JANUARY 11, 2007 The January 11, 2007 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Mack. Pledge ofAlle,iance Chairperson Mack led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff, Carr, Halket, Lussie, Vonheeder-Leopold, Swalwell and Mack. Commissioners Absent:: None Oral Communications 3.1 Administration of Oath of Office to newly appointed Commissioners by City Clerk Caroline Soto, Deputy City Clerk, administered the Oath of Office to Commissioner's Carr, Swalwell, Vonheeder- Leopold and Mack. 3.2 Public Comments - None Approval of Minutes — December 14, 2006 ON A MOTION BY CM. ACUFF, SECONDED BY CM. VONHEEDER-LEOPOLD AND BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE MINUTES OF DECEMBER 14, 2006 AS PRESENTED. Written Communications- None Public Hearin,- None Unfinished Business - None New Business 8.1 Election of Officers John Hartnett, Heritage and Cultural Arts Supervisor reviewed the Bylaws and Rules of Procedure for the Heritage and Cultural Arts Commission regarding the Election and Term of Office. Chairperson Mack opened the elections of Chairperson. Cm. Vonheeder-Leopold nominated Chairperson Mack, seconded by Cm. Acuff. BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE ELECTION OF CM. MACK AS THE CHAIRPERSON FOR THE HERITAGE AND CULTURAL ARTS COMMISSION. Chairperson Mack opened the elections for Vice Chairperson. Cm. Vonheeder-Leopold nominated Vice Chair Halket, seconded by Cm. Swalwell. BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE ELECTION OF CH HALKET AS THE VICE CHAIRPERSON FOR THE HERITAGE AND CULTURAL ARTS COMMISSION. Minutes — Page 2 of 5 8.2 Committee Appointments Hartnett stated there are committees that require the representation of a member of the Heritage and Cultural Arts Commission. As per the Bylaws and Rules of Procedure for the Commission, "The Commission or the Chairperson, upon direction from the Commission, may appoint several of its members, but less than a quorum, to serve as a Committee". The Commission reviewed the summary of the current Committees and assigned representatives and alternates. Hartnett advised the Commission that the Museum Assessment Committee would remain intact as staff plans to pursue the second phase of the assessment process. The Dublin Transit Center Committee was on hold but should be reinstated since the project may be initiated this summer. Chairperson Mack opened the discussion regarding Committee representation and Commissioners were assigned to the four Committees for 2007, as follows: Museum Assessment Committee: Representative: Mary Beth Acuff Representative: Judy Lussie Alternate: Eric Swalwell Shannon Community Center -Public Art Selection Committee: Representative: Mary Beth Acuff Alternate: Judy Lussie Art Takes Place Steering Committee: Representative: Georgean Vonheeder-Leopold Alternate: Connie Mack Art Selection Committee -Dublin Transit Center: Representative: Judy Lussie Alternate: Anita Carr 8.3 Heritage and Cultural Arts Long Range Plan Status Report Hartnett reported that the Heritage & Cultural Arts Long -Range Plan was approved by the City Council in August 2001. We have now completed the final year of the five-year Plan. The City will be embarking on the Annual Goals & Objectives process in the next few months, and the Long -Range Plan provides a platform that will assist the Heritage and Cultural Arts Commission in identifying future goals for FY 2007-2008. Hartnett reviewed the principles and purpose of the Long -Range Plan. Hartnett advised that, as has been the case over the past several years, a number of goals and objectives are pursued as opportunities arise. For example, since the adoption of the Public Art Master Plan, as development proposals come forth, they are reviewed to determine if there is an appropriate location for public art. New opportunities for cultural arts and historical programming and enhancement of arts and cultural recreation classes and programs for youth are regularly pursued. Further, additional opportunities will now be pursued as part of the Institutional Museum Assessment report completed in 2006. Minutes — Page 3 of 5 Hartnett described the original five goals for the Long -Range Plan as follows: Goal I: Create more art in the public spaces in Dublin. Goal II: Develop programs and partnerships to support a broad spectrum of cultural arts and historical interests within the community. Goal III: Advance the historical and cultural aspects of the Dublin Heritage Center. Goal IV: Provide consistent and ongoing arts education, activities and programs for the youth of Dublin. Goal V: Promote and market Dublin's heritage and cultural arts. For the past five years, many of the objectives outlined in the Long -Range Plan have been accomplished or are being addressed on an ongoing basis, depending on the nature of the objective. In reviewing the final status of the Long -Range Plan, Hartnett identified objectives that have been accomplished and those that are still pending completion. Hartnett asked the Commissioners if they had any questions regarding the Long Range Plan. No questions were raised by the Commission regarding the Heritage and Cultural Arts Long Range Plan. 8.4 Heritage and Cultural Arts Goals and Objectives Hartnett presented the report for the Goals and Objectives. The City Council has scheduled the Annual Goals and Objectives Study Session for Wednesday, March 28, 2007 at 6:00 P.M. The Heritage and Cultural Arts Commission has been asked to provide input on the preliminary Goals and Objectives for Heritage and Cultural Arts. The adopted 2006-2007 Goals and Objectives included 15 objectives that were assigned to Heritage and Cultural Arts. Additionally, 2 more. objectives were added in 2006. Of the 15 original objectives, 13 objectives were given a high priority and 2 objectives were given a medium priority. Of the 17 objectives, 12 are complete or will be complete by the end of the fiscal year, 3 are underway and will be carried over to next fiscal year and 2 have had no progress. Hartnett reviewed a preliminary list of 2007-2008 objectives for Heritage and Cultural Arts. Staff has identified 8 new objectives for 2007-2008. The remaining 5 objectives have been carried over from the previous year. Objective # 4 "Implement a self study and peer review for the Phase II Museum Assessment Program — Public Dimension Assessment for the Dublin Heritage Center" replaces the former objective "Pursue accreditation for the Heritage Center through the American Association of Museums" which is recommended for deletion. Commission Comments: Cm. Lussie asked if after we obtain accreditation, would we be subject to periodic self studies and peer reviews every five years. Hartnett explained that we are pursuing the 4 phases of the MAP process in order to improve the operations of the Heritage Center, which will provide a greater chance to receive accreditation down the road. Cm. Vonheeder-Leopold asked if the cemetery expansion is included as part of the Phase I of the Draft Master Plan for the Dublin Historic Park at the Dublin Square Shopping Center. If it is not part of Phase I, then she suggests that the words Phase I be deleted from Goal #3 so that there is an understanding that Minutes — Page 4 of 5 the goal includes the entire Master Plan, not just Phase I. Hartnett indicated he would research this item further. Cm. Acuff asked what three private development art projects are scheduled for this year. Hartnett advised that the three projects include an art piece for the Tralee Project at Dougherty Rd. and Dublin Blvd., an art piece in the Sorrento Village Development and a mural to be completed for the San Ramon Village Development. Hartnett conclude his presentation and recommended that the Commission rate the preliminary goals and objectives for 2007-2008. The Commission ranked the objectives, with a majority ranking as follows: 1. Facilitate the section of public art for three Private Development projects — HIGH 2. Facilitate inclusion of artworks in the Shannon Community Center Reconstruction project. — HIGH 3. Upon acquisition of the Dublin Square Shopping Center, undertake development of design and construction documents for Phase I of the Dublin Historic Park — HIGH 4. Implement a self study and peer review for the Phase II Museum Assessment Program — Public Dimension Assessment for the Dublin Heritage Center — HIGH 5. Enhance, organize and document the collections of the Dublin Heritage Center - HIGH. 6. Establish a Visitor's Center at Old St. Raymond's Church — HIGH 7. Work with the Dublin Fine Arts Foundation on the Art Takes Place Project — HIGH 8. Work with the developer to locate significant works of art in two key places of the Dublin Transit Center, The Village Green Center and the Iron Horse Plaza — HIGH 9. Offer monthly historical and cultural family workshops at the Dublin Heritage Center — HIGH 10. Assess the condition of the Kolb family properties (house, barn and workshop) and develop a plan for relocation of the properties as appropriate — MEDIUM 11. Work with BART to incorporate high quality artwork as part of the West Dublin Bart Station — MEDIUM 12. Implement Phase II of the Downtown Public Art/Bus Shelter Project — LOW 13. Pursue accreditation for the Heritage Center through the American Association of Museums — DELETE Hartnett asked the Commission if there were any new goals they wanted to add. Cm. Swalwell suggested creating a "City Historian" position. Cm. Vonheeder-Leopold advised that it would be very hard to find one person to act as an expert. DHPA would be the best resource regarding Dublin Historical issues. Cm. Acuff and Cm. Lussie suggested video taping and interviewing Dublin's oldest residents to preserve this information for the future. Hartnett suggested making this a Staff goal and discussing the idea with the DHPA Board. The Commission concurred with Hartnett's suggestion and felt that this was a good idea. Cm. Acuff asked if the City was going to be working on their relationship with DHPA. Hartnett advised that Staff would like to meet with DHPA on the suggestions identified through the MAP Assessment and bring that information back to the Commission. Cm. Carr asked if the City website details the Heritage and Cultural Arts programs we offer. Hartnett advised that the website is quite extensive. Cm. Carr suggested Staff consider doing a POD cast with a Minutes — Page 5 of 5 virtual tour of the Heritage Center. Hartnett agreed that this was a good promotional tool and would also fall under the category of Staff goals. ON A MOTION BY CM. LUSSIE, SECONDED BY CM. VONHEEDER-LEOPOLD, AND BY UNANIMOUS VOTE, THE COMMISSION RECOMMENDED THAT THE GOALS AND OBJECTIVES FOR 2007-2008 AS REVIEWED AND PRIORITIZED BY THE COMMISSION BE APPROVED BY THE CITY COUNCIL. Other Business Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Cm. Lussie would like to commend the City Staff who did the 25`h Anniversary calendar for them to use, as it is very easy to read. Cm. Vonheeder-Leopold asked the new Commissioners to introduce themselves to get to know them a little better. Cm. Carr stated that she has been in high tech industries for 25 years as a technical executive with IBM and AT&T. Cm. Carr has also been a docent at museums and helped raise money. Cm. Carr's hobby is weaving and computer graphic art. Cm. Carr also served on the City of Dublin Public Art Bus Shelter Committee. Cm. Carr is semi -retired and has lived in Dublin for 10 years. Cm. Swalwell advised he was raised in Dublin and graduated from Dublin High School. Cm. Swalwell is a Deputy District Attorney for the Alameda County District Attorney's office. Cm. Swalwell served as a student member to a Parks Commission at the University of Michigan. Cm. Swalwell has always been interested in art and city government. Cm. Swalwell loves history and thinks that it is important to preserve Dublin's history moving forward. Cm. Halket advised that they had a wonderful trip to Taiwan which was a remarkable experience. Hartnett reminded the Commission about the rest of the Winter Concert Series events. Adjournment Being no further business, the meeting was adjourned at 8:30 PM.
