SEPTEMBER 14, 2006 The September 14, 2006 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Mack. Pledge of Allegiance Chairperson Mack led the Pledge of Allegiance. Roll Call Commissioners Present: Mack, Acuff, White, Lussie, Vonheeder-Leopold, Fasulkey, and Halket Commissioners Absent: None Oral Communications - None Approval of Minutes ON A MOTION BY CM. VONHEEDER-LEOPOLD, SECONDED BY CM. ACUFF AND BY UNANIMOUS VOTE, THE COMMISSION APPR 0 VED THE MINUTES OFAUGUST 10, 2006, AS PRESENTED. Written Communications - None Public Hearing - None Unfinished Business -None New Business 8.1 Summer 2006 Quarterly Report John Hartnett, Heritage and Cultural Arts Supervisor, advised that The Heritage and Cultural Arts Division develops and implements quality programs that strengthen community image, preserve the City's heritage, provide recreational experiences, and encourage healthy lifestyles. Cultural Arts Classes are intended to serve customers of all ages and cover a wide range of activities such as Theatre Camps, Dance Camps, Ballet, Piano, Guitar, Country Line Dance, Irish Dance, Drawing and Painting, Kindermusik, and others. Cultural Arts Classes are taught by contracted specialty instructors. Harnett detailed that a total of 297 participants registered for Cultural Arts Classes during summer 2006, which was an increase of 3% over the summer 2005. This was consistent with the successful summer registration numbers posted in 2005, when a significant number of new classes were offered for the first time. The cancellation rate was 6% higher than 2005 and the average registration per class decreased over last year by approximately 1.25 participants per class, but can be attributed to participants having more choices of programs in which to enroll (47 classes in 2006 as opposed to 36 classes in 2005). Hartnett advised that during the summer months, arts camps are a popular option for youth since youth are out of school and parents are looking for more time extended activities or concentrated daily programs. This goal has been achieved the past 2 years by offering popular classes which meet these criteria and have met or exceeded enrollment limits. Repeat summer programs and camps in 2006 included the ever popular Jazz Masters program, All 4 Dance Camp, Imagine Performing Arts Camp and Shakespeare Theatre Camp. Page 1 of 3 Hartnett reviewed details of some new class offerings including Art Experience for Kids, Magical Dance Camp & Pop Stars Camp. Cm. Acuff suggested offering a program on video, T.V. and/or filmmaking production. Vice -Chairperson Halket provided Harnett with the name of the instructor who teaches a video production class at TV 30. Cm. Lussie suggested offering an archeology class for children. Harnett advised that Elizabeth Isles, Heritage Center Director, is planning on offering some new programs including a summer camp for youth interested in learning how to design an exhibit and how to preserve history. 8.2 New Shannon Community Center — Public Art Hartnett introduced Herma Lichtenstein, Parks & Facilities Development Manager, who is the project manager for the Shannon Community Center. Hartnett advised that the City's Public Art Master Plan was adopted in March 2006 and identified the Shannon Community Center as an opportunity for public art. At the July 18, 2006 meeting where the City Council considered the Design Development Plans for the new Shannon Community Center, the Council determined that 1 % of the total capital project budget (or $104,785) should be allocated for public art. Hartnett reviewed potential locations for art including: • Murals (painted, mosaic, fabric, etc.) to be located in one to three potential locations including the Preschool courtyard, Lobby wall and Tower wall. Amount to be allocated is $35,000. • Furniture in the Lobby (up to 4 benches and 1 coffee table) to be fabricated from the original cedar wood from the old Shannon Center. Amount to be allocated is $15,000. • Outdoor Entry features such as sculptures or fixtures on the Bridge or Courtyard, or both. Amount to be allocated is $50,000. He advised that under the guidelines for City Projects, the Public Art Master Plan suggests that Artist Selection Panels be formed as ad -hoc committees comprised of one-half Dublin residents for a limited period of time to recommend artists for individual City projects or groups of projects. He recommended that an Art Selection Committee be formed for the Shannon Community Center Public Art Project, comprised of five voting members and three non -voting members and requested the Commission to appoint two Commissioners (one representative and one alternate) to serve on the Art Selection Committee, pending City Council approval. CHAIRPERSON MACK APPOINTED CM. ACUFF AS THE REPRESENTATIVE TO THE SHANNON CENTER PUBLIC ART PROJECT AND CM. L USSIE AS THE ALTERNATE TO THE SHANNON CENTER PUBLICART PROJECT, PENDING CITY COUNCIL APPROVAL. Cm. Vonheeder-Leopold asked if the art placement locations shown tonight were permanent. Hartnett advised that the art placement locations could be adjusted as the project moves forward, based on' artists submittals. Page 2 of 3 Lichtenstein answered various questions from the Commissioners regarding the new Shannon Community Center building and it's amenities. ON A MOTION BY CM. ACUFF, SECONDED BY VICE CHAIRPERSON HALKET AND, BY UNANIMOUS VOTE, THE COMMISSION RECOMMENDED APPROVAL OF THE NEW SHANNON COMMUNITY CENTER PUBLIC ART PLACEMENT PROJECT AS PRESENTED. Other Business Brief INFORMATIONAL QNL Y R gp orts from Heritage and Cultural Arts Commissioners and/or Staff' Cm. Vonheeder-Leopold asked Hartnett to provide an updated Committee list at the next Heritage Commission meeting to clarify who is assigned to each Committee. Cm. Vonheeder-Leopold advised that Carol Kolb wants to donate the Kolb House, located in Dublin Canyon, to the City of Dublin. Cm. Vonheeder-Leopold and Elizabeth Isles, Heritage Center Director, have each completed a walk through of the Kolb House and are doing some fact finding on the possibility of moving the Kolb House to the Heritage Center. Cm. Vonheeder-Leopold feels it would be a wonderful addition to the Historic Site. Cm. Lussie advised that the Pleasanton Museum will be hosting an exhibit on Chinese history in the Valley, starting this Sunday, which should be very interesting. Chairperson Mack reminded everyone that the Day on the Glen Festival is this weekend. This is a great family oriented festival. Hartnett advised that this year, the Day on the Glen festival will be utilizing Phase III of Emerald Glen Park, which was recently completed. It includes a new 200 vehicle parking lot and, a new group picnic area. Hartnett advised that the Dublin/San Ramon Women's Club will be hosting a fashion show/luncheon fundraiser for the Heritage Center in November. Hartnett will provide the Commission more information as he receives it from the Women's Club. Hartnett advised that he is currently working on the Winter Concert Series which includes a holiday program for December, a Latin Guitarist and a Folk Singer. Hartnett advised that in order to encourage more teens to visit the Heritage Center, the City will include, as part of the Series, a Teen Spirit night in October which will include a battle of the bands for local youth and costume contest.
