HomeMy WebLinkAbout04-14-2005 Approved HCAC Minutes CITY OF DUBLIN HERITAGE AND;CULTURAL ARTS COMMISSION MINUTES OF:APRIL 14, 2005 The April 14, 2005 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center,Dublin, California by Vice-Chairperson Mack. Pledge of Allegiance Vice-Chairperson Mack led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff,Lussie,White,Mack, and Halket Commissioners Absent: Vonheeder-Leopold,Fasulkey Oral Communications Jennifer Lynn Campbell, Co-Founder, the Valley Shakespeare Company, introduced herself to the Commission and advised that her organization is a live professional Shakespeare theatre group which performs all over the Bay Area and abroad. They have performed in Livermore at Shakespeare on the Vineyard and they are planning to put together a Christmas performance for the City of Dublin. Campbell invited all to come see their performance of The Bell of Amherst on Saturday April 16th in Pleasanton. Campbell distributed flyers on The Bell of Amherst production. Approval of Minutes ON A MOTION BY CM. ACUFF, SECONDED BY VICE-CHAIRPERSON MACK AND BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE MINUTES OF MARCH 10, 2005 AS PRESENTED. Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 San Ramon Village Plaza Development—Public Art Heritage & Cultural Arts Supervisor, John Hartnett stated that City Council approved the design for the San Ramon Village Plaza development to be located at the corner of San Ramon Road and Alcosta Boulevard. The project is a mixed-use development of commercial and residential property. The project consists of 56 walk-up style townhouses, on approximately 3 acres, adjacent to a renovated 15,000 square feet of retail, on approximately 2 acres. The 3 and 4 bedroom townhouse units are located within 3-story split-level buildings, each with their own private front porch and two-car garage. As a condition of construction, the City Council has required the developer, Braddock&Logan. Inc., to include a public art element in the project. The developer has selected Sunnyvale artist, Rachel Davis, to create the artwork for the project. Ms.Davis, Staff and the developer met on two occasions to refine the design for the artwork. Ms. Davis received her B.F.A., specializing in Spatial Art, from San Jose State University, in 2004. She has done several solo and group exhibitions in the Bay Area and has created site-specific commissions for a number of cities including the recent piece "Tip", which was installed at Gordon Park in Milwaukee, WI. Ms. Davis is experienced in all phases of metal casting, fabricating, and finishing. Ms. Davis has proposed a concept that would incorporate the idea of a growing community, as well as pay tribute to one of the City of Dublin's founders, the Irish. The proposal, entitled "Entwined", is to use three curved steel panels of different sizes placed near one another to form a spiral. The spiral, found in many examples of ancient Irish works of art,honors the Irish immigrants who settled here. Images of local trees such as the oak and sycamore Minutes—April 14, 2005 Page 3 of 5 would be used as a metaphor for the growth and expansion of the City. The tree branch designs would be water jet cut outs of sheets of steel and appear to be growing in an upward motion. Each panel of steel with branch imagery would look like its own unique piece of artwork, but when viewed all together, it would form a single tree. The location of the artwork will be at the corner of San Ramon Road and Bellina Street. The three panels will be four, six, and eight feet high and made of hot-rolled mild steel 3/8 inches thick. The panels will be mounted on a cement pedestal and will be illuminated with lighting from ground level. The steel will be coated in a green color that will compliment the texture and colors of the commercial and residential elements of the project. Hartnett introduced Jason Neeri, Civil Engineer and Jerry Cody, Project Manager for Braddock and Logan, to answer any building or construction questions or concerns the Commission may have. Cody explained that Braddock and Logan are the developer of the San Ramon Village Plaza Development project and asked the Commission for their questions or feedback on the project. Cm. Acuff asked where the artwork would be placed within the San Ramon Village Plaza Development. Cody advised that the artwork would be placed on the southeastern corner of the plaza. Eight (8) trees native to Dublin would be placed behind the artwork, in a half circular pattern. Lighting would be installed around the artwork to add to the beauty of the piece and to announce the artwork from San Ramon Road. Cm. Acuff asked what type of residential housing this project would include. Cody advised that residential housing would be condominium style. The first level is designated for the garage area and the next two levels would be the main living levels of the units. Cm.Acuff asked what would be done with the existing sound wall already in place. Cody advised that the existing sound wall is owned by Cal Trans and is in relatively poor shape. Therefore, Braddock and Logan decided to,run another sound wall side by side with the existing sound wall: Cm. Acuff asked if there would be airspace in between the two walls. Cody'confirmed that there would be slight airspace between the middle of the two sound walls. Cm.Acuff suggested filling the center with Gel Air to deaden the sound completely. Cm. Mack asked what the approximate square footage was for the residential units. Cody explained that the units start at approximately 1,200 square feet up to 1,500-1,600 square feet. The smaller units are designated as the BMR(Below Market Rate) units, which are set aside for lower income residents and the larger units would be for sale. Cm. Halket asked when this project would begin. Cody advised that the demolition of the building has begun. The entire project should be complete in approximately one year,weather permitting. Hartnett introduced Rachel Davis, artist, to the Commission. Davis advised that she is a recent graduate of San Jose State University. Davis stated that she has been working with world-renowned artist David Middlebrook where she learned all phases of metal casting, fabricating and finishing. Davis advised that in order to develop the artwork presented, she visited the Dublin Heritage Center,read books on Dublin's history and also took pictures of the Heritage Center and the surrounding areas to study. She was most inspired by the large Oak and Sycamore trees in the area and their magnificent size, history and beauty. She was also inspired by Dublin's rich Irish immigrant history and wanted to combine the two inspirations into a piece of art that represented both. Davis explained that the trees separately represent Dublin's diverse immigrant history. The artwork as a whole, represents the growth and expansion and coming together of Dublin as a community. The spiraling and intricate detailing of the art piece is like that of ancient Irish works of art and is meant to honor Dublin's Irish immigrants. Minutes—April 14,2005 Page4of5 Davis stated that the art piece would not be permanently affixed to the cement base so that it can be removed for re-surfacing approximately once per decade. Davis advised that approximately every ten years, the artwork would need to be removed to be powder coated with industrial paint. Davis invited the Commission to review a color palette which included the final shade of green that will be used to coat the artwork. Cm.Acuff felt the artwork was beautiful and fit nicely with Dublin's heritage. Cm. Lussie was very impressed with Davis's research. Cm. Lussie felt that it might even be appropriate to include a plaque with the artwork describing the artist's vision and inspiration for the artwork. Cm.Halket thought the artwork was very appropriate for Dublin and perfect for this location. Cm. White especially liked how the artwork had three separate art pieces, that when combined and viewed together,made one large piece of artwork.The joining and coming together of the work is wonderful. Vice Chairperson Mack also liked the artwork and was very happy with the visual presentation of the project. ON A MOTION BY CM. ACUFF, SECONDED BY CM. WHITE AND BY UNANIMOUS VOTE, THE COMMISSION AGREED TO RECOMMEND THE PROPOSED ARTWORK BE FORWARDED TO CITY COUNCIL FOR APPROVAL. 8.2 Summer Concert Series Hartnett advised that the City is sponsoring Dublin's 9th Annual Summer Concerts series this summer. Five free concerts will be held on Friday evenings, beginning July 8th and ending August 5th, 2005. The concerts are held from 7:00- 9:00 p.m. outdoors at the Dublin Civic Center in the plaza area. Following is the lineup for the 2005 series: July 8th David Martin's House Party From jump jive swing of the 40's, to the 50's "dance beat", through the 60's Beatles and Motown sound, the 70's disco/R & B to the 80's "classic rock", David Martin's House Party promises to entertain all ages, tastes and cultures! Mixing an incredibly talented group of musicians and singers who have performed with the likes of Starship, Todd Rundgren,Eddie Money, Jambay,the Buzztones, Race & Rhythm, Avenue, and Steve Miller, the performers guarantee you won't be able to sit still during this 2 hour music extravaganza. July 15th Broken English When people want to experience the unique and invigorating sounds of a Caribbean dance band, they call Broken English. The group covers a lot of musical territory, including influences of samba, salsa, rumba, cha-cha, and many more. The instrumental mix of acoustic and amplified guitar, piano, sax, and trombone, combined with drums, congas, bongos, etc., gives the two lead singers plenty of range for the diverse vocals. July 22"d Frankye Kelly If you're into rhythm&blues with an element of jazz included in the mix, then you won't want to miss the stellar performance of Frankye Kelly. She has performed with numerous jazz and blues greats such as Calvin Keys, Coco Montoya, and Kalil Shahid, to name a few. Kelly earned Best Jazz Vocal Album, Best New Artist, and Album of the Year in the 2002 Grammy Awards Entry • List for her latest release "My Life, More Than It Is—Not Just The Blues". His music is a passionate, sophisticated and powerful mix of Latin jazz, flamenco-samba, Afro-Cuban, and classical. "Fueled by the influence of flamenco modernists such as Paco de Lucia and Chick Corea, Morales is a rapid-fire instrumentalist who is at the peak of his technique."Jesse Chuy Varela, East Bay Express. August 5th Cowbop Mix swingin' grooves, thrilling solos, sweet vocals and acoustic western sensibilities and you have only begun to describe Cow Bop. Formed in 2003 by internationally-acclaimed guitarist Bruce Forman, this hot jazz and western swing band has toured extensively throughout the country, exciting audiences with their unique brand of American music. "They put some scoobie-doo in their wahoo!" Wylie Gustafson, of Wylie & The Wild West. The concert will be preceded by a performance from the City of Dublin's JazzMasters Program, featuring local youth musicians, at 6:30 pm. Cm. Acuff was very excited about the concert line-up and felt Hartnett did a great job acquiring a diverse group of performers for the summer concert series this year. Cm. White loved the post cards that were sent out last year to advertise the event. Hartnett advised that he is planning to advertise this concert series through the Summer Activity Guide and a poster distribution to many Dublin locations for display to the public. If the budget permits, Hartnett would also like to do a postcard mailing as well. Cm. Halket stated that she felt Hartnett did a great job listening to the Commission's suggestions about having a diverse, exciting summer concert series line up this year. Cm.Halket complimented Hartnett on a job well done. Vice-Chairperson Mack stated that it might be a good idea to videotape one or two of the concerts that could be used later as a marketing tool. Cm. Halket added that it might be a good idea to ask Channel 30 to videotape a portion of the concerts and advertise the Summer Concert Series on their channel. Other Business Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Hartnett advised that the Heritage Center would be hosting a Bluegrass festival at the end of the month. Flyers advertising REO Haywagon have been sent out to advertise the event. Cm. Acuff stated that she heard the bluegrass band practicing last week and thought they sounded pretty good. Cm. Lussie advised that she recently attended the Green and White Gala. She had a nice time and the food was great. Cm. Halket advised that DPIE would be hosting an art auction on May 6`h. Additional information is available on the DPIE website. Cm. Acuff received a packet from The Bay Leaf, which represents the East Bay Chapter of the California Native Plant Society. She remembered that DSRSD needed some trees planted. Cm. Acuff gave the packet to Hartnett to distribute to the appropriate personnel.
