Pledge of Allegiance Chairperson Flores led the Pledge of Allegiance. Roll Call Commissioners Present: Flores, Smith,Jones,Muetterties; Cain and Hart Oral Communications 3.1 Administration of Oath of Office Fawn Holman, Deputy City Clerk, administered the Oath of Office to newly appointed Commissioner, Brianna Hart. The Commissioners individually introduced themselves to Cm.Hart. Approval of Minutes ONA MOTION BY CM. JONES, SECONDED BY CM. MUETTERTIES AND BY UNANIMOUS VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF JUNE 27, 2005 AS PRESENTED. ABSTAINED: CAIN,HART AND GUARIENTI. Written Communications-None Public Hearin.i- 6.1 Amendments to Fee Schedules Parks and Community Services Manager Paul McCreary reported that the Parks and Community Services Department develops programs in which registration fees will at least cover direct program costs. These fees are adopted by resolutions that are approved by the Parks and Community Services Commission. Annually, the expenditures and revenues related to various Department programs are reviewed and fee adjustments are recommended. McCreary indicated that during Fiscal Year 2005-2006,the Parks and Community Services Department is expected to generate over $1.3 million in revenue from user fees. The proposed fee increases the Commission will be reviewing tonight are necessary to meet this projection. Expenditures have increased by over $325,000 (11.5%) this year for the current service level. The fee increases will primarily offset direct program costs, which make up only a portion of the increased costs. McCreary briefly summarized the fee increases by program. Being none she closed the Public Hearing. Minutes—July 27,2005 Page 3 off 5 Chair Flores opened the meeting to the Commission for comments or questions. Cm. Jones asked if the umpires association is going to have enough umpires this year. McCreary stated that the City has switched to the Bay Island Umpires Association for the summer season. The change was due to the fact that we were experiencing problems with umpire coverage for our games. Cm. Guarienti stated that wage costs seem to be mostly reflected in the increases. He asked if the wage increases vary because of the type of instructors, so some are 3%and others-are 8%. McCreary stated that you cannot tie the increase and the revenue directly back to the increasing an expense. For example,if it is a larger revenue base,the increase would be smaller to cover the costs. Cm. Cain stated that the fees for the Youth Programs are reasonable. Recognizing that there have been some improvements in the sports facilities,it offsets the increase costs for the Adult Programs. ON A MOTION BY CM. JONES, SECONDED BY CM. GUARIENTI AND BY UNANIMOUS VOTE, THE COMMISSION VOTED TO APPROVE THE AMENDMENTS TO THE FEE SCHEDULES AS PRESENTED BY STAFF. Unfinished Business-None New Business 8.1 Day on the Glen Festival McCreary reported that the 2005 Day on the Glen Festival will be on September 17 and 18 at Emerald Glen Pak from 10:00 aim. to 5:00 p.m. Planning is progressing well for the event with many new attractions and entertainment. McCreary briefly summarized the different event components for this event including Entertainment, Children's Activities, Free Kid's Activities, Teen Events, Sports Events, Sponsors, Vendors, Craft Booths and Food. . Chair Flores stated that the activities should appeal to the older and younger kids. Cm. Guarienti asked if there are any age limits for the water slide. McCreary stated that there will be height requirement. - Cm. Guarienti stated that the Commission had talked about Waterford being next door that it would be a good opportunity for them to participate in this event, however he does not see them listed as a participant. McCreary stated that they have been approached for this event,however they have indicated that they would have a hard time staffing their restaurant and a booth for this event. Other Business BriefINFORMATIONAL ONLY Reports from Parks&Community Services Commissioners and/or Staff Cm. Guarienti reported that he attended the Commissioners Dinner and was impressed with the building. This is the third dinner he has attended and each time has met new people. He attended two of the last three summer concerts. The weather, turnout and music were very good. He attended the meeting on the Historic Park and was disappointed that there were only 13 people in attendance. Three options were presented. The process is going well. He felt the consultant did a nice job presenting the options. He hopes that we get more input from the Dublin Historical Preservation Association. Lowart stated that notices of the Historic Park meeting was mailed to over 100 people. The mailing included the D.H.P.A. Board members although no.one has attended any of the meetings. The mailing also included the property owners. She stated that a number of the people who were in attendance lived in the western area of the City and came in response to seeing it on the website or in the newspaper. They seem very enthusiastic about a Minutes—July 27,2005 Page 4 of 5 park and many of them did not realize that the Heritage Center was there. The first meeting drew about 25 people and the second about 12. Those who attended provided good input. Cm. Guarienti stated that he was impressed with the new Senior Center. Unfortunately he will miss the dinner. He will be back on Saturday morning for the walk and there are many Trail Trekkers who are interested in participating. • Cm. Jones stated that a couple of people have asked him if the City has a girl's softball program. McCreary stated that we don't but Pleasanton does. Cm. Jones stated that he was cornered by two CYO parents regarding no gyms for practice next year at the schools. Lowart reported that Staff met with the School District this morning to get an update. School District Staff reported that the District needs to cut a million dollars out of their budget and looked at their custodial services as a way to cut costs without impacting the classroom. They used to have a janitor at each school which allowed the community and the City to use the schools in the evening at no charge. Because they need to cut costs, they will only have janitors at Dublin High School, Wells Middle School, Dougherty Elementary and Frederiksen Elementary. All will be available for community use at no charge. However any use of Nielsen, Murray and Dublin Elementary will incur charges. This will impact community programs that typically met at those schools and impact CYO as they typically use these schools for practice when they are not used for the City's Youth Basketball Program. It also impacts the City's Afterschool Recreation Program. The City is looking at close to $7,000 that will need to be paid to the School District which was not budgeted. Cm. Jones reiterated that Wells is completely not available. Lowart stated that we have heard that the Wells multi- purpose room will no longer be available for basketball because the Principal wanted to transform it into a performing arts facility and had asked that the basketball hoops be taken out. Staff learned today that she is probably not going to be able to do that,because they need to have that facility available for basketball. However it still is their main facility for their drama program, so it will limit the amount of use. The Wells gymnasium is going to be used by Wells, Fallon and the new freshmen basketball teams so use of the gymnasium on week nights is probably not going to be available. McCreary stated that when the Fallon Gym opens sometime during the school year, we hope to get some more access to help alleviate the pressure from on the Wells Middle School gym. Lowart stated that the Director of Maintenance for the School District did indicate this morning that he is trying to work with CYO. Cm. Jones stated that the City has a joint use agreement with the School District and suggested to the people who approached him with their concerns,that they voice their concerns at a school board meeting. Chair Flores stated that she will miss the opening and Gala for the new Senior Center, as she will be out of town. She attended the'architectural selection meeting for the Shannon Community Center. It was very interesting and we saw some great ideas. Chair Flores stated that there is a good chance that she may not be able to attend the next meeting on August 15, as her husband may be having some surgery. Staff Reports +The Gala event for the new Senior Center is sold out. Saturday is the Open House, free to the public. There will be an optional walk from the old Senior Center to the new Senior Center led by the Mayor and members of the City Council at 10:30a.m. The ribbon cutting is scheduled at 11:00a.m. and tours will be conducted till 3:00p.m. There will be entertainment, food, health and wellness fair and tours of the Senior Housing. The artist who completed the public art project will be there as well. 4 Summer programs are going great and the swim programs are in full swing. Minutes—July 27,2005 Page 5 of 5 4Pool staff participated in the Northern California Lifeguard Games with two teams and they placed 6th & 8th overall and 1st place in CPR. Cm. Cain asked if the dress code for the Gala would be semi-formal. McCreary replied, probably a little more formal than a Hawaiian shirt. Lowart stated that the invitation stated"cruise wear". Cm. Guarienti stated that he sees that we are still using Shannon Park for the summer programs. They seem to be enjoying the playground equipment. Lowart reported that we are currently out to bid for the installation of the playground equipment at Dolan Park. We anticipate getting it installed by September. Chair Flores stated that she has not had the opportunity to go by Emerald Glen Park lately. She asked if we are still having problems keeping people out of the water feature. Lowart stated that every time our staff,maintenance workers and police have been by the park, they have not noticed anyone in the water feature. The City Council did put funds in the budget to purchase.a flash cam, like the one at the skateboard park. If someone is in a part of the park that they shouldn't be, it is programmed to take their picture and talk to them. Chair Flores asked if it will be installed before the Day on the Glen Festival. Lowart indicated that Staff is meeting with the manufacturer tomorrow and will find out tomorrow what the lead time is. Cm. Guarienti stated that he talked with Herma a couple of weeks ago. He was told that the parking lot would be completed in time for the festival. He did not notice anyone in the water feature. He has a friend that just moved to Dublin who really enjoys Emerald Glen Park and commented that he would like to see more benches near the water feature. Cm. Cain stated that the minutes of the last meeting indicated that we are scheduled to do a park tour at 4:00p.m. prior to the scheduled meeting. Lowart replied,yes that is correct.
