HomeMy WebLinkAbout03-09-2006 Approved HCAC MinutesCITY OFDUBLIN HERITAGE AND CULTURAL ARTS COMMISSION MINUTES OF: MARCH 9, 2006 The March 9, 2006 meeting of the Heritage and Cultural Arts Commission was called to order at 7:1Op.m. at the Dublin Civic Center, Dublin, California, by Chairperson Mack. Pledge ofAllegiance Chair Mack led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff, White, Lussie, Fasulkey, Mack, and Halket Commissioners Absent: Vonheeder-Leopold Oral Communications - None Approval of Minutes ON A MOTION BY CM. ACUFF, SECONDED BY VICE CHAIR HALKET AND BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE MINUTES OF THE JANUARY 25, 2006 SPECIAL MEETING AS PRESENTED. ON A MOTION BY CM. ACUFF, SECONDED BY CM. WHITE AND BY UNANIMOUS VOTE, THE COMMISSIONAPPROVED THE MINUTES OF FEBRUARY 9, 2006 AS PRESENTED. Written Communication -None Public Hearing- None Unfinished Business - None New Business 8.1 Museum Assessment Program — Heritage Center Heritage Center Director Elizabeth Isles reported that one of the 2005-2006 Goals & Objectives adopted by the City Council is to "Investigate the possibility of obtaining accreditation for the Heritage Center through the American Association of Museums (MAP)". The Museum Assessment Program (MAP) is a confidential, consultative process, designed to help museums understand how they compare to standards and best practices in the field. MAP helps museums understand how other institutions deal with similar challenges. It provides suggestions for improvement and is designed for museums, historic houses, botanic gardens and arboretums, zoos, nature centers and art galleries. There are three stages to the two-year long assessment: Self -Study, Peer Review and Implementation. On Saturday, February 18,, 2006 the Dublin Heritage Center's Museum Assessment Committee completed the Peer Review portion of the MAP process with a day -long workshop. James DeMersman of the Hayward Area Historical Museum was selected as "Peer Reviewer" by the MAP committee. Prior to the day -long workshop, Mr. DeMersman met with Staff twice, to tour the facility and learn about the various aspects and programs of the Heritage Center. Topics discussed during the Workshop included: ■ Marketing- publicity, public relations, community involvement ■ Collections — the need to establish an "education collection" for hands-on items ■ Programs- educational and exhibits ■ Internships- through JFK Museum Studies ■ Museum associations — which are valuable? ■ Staff- is current staffing levels sufficient? Minutes March 9, 2006 Page 2 of 4 ■ Accreditation - is it realistic or something to strive toward. ■ Fundraising — important relationship between DHPA and City and important to community involvement ■ Audience- families, children of Dublin ■ Publications- Arcadia Books Isles reported that Mr. DeMersman will address these issues in his final report, which is expected within the next three months. Cm. Acuff stated that the MAP Workshop was a very productive day and felt that Mr. DeMersman was an excellent facilitator. She is looking forward to Mr. DeMersman's report. ON A MOTION BY CM. LUSSIE, SECONDED BY VICE CHAIR HALKET AND BY UNANIMOUS VOTE, THE COMMISSION ACCEPTED THE MUSEUM ASSESSMENT PROGRAM FOR THE HERITAGE CENTER AS PRESENTED. 8.2 Street Banners — Summer Concert Series Isles reported that the City Council identified as a high priority goal for Fiscal Year 2005-2006 to "Purchase additional banners to advertise the Summer Concert Series throughout the City". $17,335 was included in the Capital Improvement Program budget for FY 2005-06 for the design and purchase of 66 new banners. The funds will provide enough banners to hang one on each light pole that has exiting banner hardware on Dublin Boulevard, from Donlon Way to Tassajara Road. The project will also provide additional banners and hardware to expand the banner program east on Dublin Boulevard from Tassajara Road to Keegan Street, as well as the light poles that will be installed in the future from Keegan Street to Fallon Road. Isles presented five distinct banner designs for the Commission's review. The new banners would be compatible in material, size, and feel to the existing banners. Cm. Lussie asked if the statement "compatible in material, size and feel to the existing banners" refers to those banners done as a special project with the school students. Because those banners are now faded. Cm. Acuff pointed out that it is referring to those banners that are displayed all the time. The banners with the students were only a one time project. Cm. Lussie stated that her recommendation is not to use the same commercial company or process. It would be better to have a quality material be used for the Summer Concert banners. It would be better to have fewer banners that will last and attract attention then to have more banners that fade out. Cm. Fasulkey asked if there is any way to interchange the banners. She likes exhibit #5 but does not like the yellow background. She also likes the graphics and the fact that it describes the different types of music. Vice Chair Halket stated that she also likes exhibit #5, and not the background. Cm. Lussie stated that she likes exhibits #4 & #5, but prefers #4. Cm. Acuff stated that if we cannot negotiate on the colors, she would select exhibit #4. However she prefers exhibit #5, as it is the only one that shows the different types of music. Vice Chair Halket asked if it would be possible to have the graphic artist come up with a new design with a combination of exhibits #4 & #5 for the Commissions review. "Country Music" should also be added. Cm. White stated that the color yellow should not be used as a background. Minutes —March 9, 2006 Page 3 of 4 ON A MOTION BY CM. ACUFF, SECONDED BY CM. WHITE AND BY UNANIMOUS VOTE, THE COMMISSION DIRECTED STAFF TO HAVE THE GRAPHIC DESIGNER CREATE A NEW MOCKUP. INCORPORATING GRAPHICS FROM EXHIBITS #4 & #S WITH DIFFERENT COLOR BACKGROUND, LISTING THE MUSIC TYPES AS ROCK, COUNTRY, JAZZ AND R&B, AVAILABLE FOR REVIEW AT THE COMMISSIONS NEXT SCHEDULED MEETING. Other Business Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Sta, Cm. White stated she attended the Volunteer Dinner at the Dublin Senior Center and thought that the event was wonderful and the food was excellent. Cm. Lussie stated that while attending the Volunteer Dinner, it gave her a chance to see the artwork in the courtyard. It is hard to believe that it was the same piece that we saw being cast. Isles stated that there will be a Volunteer Tea this Sunday, March 12 at the Heritage Center from 2:00-4:00pm. It is open to existing docents and volunteers. So far, she has eight people who will be attending. The Commissioners are welcome to attend to say hello and see what is going on. A power point presentation will be given. Cm. Lussie asked if Staff has been soliciting for new volunteers and docents. Isles replied, yes. Cm. Lussie reported that when she was in St. Louis, she visited the Historical Center and looked up her ancestors. She found the location of her Grandmother's house, which was still standing. In looking in her family albums she found a picture of her aunt, taken in 1940, in front of the same house. She hopes that maybe we can do the same thing with our museum, with the people of Dublin. Isles stated that staff has been having a discussion regarding what costumes our docents are going to wear. Instead of creating a false history, we are going to ask docents to come dressed as one of their ancestors. Cms. Fasulkey and Acuff reported that they did not receive an invitation to the Volunteer Dinner. Vice Chair Halket reminded the Commission that the Green and White Gala is scheduled on Friday, March 17 at 6:00pm. She is the new Vice President of the Sister City Association. Isles reported that the Exhibition Restoration project went to bid yesterday. The contractors will be conducting a walk-through on Thursday, March 16. Bids will close on March 23. After negotiations, they will have 40 days to complete the project, so we are looking at June now for completion. DHPA will be conducting a grand opening celebration on a Friday, before the public opening. Isles reported that John Hartnett, Mayor Lockhart, DHPA President Steve Lockhart, Councilmember Claudia McCormick and herself went to Sacramento on February 3, to a hearing of the State Historic Research Commission, since St. Raymond's Church and the Pioneer Cemetery were nominated for the National Register. It has been sent to Washington D.C. to the keeper of the register, and we should receive confirmation within 45 days. Cm. White reported that she attended the last concert at the Heritage Center. It was fun and the church was full of people. The concerts keep getting better and better.
