HomeMy WebLinkAbout06-10-2004 Approved HCAC Minutes ,: =' CITY OF DUBLiN HERITAGE AND CULTURAL ARTS COMMISSION TES OF JUNE 1 Q, Zaf14 The June 10, 2004 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m.'at the Dublin Civic Center,Dublin, California,by Chairperson Vonheeder-Leopold. Pledge of Allegiance Chairperson Vonheeder-Leopold led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff,Fasulkey,Lussie,Mack and Vonheeder-Leopold Commissioners Absent: White Oral Communications-None Approval of Mituites Cm. Fasulkey advised that she had been absent at the May 13, 2004 meeting, and requested that the minutes be amended to reflect that correction. ON A MOTION FROM CM. ACUFF AND SECONDED BY CM. MUERTTERTIES, AND BY MAJORITY VOTE (FASULKEY AND VONHEEDER-LEOPOLD ABSTAINED) THE COMMISSION APPROVED THE MINUTES OF MAY 13,2004,AS CORRECTED. Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 Proposed Capital Improvement Program,2004-2009 Heritage &Cultural Arts Supervisor Theresa Yvonne presented the Staff Report and reviewed the proposed 5-Year Capital Improvement Program as it pertained to heritage and cultural arts projects. The Commission's input and recommendations would be presented to the City Council at the Budget Hearing on June 28, 2004. The heritage and cultural arts projects recommended by Staff for inclusion in the CIP reflects the City's priorities with respect to preserving Dublin's history, as well as enhancing community spaces and facilities for Dublin residents. Priorities were determined based on the need for the project and the availability of funding for the project. Ms. Yvonne noted that the construction of a 16,000 square foot Community Theater, which was identified in the Parks & Recreation Master Plan, was included in the CIP, but there is insufficient funding within the CIP timeframe to initiate the project. Cm. Lussie asked if the Community Theater's estimated project cost of$7,648,000 was included in the total CIP Budget. Ms.Yvonne advised yes,the total estimated cost was included in the CIP but is beyond the timeframe of the CIP. Cm.Acuff referred to the Bus Shelter project and asked if all of the shelters would look the same. Ms.Yvonne advised yes, all of the bus shelters would be the same. Minutes—June 10,2004 Page2of3 Cm. Mack asked if the proposed Community Theater was the same theater being discussed as part of the High School renovation. Ms. Yvonne advised no, the proposed Community Theater was included in the Parks and Recreation Master Plan. The final Parks and Recreation Master Plan was recently adopted by the Parks & Community Services Commission. Commission and Staff discussed the proposed Performing Arts Center,its possible size and location. Cm. Lussie expressed concern that the Community Theater was the largest dollar amount item on their CIP list, and advised that she didn't feel she had enough information to make a recommendation to the City Council on the project. Chair Vonheeder-Leopold advised that the Commission was not being asked for a recommendation on that item. The information was just an advisement that there was not enough money in the CIP to fund that particular project. Cm.Lussie asked Staff to provide the Commission with more information on the project. Cm. Vonheeder-Leopold directed Staff to provide the Commission with a copy of the adopted Parks &Recreation Master Plan at the next meeting. The Commission thanked Staff for the presentation and confirmed Staff CIP project priorities as proposed by Staff. 8.2 "Art at the Crossings"—Art Festival—Dublin Fine Arts Foundation Heritage & Cultural Arts Supervisor Theresa Yvonne presented the Staff Report and advised that in Fiscal Year 2001-2002 the Dublin Fine Arts Foundation received funding of$5,000 from the City of Dublin to plan an Art Festival. The Foundation has made preliminary plans for an Art Festival at Hacienda Crossings to be held from August 19 through October 3 and would include art demonstrations,hands-on art opportunities, live performances, an"art"movie at the IMAX Theater, and other happenings to be announced. Cm. Lussie asked if the DFAF would produce the map for self-guided tours. Chair Vonheeder-Leopold advised that the map for self-guided tours would be the same one that is currently in the activity guide. The DFAF was contemplating a"treasure hunt"type idea or something that would draw people to each of the art locations throughout the City,not just the art at Hacienda Crossings for the festival. The Commission discussed various ways to encourage people to see all of the art in the City. Cm.Mack suggested that dance demonstration/instruction as part of the festival might be a good idea. The Commission discussed Hacienda Crossings and agreed that it was the ideal location for this type of festival. The center is always filled with customers, and the property manager and many store owners are more than willing to work with D.F.A.F. and the City. Cm.Fasulkey pointed out that one weekend would compete with the Day on the Glen event. Ms. Yvonne advised that that had already been taken under consideration and there would not be any art demonstrations that weekend. Cm. Fasulkey suggested having a DFAF booth at the Day on the Glen to advertise the rest of Art at the Crossings art festival. Minutes—June 10,2004 Page 3 of 3 The Commission expressed their excitement for the upcoming art festival. Other Business Brief INFORMATIONAL ONLYReportsfrom Heritage and Cultural Arts Commissioners and/or Staff Ms. Yvonne advised that she had met with Dublin Librarian Lee Jouthas in regards to the Poetry open mic project that was suggested as a new project. They have agreed to work jointly on this project; the City will be conducting a poetry workshop as part of the Cultural Arts classes in the activity guide. Than after the date of the workshop the Library will host an open mic night for the budding bards. The idea is that the workshop will hopefully generate some interest for participation at the open mic night and it will continue to grow in the years to come. In regards to the "Dublin Reads" project. The Library is already working with the California Council for Humanities in regards to a state wide reading project similar to the one several years ago when the state read The Grapes of Wrath. At this time, Staff does not have the title of the book that is being suggested for this year's project. The Library will spearhead this project but the City will support it in any way that is appropriate. Chair Vonheeder-Leopold stated that the new Librarian was a"jewel." She was very active and enthusiastic, and was a new member of the Dublin Historical Preservation Association board. Ms.Yvonne distributed flyers for distribution for the Summer Concert Series. Ms. Yvonne distributed an article from the Institute of Museum and Library Services regarding museums partnering with schools for the commissions review. - Ms. Yvonne also advised the commission that the City has received a grant from IMLS for an assessment of the Heritage Center. This is the first step in ascertaining exactly what will be required of the City to become a nationally accredited museum. Chair Vonheeder-Leopold advised that artist Ned Kahn was featured in the June issue of Sunset Magazine. The article discussed his artwork at Emerald Glen Park and gave the park location and City contact information. Chair Vonheeder-Leopold showed a picture of the Dolan Park artwork, which was dedicated on Monday night. The ceremony was well-attended by the neighborhood. The Commission discussed the new Commissioner's Resource Book and thanked Staff for creating such an informative and useful document.
