SUBJECT: Dublin Village Historic Area Design Guidelines

RECOMMENDATION: Receive presentation and report and provide direction to Staff and
Consultants on the draft document
FINANCIAL STATEMENT: None
DESCRIPTION: For several years, the City Council has been considering how to take
a more proactive approach to building the Dublin Village/Donlon Way area into a cohesive district to
better highlight Dublin's historic resources.
In August 2004, the City Council approved a contract with RBF Consultants to prepare Design Guidelines
for the Dublin Village/Donlon Way area, one of the steps identified to complete development of a Specific
Plan. The Design Guidelines will be used to guide the design and architecture of future development (and
re-development) in the area so that it is compatible with the City's historic resources.
At the meeting on September 9, 2004, the City's consultants discussed with the Heritage and Cultural Arts
Commission their vision for the future of the area. The consultant's presented the Commission with a
Visual Preference Survey to obtain their feedback on preferred architectural designs so that the
consultant's could determine what the Commission viewed as the architectural styles they preferred to see
retained in the area.
Attached to this report is a copy of the Draft Design Guidelines. The document is organized into several
sections as follows:
Chapter 1. Introduction
Chapter 2. Dublin Village: Past,Present, and Future
Chapter 3. Commercial and Mixed Use Guidelines
Chapter 4. Residential Guidelines
Chapter 5. Guidelines for Historic Resources
Chapter 6. Streetscape and Public Space Guidelines
Chapter 7. References
One item to note is that Staff is recommending that the boundary for the Dublin Village Historic Area be
revised to include only those properties located west of San Ramon Road (as shown on Page 1 of the
Guidelines). After further study and analysis, Staff and the consultants agreed that the area should include
only those properties with the closest ties to the City's most relevant historic resources, and to include

those properties east of San Ramon Road with limited historical significance would dilute the integrity of
the district. This issue will be discussed by the City Council at their meeting in December.
Another important item to note is how the various sections of the Design Guidelines are applied to the
properties in the Dublin Village Historic Area:
Chapters 3, 4, and 6: Applies to all properties within the boundary area as appropriate (i.e. Residential
Guidelines apply only to those properties being developed as residential).
Chapters 5: Applies only to those properties identified as historic resources: St. Raymond's
Church, Old Murray Schoolhouse, Pioneer Cemetery, Green Store, and Alamilla
Springs.
Two other locally-significant properties in the City are encouraged to comply
with Chapter 5 of the Guidelines as well, but are not required to: Ponderosa
House and Bonde House.
Additionally, it should be recognized that the Design Guidelines are advisory, not mandatory. The intent
is that the Guidelines will be incorporated into the Dublin Village Specific Plan, which is currently being

written. Any development that takes place in the Dublin Village Historic Area will need to comply with
the Specific Plan, but not each individual guideline per se.
After the Heritage and Cultural Arts Commission has reviewed and commented on the document, the
Design Guidelines will go to the City Council for their preliminary review and comment along with a
discussion of the boundary revision. The Final Draft of the Design Guidelines will then be folded into the
Specific Plan that Staff is writing for the Dublin Village area, which will be reviewed by the Planning
Commission in December and the City Council in January.
RECOMMENDATION: Receive Staff and Consultant presentation and report and provide
direction to Staff and Consultants on the draft document.
