CITY OF DUBLIN PARKS AND COMMUNITY SERVICES COMMISSION MINUTES OF:DECEMBER 18, 2006 The December 18,2006 meeting of the Parks and Community Services Commission was called to order at 7:04 p.m. at the Dublin Civic Center,Dublin, California,by Chairperson Flores. Pledge of Allegiance • Chair Flores led the Pledge of Allegiance. Roll Call Commissioners Present: Flores,Jones, Guarienti and Muetterties Commissioners Absent: Cain and Deering Oral Communications 3.1 Brief Informational Only Reports from Senior Center and Youth Advisory Committees Senior Center Advisor Committee Member Albert Edge reported that the December 7th meeting was an informative meeting at which 20 were in attendance. He stated that holding the Senior Advisory Committee meeting at the Senior Center was great and should be done regularly in hopes to get more community involvement. Mr.Edge stated that the Thanksgiving and Christmas luncheons were fantastic. The food was excellent and Staff did a great job on coordinating both events. He stated that the Dinner/Dance event is now on the 3rd Saturday of the month, with the dancing only portion moved to 7:00 p.m.to 10:00 p.m. in hopes to attract more people. 3.2 Public Comments-None • ' Approval of Minutes ON A MOTION BY CM.MUETTERTIES SECONDED BY CM. GUARIENTI,WITH CM.JONES ABSTAINING,THE COMMISSION VOTED TO APPROVE THE MINUTES OF NOVEMBER 20,2006 AS PRESENTED. Written Communications—None Public Hearing—None Unfinished Business—None New Business 8.1 Changes to Aquatic Programs Parks and Community Services Manager Paul McCreary introduced Rich Jochner,Recreation Supervisor for Sports and Aquatics. Mr. Jochner acknowledged that Damian Sandholm,Recreation Coordinator,was present and then gave an overview of the changes to the Aquatic Programs. Mr.Jochner recommended that the Parks and Community Services Commission receive the report and provide input on the proposed changes. Commission Input: Cm. Guarienti applauded Staff for the aggressive marketing program. He suggested creating a program for seniors only. He pointed out that one disadvantage of the Swim Center is not having an indoor pool that could be utilized during the winter months. He commended Staff on the report. Mr.Jochner stated that Staff would look into senior programs. Vice Chair Jones asked if there would be enough Staff to accommodate the expanded hours. Mr. Jochner said yes and explained that most of the added programs would be during times when there are currently no scheduled lessons. Cm. Jones commented that he would hate to see the Swim Center's satisfaction ratings go down because there is not enough Staff coverage. } • Minute —December 18, 2006 Page 2 of 3 Cm.Muetterties commented that the addition of the sign on Village Parkway is a plus. She asked if there would be any improvements to the Swim Center facilities. Mr. Jochner explained that several improvements have been done over the years-and pointed out the improvements that have been completed. Cm.Muetterties asked if the Swim Center ran concession stands to raise money. Mr.Jochner explained that there is currently a snack bar that is run by the City and that the high school also uses the snack bar to raise money. Chair Flores agreed with Cm. Guarienti's suggestion for senior classes. She suggested adding private and semi private lessons for persons who may not excel in group classes. She commended Staff on the report. 8.2 Senior Center Strategic Planning Parks and Community Services Manager Paul McCreary presented the staff report. He discussed the outcome of the strategic planning workshops related to future expansion of programs and services at the Senior Center. Mr.McCreary recommended that the Parks and Community Services Commission receive the report and provide input on the proposed Senior Center strategic goals and objectives. Commission Input: Cm. Muetterties asked about current Senior Center coverage on Channel 30. Mr.McCreary stated that Staff is currently doing press releases to Channel 30 and is working towards Channel 30 television coverage of the Senior Center. Cm.Muetterties asked about the average age of the Senior Center community. Mr.McCreary stated that Staff does not maintain data on the age of Senior Center participants;however,the average age is probably 65 and older. • Cm.Muetterties commented that Staff should think about marketing to the aging `baby boomer' generation. Mr. McCreary stated that the current plan is to try to attract the aging `baby boomer' generation by offering classes such as life long learning. Cm.Muetterties commented that some senior communities prefer the term `Adult Center' instead of `Senior Center.' She commended Staff on the staff report. Vice Chair Jones suggested having weekend activities at the Senior Center. He pointed out that the San Ramon Senior Center has a pancake breakfast once a month. He commented that Staffs strategic planning is on the right track. Cm. Guarienti complimented Staff on the marketing process for the strategic planning workshops and on facilitating the workshops. He stated that this type of workshop should occur annually. He discussed the top six Senior Center Strategic Goals. He commended Staff on the report. He asked if the report had been presented to the Senior Advisory Committee. Mr.McCreary stated that the report would be presented to the Senior Advisory Committee next month. Chair,Flores commended Staff on the report. She stated that she would like the Senior Center to have an open house at night for the benefit of working seniors. She stated that she would also like the volunteers to be able to earn perks at the Senior Center. She stated that there should also be an outreach for younger volunteers outside of the Senior Center to cultivate more community. Cm. Guarienti added that the term `senior' is based on perception and needs, and goes beyond age. The Senior Center is a community center, and is not only for seniors. Chair Flores asked Senior Advisory Committee Vice Chair Albert Edge about potential senior reaction to the addition of a younger population into the Senior Center. Mr. Edge stated that he would not foresee a negative reaction. He added that the Ambassador Program could be greatly expanded upon. He stated that the communication with the community lies with the Ambassador Program. 9.1 Other Business Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff Cm. Guarienti stated that on Wednesday,December 13,2006 he attended the meeting for the Alameda County Bicycle Master Plan for the unincorporated areas of Alameda County. • Cm. Guarienti stated that he attended the Senior Center Christmas luncheon and commented that it was excellent. Cm. Guarienti stated that he attended an Alameda County Transportation Improvement Authority training session and commented that it was well done. The remaining Commissioners did not have any items to report. Staff Reports: Parks and Community Services Director Diane Lowart reported on the Area G Neighborhood Square meeting. She stated that over 200 invitations were mailed out and 3 residents were in attendance. She stated that preliminary plans would be brought before the Commission in January 2007. She stated that there would be two more meetings on the Area G Neighborhood Square that would be part of the Commission meeting. Ms.Lowart stated that Staff is starting the process for the replacement of the play equipment at Alamo Creek Park. Ms. Lowart reminded the Commission that the January 2007 meeting would be held on January 22, 2007 due to the holiday on January 15,2007.
