and had a great time. Cm. Muetterties reported that her son will be having his Eagle Court of Honor ceremony this Saturday at First Presbyterian Church in Castro Valley. Cm. Jones asked Lowart to confirm when the next Youth Sports Liaison meeting will be held and let him know. Lowart will check and get back to him tomorrow. Lowart advised that the summer concerts will continue for the next four Fridays. Summer programs are running smoothly and the pool has been well attended too.
