HomeMy WebLinkAbout01-11-2007 SCAC Minutes 'CITY OFDUBLIIV SENIOR CENTER ADVISORY COMMITTEE MINUTES OF JANUARY 11, 2007 Call to Order Vice-Chairperson Al Edge called the meeting to order at 9:03 a.m. Roll Call: Committee Members(CM)Present: Al Edge, Barbara Gifford,Beth Wood. Parks and Community Services Commission Liaison Present: Rich Guarienti Staff Present: Anna Hudson, Recreation Coordinator, Paul McCreary, Parks and Community Services Manager, Diane Guenther, Office Assistant Committee Members Absent: Greer Payton, Jim McCuen Oral Communications=None Approval of the Minutes CM Wood stated that on page 3 under Strategic Goal #1, point one, that it should be corrected to state "Advertise skills needed". Additionally, CM Wood indicated on page 4 under Strategic Goal#5, point three,the wording"and those without transportation"be,included. THE COMMITTEE APPROVED THE MINUTES OF THE DECEMBER 7, 2006 MEETING AS AMENDED. MOTION BY CM BETH WOOD, SECONDED BY CM BARBARA GIFFORD. Written Communication—None Unfinished Business—None New Business McCreary gave a PowerPoint presentation providing the Committee an overview of the goals and objectives and the timeline for the process. He highlighted the following points: • Annual process provides the City Council with an opportunity to reach consensus on the primary direction and allocation of City resources for the upcoming fiscal year. • Staff generates potential objectives. • Committees and Commissions provide input to Council on Staff objectives. • Committees and Commissions can add new objectives for Council consideration. McCreary stated the adopted and added 2006-2007 Goals and Objectives came to a total of 13 assigned to Parks and Community Services. Of those Objectives seven will be completed by June 30, 2007. The completed 2006- 2007 Objectives include: • Design and construction documents for new Shannon Community Center • Update the Parks and Recreation Master Plan • Implement four family oriented programs/events • Monitor development to identify site for unique passive park/recreation facility • Explore feasibility of a Police Activities League(PAL)program • Update school district joint use agreement • Evaluate public/private partnership for state of the are recreation and aquatic complex CM Edge questioned if the Senior Center would be available to the PAL at no cost for fundraising purposes. McCreary responded that P.A.L., much like the Senior Foundation, will be a non-profit organization and will have its own Board of Directors. Similar to the Foundation, since the funds generated would solely benefit City programs and services,the facility fees could be waived for PAL functions. • CITY OF DUBLIN SENIOR CENTER ADVISORY COMMITTEE MINUTES OF JANUARY 11,2007 PAGE 2 OF 3 For the Fiscal Year 2007-2008, Staff has proposed two objectives directly related to the Senior Center: • Expand operational hours and programs at the Dublin Senior Center • Improve identification of the Dublin Senior Center Staff rated both objectives as high priorities. The priorities identified by Staff were influenced by input provided by the Committee and community strategic planning workshops. For the first goal staff envisions expanding weeknight and/or weekend hours. New programs and services could include volunteer operated programs, an ambassador program, additional special events, programs for senior sports and fitness, as well as classes for creativity and computer training. CM Edge asked if an additional hot meal has been added to the weekly menu. Hudson stated that the survey response to adding an additional hot meal was 50-50, so incrementally the chef has been adding hot items, such as baked fish and grilled sandwiches to the a-la-carte menu. CM Edge inquired if there had been any additional discussion about adding a once a month pancake breakfast. McCreary stated that would fall under the objective of expanding operational hours and programs. CM Wood expressed that this objective was too vague and needed to be more specific. Hudson stated that being too specific excludes community response/input and general wording allows for more community input. Commissioner Guarienti concurred with CM Wood and felt it was appropriate to add marketing to this objective. CM Wood made the motion to change the wording to "Expand operational hours, programs and marketing of activities at the Dublin Senior Center" CM Gifford seconded the motion and the Committee unanimously concurred. McCreary asked if there was any additional input on this item and there was none. He explained the second objective was to improve identification of the Dublin Senior Center. Staff will investigate and analyze various options for consideration by the Committee McCreary indicated that for both objectives the final program and,project plans will be reflective of the available funding. CM Wood expressed she was happy to see seniors were on the high priority list for the 2007-2008 Goals and Objectives. Vice-Chairperson Edge requested any public comment. Paul Silvas reiterated the need for better signage for the Center since it is difficult to locate because it was not well marked on Amador Valley Boulevard. He also felt that it was important to attract younger seniors to the Center. He expressed that the presentation was excellent and requested that it be made available to the community. Silvas also asked that a pie chart be prepared to represent City expenditures,and how the Senior budget fits into the big picture. McCreary stated that the Preliminary Goals and Objectives for 2007-2008 would be provided to the Parks and Community Services Commission for consideration on Monday, January 22, 2007 at 7:00 p.m. CM Edge volunteered to attend this meeting. • CITY OF DUBLIN SENIOR CENTER ADVISORY COMMITTEE MINUTES OF JANUARY 11,2007 PAGE 3 OF 3 Other Business CM Wood requested a presentation on the process of how the City conducts a needs assessment. She would like to know more about what the Council and Commissions assumptions are about seniors. McCreary indicated that City would be hiring an outside firm to conduct the assessment and utilize focus groups. CM Edge requested that utensils and napkins always be provided when snacks are set out. Hudson will take action on this request. CM Wood brought up the C.A.R.D. program concept of providing whistles and flashlights to seniors for use during emergencies. Wood recommended the possibility of the Foundation sponsoring this program or the Center developing partnerships with non-profit organizations. Wood felt that an organization other than the Senior Center could embrace this great concept benefiting the senior community and make it part of their objective. Hudson felt that it might be a good marketing tool and the information has been included in the newsletter. Hudson felt that it could be part of Step Out and requested discussion be tabled to the next meeting. Guarienti commented that he felt the Strategic Planning Workshop was outstanding and that Staff did a great job. He recommended the workshop be held annually at the Center. He asked how the Class Software training was proceeding. McCreary responded that the volunteer receptionists are starting to be trained. Additionally, one-on- one training on the online registration system was held on the first Wednesday in January with only one person in attendance. Another class will be held again in February. Guarienti shared with the Committee that he has stepped down as the leader of the Trail Trekkers Program and he has trained others to take over this position. He expressed how rewarding the program is and that it is a great testimonial to the Senior Center. He passed around that album he received from the program participants and noted that a duplicate album will be provided to the Center. Hudson also indicated that the Path Wanderers' photo and information was included in the 2007 Dublin City Calendar. Hudson presented CM Gifford with a Certificate of Appreciation from the Mayor for over eight years of service to the Senior Center Advisory Committee. CM Wood requested that Staff include an item on a future agenda to discuss how to better collaborate with the Dublin Senior Foundation. McCreary noted the City received awards from the California Parks and Recreation Society for the Heritage Center Exhibit Restoration,the"New Resident Welcome Brochure"and for the summer 2006 Activity Guide.
