EXHIBITS ATTACHED Letter from Tri-Valley Community Television Corporation dated October 8, 1987; Tri-Valley Community TV Corporation Agenda for Meeting of September 24, 1987 . RECOMMENDATION �1 1. Approve an increase in Dublin ' s contribution to the Tri-Valley Community Television Corporation Operating Budget from $19, 800 to $20, 000. 2. Authorize a Budget Transfer from the City' s Contingent Reserve in the amount of $200. 3. Authorize Staff to contribute the $55, 000 in Capital Equipment Funds upon request from the Corporation. FINANCIAL STATEMENT: A Budget Transfer in the amount of $200 from the Contingent Reserve would be required. All other funds are included in the 1987-88 Budget . DESCRIPTION The City has received a request from Tri-Valley Community Television Board for payment in the amount of $20, 000 for the City of Dublin ' s share of the Annual Operating Budget. The Corporation ' s Secretary, City Manager Lee Horner, has indicated that the Cities of San Ramon, Pleasanton, and Livermore have all committed to contribute $20, 000 towards Tri-Valley Community Television ' s Operating Budget. As part of the consideration of the Annual Budget, the City Council agreed to reduce the Tri-Valley Community Television Corporation ' s initial request for funds to $19, 800 . The Council also stipulated that the $19, 800 would be paid in semi-annual installments with the second installment being paid after the City had received a report regarding the first six months of operation of the Tri-Valley Community Television Corporation . At the time that the Budget was adopted, the amount that the other Cities in the valley were going to contribute was somewhat uncertain. Since the contribution level of all the other Cities is certain at this time, and the Tri-Valley Community Television Corporation is only requesting an additional $200 from the City of Dublin so that each City shares equally in the programs of the Corporation, it is Staff ' s recommendation that City Council authorize the additional payment of $200 to the Corporation. It would also be necessary for the Council to authorize a Budget Transfer from the Contingent Reserve in that amount . In accordance with previous Council direction, Staff would only propose to pay $10, 000 for its share of Operating Expenses at this time. Mr. Horner also indicated that capital purchases were being made from the Franchise Capital Grant Funds from the Cities of Pleasanton and Livermore at this time. He indicated that once the capital costs exceed the amount of funds available from the Cities of Livermore and Pleasanton that he would be sending a request for the City of Dublin ' s Capital Grant Funds . Box 2340 Dublin, CA 94568 Dear Richard: At their September 24, 1987, meeting, the Tri-Valley Community Television Board voted to proceed with the budgeted capital purchases and to invoice the respective participating agencies for their share of the operating expenses. For your information, I have attached a copy of the letter explaining the motion detection alarm system in use at the Pleasanton Studios, as well as a description of the insurance coverage (which became ef- fective today) on the equipment. The new equipment will be received and inventoried at my office and will remain the property of . the Board regardless of who is directing Community Television. With the adoption of the budget and with equipment purchases underway, I feel confident that a firm foundation .has been set and that we can all look forward to increased levels of quality and quantity from Com- munity Television. Please accept this as an invoice for payment of your $20,000 share of the annual operating budget. If your Council has stipulated that only half payment be made with the remainder being paid following a six-month performance review, please send me that amount. The Community Television studio is covered by this system. The system consists of ultrasonic transmitters placed in each room that receives and converts reflected ultrasonic 'Sound waves from the wall, ceilings and moving objects into a signal. It analyzes and processes this signal, and in the case of an intruder, activites LED and opens the relay output. The output is received by our U.L. Central Station Monitor who notifies the proper authorities. A parallel system has been installed to detect smoke/dust. I will be happy to answer further questions, should that be necessary. Motion carried. It was the consensus of the Board that the Board have approximately ten meetings a year, and that no meetings be held during the months of July and December. At times there could be fewer than ten meetings a year, but this .would be at the discretion of the Board. It was moved by Severin, seconded by McCormick and carried, that the Board accept the "tiered" equipment acquisition budget, as submitted by Darla Stevens. Severin moved, seconded by Smith and carried, that Community Television move ahead to acquire equipment as per the equipment acquisition budget once the proper insurance was in place. The Board appointed Noonan, Lo, and Ault to be an equipment acquisition overseer group. Severin moved, seconded by Ault and carried, to have a maintenance contract drawn up between Community Television and the Board. Horner indicated he would check with the Livermore City Attorney about doing this. Tri-Valley Community Television Corporation Minutes of meeting August 27 , 1987 Page Two McCormick moved, seconded by Smith and carried, that the City of San Ramon be a full participant--including an equal monetary participant--or withdraw from the Board. Chairman Noonan indicated that he would meet with the San Ramon City Council to discuss their participation on the Board. Board members also agreed to meet with other City Councils if necessary. Severin moved, seconded by Gallinger and carried, to approve 1987-88 Operating Budget of $80,000 for Community Television. Horner was instructed to contact the four cities for an appropriation of $20,000 from each one of them. It was moved by Lo, seconded by Smith and carried, that the Board adopt the Goals and Objectives as amended. (The amended Goals .and Objectives are attached. ) The Board tabled the reports from the subcommittees on ( 1) By-Laws, ( 2) Grants and Other Funding Mechanisms, and ( 3 ) Programming, Publicity, and Training, until the meeting of September 24. The Board adjourned at 9: 30 p.m. to their meeting on September 24, 1987. Board Goal To serve as the administrative regulatory body for public, educational and governmental access television. Objectives Establish realistic goals and objectives for•the operation of community television. Review and ,if necessary, revise community television goals and objectives annually. P.eview and approve an annual operating budget in April of each year. Recruit and employ an Executive Director for community television Continually seek and obtain sources of funding for community television. Serve as a resource to community television regarding the Tri-Valley area's television needs and wishes. .. i Tri-Valley Community Television Goals and Objectives 2 Operational Goal To develop an organizational structure to operate community television in partnership with Viacom Cablevision for full utilization of available resources Objectives Establish an operations budget for each fiscal year by April 30 of each year. Institute a staffing complement with appropriate skills to produce quality programming . Staffing levels will be determined in conjunction with the operations budget and the established programming goals and objectives. Oevelop and implement policies and practices for the efficient and cost-effective operation of the community television channel. Equipment goal To provide at minimal cost appropriate channel/production equipment capable of producing quality live television. Objectives Provide a fully egiuipped studio which will be capable of producing a variety of programs from small instructional segments to audience formatted shows. Provide state of the art equipment for studio, field and post production. Aumist 28. 1987 W . i Tri-Valley Community Television Goals and Objectives ' 3 Programming goal To demonstrate dedication to quality local programs through the " production of such programs developed through the " involvement of government, education and the general public.- - Objectives Produce interesting, topical local programs with community groups and interested individuals for large scale viewing by Valley residents. Develop new programs to serve the best interest of the Valley community. . Create and produce in an attractive, professional format, a "Flagship Program" to focus on local material and to be shown on a regular . . basis . Provide systematic production of valley public service announcements for insertion in local programming. Continue to produce generic programs such as "Mayor's Report","Let's Talk Sports", "Byline: AAUW" etc. Offer regular on site coverage of City Council meetings for the cities in the Tri-Valley area. Service goal To serve as a community resource for the dissemination of local information through television. Objectives Conduct workshops for the general community on television production and the use of television for information dissemination. Offer internships to community members to gain experience in television production. Produce free televised public service announcements for non-profit groups in the Valley to promote the opportunity to disseminate information. Objectives Recruit volunteers for community television production work. Use community volunteers in all locally produced programs . Viewership Goal To increase viewership and awareness of community television . Objectives Design and implement a publicity campaign including press releases and flyers about community television . Promote and publicize the community television channel as a vehicle for community information and programming through the production of brochures about PEG use, training, Rate Cards and underwriting opportunities. Establish a channel identify through the development of a logo, trademark and slogan.
