The May 13, 2004 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center,Dublin, California,by Vice Chairperson Muetterties. Pledge of Allegiance Vice Chairperson Muetterties led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff,Fasulkey,Lussie,White,Muetterties and Mack Commissioners Absent: Vonheeder-Leopold Oral Communications-None Approval of Minutes Cm. Lussie directed the Commission's attention to page 4, paragraph 9 of the minutes of April 8, 2004 to correct the spelling of "Chitakwa",to read"chautauqua". ON A MOTION FROM CM. ACUFF AND SECONDED BY CM. WHITE, THE COMMISSION VOTED UNANIMOUSLY TO APPROVE THE MINUTES OF APRIL 8,2004 AS CORRECTED. Written Communications-None Public Hearing-None Unfinished Business 7.1 Appointment to Fallon Sports Park Task Force Heritage and Cultural Arts Supervisor Theresa Yvonne explained that one of the projects included in the 2002- 2007 Capital Improvement Program is the development of a master plan for the 60± acre Sports Park that will be located on Fallon Road between Central Parkway and Gleason Drive. The City Council approved the formation of a Community Task Force to provide input and direction on the development of a comprehensive master plan for the Fallon Sports Park. At the January Heritage and Cultural Arts Commission meeting Commissioner Mack was appointed as the Commission representative to the Task Force. However; the alternate stated in the minutes was incorrect. Yvonne recommended that the Chairperson appoint an alternate to serve on the Fallon Sports Park Task Force in the absence of Commissioner Mack. Vice Chairperson Muetterties appointed Cm.White as the alternate to serve on the Fallon Sports Park Task Force. New Business 8.1 Heritage Center Programs and Exhibits Heritage Center Director Elizabeth Isles explained to the Commission that as part of the goals for 2003-2004 for the Heritage Center the Dublin City Council rated as a High Priority: "sponsor programs and exhibits at the Heritage Center that will emphasize Dublin's culture and heritage". As part of the 2004-2005 Budget these programs will move from a Higher Service Level to the Current Service Level. Isles reviewed the proposed workshops and exhibits for the upcoming fiscal year: Minutes—May 13,2004 Page2of4 Harvest Time-October 2004 Workshop: Participants will learn about various methods of preserving and bringing produce to market by peeling apples, pressing fruit and designing their own crate and can labels. They can also sample dried fruits,jellies and juices. Exhibit: Beautiful and colorful crate labels expressed the bounty of local farms. On display will be a wide variety of labels from the tri-valley region and California. Homespun Holiday-December 11,2004 Workshop: Participants will celebrate the holidays by making folksy crafts, listening to storytelling and Victorian carolers in the old fashioned setting of the Heritage Center. Ornaments will be made from old fashioned, natural materials such as gingerbread, oranges, spice, pinecones and popcorn. Refreshments will include hot cider and gingerbread. This will be the third year this program is offered. Popular Images of African American Heritage-February 2005 Workshop: Participants will make their own fabric "Mammy Doll" the. beloved African American icon. A storyteller will tell traditional African American tales. Corn bread and other traditional southern refreshments served. Exhibit: Traditional folk art and commercial African American images, such as the mammy figure, will be on display. Local Historic Architecture-Date to be determined pending CIP Exhibit Project Schedule Workshop: Participants will make their own models of the.Murray School House and Old St.Raymond's Church. Scale models and rendering of local historic buildings will be on display. Artist Gary Winter's remarkable drawings of local historic sites and model builder Richard Gorthy's work will be on display. Each of these programs is designed to educate families in a fun way on Dublin's rich heritage and traditions here in the valley. Isles indicated that publicity for the events will be through the Guide, the newspaper and flyers throughout the community and that she will lead the crafts programs and appropriate entertainment will be hired for each of the programs. Cm. Acuff asked Isles if she had contacted the American Institute of Architects about borrowing some of their exhibits and historic photographs. Isles stated that she would contact this group as soon as possible. Cm. Mack stated that the African American doll would be better portrayed if she were to have braids and wear traditional African clothes, instead of the traditional "Mammy doll"which is culturally offensive to many African Americans. Cm.Acuff agreed with Cm. Mack's interpretation of the."Mammy doll". Cm. Lussie stated that she gave a list of chautauqua performers to Yvonne and one of the actors on the list did perform African American stories. Yvonne asked Cm. Mack to work with Isles on the African American exhibit to ensure that we are culturally sensitive. Cm. Mack agreed to help with this exhibit. Cm. Acuff stated that she has an original copy of The Nancy Tales from West Africa with incredible illustrations that she would be willing to lend to the African American exhibit. ON A MOTION BY CM. ACUFF, SECONDED BY CM. LUSSIE, THE COMMISSION UNANIMOUSLY APPROVED THE WORKSHOPS WITH THE CHANGES RECOMMENDED TO THE AFRICAN AMERICAN EXHIBIT. 8.2 Summer Concert Series • • Minutes—May 13,2004 Page3of4 Yvonne stated that the City is sponsoring Dublin's 8th Annual Summer Concerts series this summer. Five free concerts will be held on Friday'evenings, beginning July 9th and ending August 6th, 2004. The concerts are held . from 7:00- 9:00 p.m. outdoors at the Dublin Civic Center in the plaza area. Yvonne reviewed the lineup for the 2004 series: ' July 9th Busta Groove • Billed as Northern California's hottest 70's, 80's, 90's and Motown party band. The band features the music. of . Santana,The B-52s,the Commodores,KC and the Sunshine Band and other serious dance music from the last four decades. July le Zydeco Flames This is the premiere Zydeco band for the west coast. Their eclectic, soulful style ignites the stage wherever they perform.Zydeco fans will be energized by their tight rhythm section and unique brand of Louisiana-spiced playing. Their fifth CD released, "Bank the Fire,"was released in 2003, providing fans with hot Zydeco in the tradition of the masters like Clifton Chenier,Buckwheat Zydeco and Queen Ida. July 23rd Don's.Neighbor's Your favorite neighbors-hood rock and roll band, with a diverse and interesting blend of original rock and classic' rock covers from yesterday and today. This band has what it takes to keep an audience poppin'.for hours of fun and old time rock and roll. July 30th Downtown Allstars with David Ladd The Downtown Allstars are a contemporary jazz band made up of some of the premiere studio and club musicians . in the Bay Area. ;Their sound is a unique blend of instrumental and vocal music combining Jazz,Motown, R&B, Funk, Salsa, Reggae, and Caribbean. Jazz listeners will enjoy their outstanding vocals, contagious rhythm, - virtuoso musicianship and energetic performance. • August 6th The Back Pages This group brings to the world a sound that hasn't been heard in years... a sound that goes back to those heady days of the Summer of Love—the 60's: This cover band plays everything from the Yardbirds to the Grass Roots. The band members'.clothes,hair, love beads and vintage instruments are.reminiscent of the 1960's. Cm. Muetterties felt that the summer concert series offers a wide variety of music and should appeal to a large amount of people in our community. Cm. Acuff asked if the children participating in this summer's Jazz Master Workshop would be able to have a recital at the end of class. Yvonne stated that the cost would be too much to offer a recital this year. Cm. Lussie stated that she thought we were going to hold a fundraiser event/recital to allow the children to perform and offset City costs. Yvonne stated that we received $1,000 from two sponsors and the registrants paid $100.00 each to participate in the program this summer. Cm. Mack stated that she thought that maybe the children could come to the Jazz summer co ncert on July 30th and . perform either before or after this event to be recognized for their efforts,in this program. 'The Commission received staff's report. Other Business • Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Yvonne stated that Dolan Park Art is complete. Cm. Muetterties asked if the Emerald Glen fountain.is complete. Yvonne stated that the artist has completed his work and they are just about to start testing the entire system. • • Minutes—May 13,2004 Page 4 of 4 Commission members who attended the trip to the foundry had a wonderful time and felt it was a great experience. Cm. Mack stated that she has attended the first and second meeting of the Fallon Sports Park Task Force. At the first meeting, the Task Force was provided with cut out pictures of the park amenities to arrange on a map of the park, for planning purposes. At the second meeting, they walked the site with the planners and contractors to get an overview of the land and terrain. Cm. Lussie stated that she wanted to commend the people who put together the Public Art and Trails guide the Summer Activity Guide and for sharing what cultural arts events are happening in other communities.
