Pursuant to City Council direction , a sub-committee consisting of the City Manager , Assistant to the City Manager , City Engineer and Building Official reviewed the submittals received . The City received a total of 6 submittals from firms which provide these types of service . The early involvement of a Construction Management Firm on this project was a key recommendation by Mr . Arnie Hollander , who prepared the Architectural scope of work. During the design process , the firm will provide expertise which will assist the City in evaluating recommendations submitted by the Architect . In addition , the firm will produce a report on potential approaches to various aspects of the design. The report will identify advantages and disadvantages and an estimate of the cost impacts . Harris & Associates will be available to consult with the Architect on specific conditions and specifications to be provided to the bidders . They will provide a thorough review of the complete documents upon substantial completion by the Architect . The intent of this phase is to assure that the information presented to bidders is accurate and easily understood . If the plans and specifications are unclear , a contractor may increase their bid , or submit additional work claims after the construction begins . This could substantially increase the cost of the project . The Construction Manager will also provide full-time on-site inspection during the construction phase . Among their duties , Harris & Associates will evaluate the quality of the construction , monitor compliance with the plans and specifications , determine the contractor ' s adherance to construction schedules and review requests for payments . The firm' s proposal includes all costs associated with their services . During construction , this will include the provision of a portable construction office including furnishings . The agreement has been organized on an hourly basis with a maximum cost for the project . Harris & Associates normally adjusts their corporate hourly rates in October of each year . The majority of the construction inspection services are anticipated to occur after October 1 , 1987 . The maximum monthly cost for inspection services is based on an estimate of the hourly rates after October 1 , 1987 . The agreement requires the firm to negotiate any change in rates with the City prior to implementation, however , the maximum costs for construction services will not exceed $14, 520 per month. In addition to Construction Management Services , they also provide Civil Engineering , Public Works Management , Sanitary Engineering , Energy and Urban Design/Architecture . The subcommittee felt that their proposal offered an appropriate approach to the City ' s needs . Their expertise with public agencies including the provision' of Construction Management Services on the Merced Civic Center , identified them as an appropriate selection. Also , their cost proposal is all inclusive and does not include undetermined costs for reimbursable expenses . Although the services represent a significant expenditure , prudent management practices indicate that this investment may reduce increased costs later in the project . INTRODUCTION The Harris Team's approach to Construction Program , - Management for the City of Dublin Civic Center Project is � . to provide sufficient experience, procedures, proven methods, systems and qualified personnel to ensure the successfull execution of the project into final user occupancy while meeting the City' s objectives of cost, I - schedule, quality and performance. The essence of our approach to managing this project is represented by the following three thoughts : TEAM CONCEPT - The Harris Team will utilize a strong team philosophy to manage the Civic Center project . With the concept of being an extension to the City' s staff, we will establish the inter-relationships and responsibilities of all project participants: The City, Architect, Contractor and ourselves . The early development of a team approach will provide for a professional business atmosphere where problems can be identified early and solved with minimal impact to the j project. MANAGEMENT SYSTEMS - The Harris Team will exercise overall project control utilizing a complete project information management system that has been developed on projects where we were the Owner ' s representative controlling the overall construction program. Our systems are designed not only to provide complete control of all project related information but to also provide a complete historical record that will be turned over to the City on completion of the project. PROJECT TEAM - The Harris Team is an organization comprised of highly qualified individuals each with a clear understanding of the project requirements , who will, utilizing their backgrounds and the proven management - systems, execute the required services in a proactive manner successfully controlling the construction program i for the City of Dublin Civic Center Project. 1 l The following detailed description of our approach to this � - project is provided to demonstrate our abilities and methods to manage this project. B. PROJECT MANAGEMENT PROCEDURES & SYSTEMS Project control will be exercised utilizing proven management procedures and systems. The systems employed by Harris are divided into four major catagories: o Correspondence o Records Mangement o Management Control Systems o Progress Monitoring and Quality Review The table on the following page lists the established systems utilized within each of the four major catagories . Samples of all forms and logs are located in the Appendix to this proposal. The Construction Management Team will utilize an on-site computer to increase the operational effectiveness of its management systems . The computer will allow rapid access to all critical information within such areas as project schedule, actual progress , status of submittals , change orders and requests for clarifications. A status system will be utilized for all areas that affect the Contractor ' s completion of construction. A weekly report will be produced showing the week ' s progress and status of critical items. C. PROJECT COMMUNICATIONS The central element of project control is effective communication. There are four major areas of communication on the City of Dublin Civic Center project: 1. Claims r - The Construction Manager will be the center point for all project communication; thus, no activity associated with i.•. the project takes place without the Construction Manager ' s knowledge and input. The system employed by the Construction Management Team maintains the proper flow of communications. Every form, of communication is logged and recorded . Proper management of communications helps prevent p possible claims. i D. PROGRAM PLANNING AND DESIGN PHASE ACTIVITIES Harris & Associates as presented in our standard scope of services included within the proposal, is prepared to complete all services needed to successfully complete the City of Dublin Civic Center Project. The following descriptions highlight a few of the proposed services to indicate to the City the ability of our Team to accomplish the proposed scope of services. 1. Management Planning - Harris will prepare an overall project management plan outlining areas of inter- relationships between the City, the Architect, other Agency' s and Harris. The needs of each team member will be reviewed with emphasis placed on the inter- dependency of the requirements for project completion. The management plan will establish, based on initial project schedule and funding limitations the overall project cash flow program indicating anticipated project payments and income sources. The management plan will establish the detailed management procedures and techniques that will be utilized for project quality control, scheduling, cost control, financial reporting, progress payments, change orders , claims mitigation and project reporting. 2. Bidability/Constructability Review-The Harris Team will conduct an intensive review of the project plans and specifications. This review process will strive to ensure the completeness of the plans and specifications, with special emphasis on items that have historically proven to be problem areas. Example of areas within the plans that present conflicts are differing site conditions, conflicts between the various disciplines such as structural, architectural and mechanical, incompleteness of details and lack of continuity from one set of drawings to the next. 4 I . i The specifications will be reviewed to ensure that the general and special conditions will provide the required language to adequately control the construction process. The technical specification will be reviewed to eliminate the potential of ambiguity, conflicts and omissions. The bidabilit y/constructability review is an excellent opportunity to eliminate areas that, if discovered during construction, cause project delays and cost escalation. 3. Pre-Bid Conference - The pre-bid conference will be conducted to familiarize the bidders with the site, ' the proposed work and the people involved with the regulatory aspects, management, inspection, engineering and the . safety requirements of this I project. Topics covered shall include questions on the bidding documents and a review of the _... Contractor ' s responsibility for equal employment opportunity and labor compliance. 4 . Analysis of Bid Documents - After the public opening of the bids for construction, Harris shall prepare a detailed bid tabulation. The bids shall be closely reviewed to ensure complete compliance with all requirements of the contract documents . Upon completion of the bid review, Harris will recommend to the City what actions should be followed in awarding the contract to the lowest responsible and responsive bidder . If during the bidding procedure a protest is filed, Harris shall work with the City to successfully deal with that problem. 5 . Contract Award - Harris will review the proposal, contracts, insurances and bonds to verify complete compliance with all contract requirements . Upon completion of review, we will advise the City if award should be made or if there exists any deficiency and the methods of resolution. , . E. CONSTRUCTION ACTIVITIES In general, Harris is proposing to offer all of the services required to successfully complete the construction of the City of Dublin Civic Center Project, including all of the services outlined in your Request For Proposals . More detail on how our team will execute the - key services follows: I I f 5 t 1. Pre-Construction Conference The pre-construction conference will serve as a tool in establishing an " early agreement between all parties involved, thus allowing the construction activities to progress in a timely manner to successful completion. r After the City has awarded a construction contract, a I. re-construction conference rence will be held prior to the actual . start of construction. Attendees . of the I^ conference will include the Construction Manager , who will chair the meeting; representatives of the Construction Management Team, including the Architect; City staff; .general contractor and major subcontractors. During the meeting, each member of the sro ' p ect . team will have his individual role clearly defined. 2. Construction Inspection Services - Harris, as Construction Manager, shall provide full-time detailed field inspection of all contract work. Construction Documentation -Construction documentation is a daily recording of the Contractor ' s progress. The field construction inspection staff will prepare a daily report indicating the Contractor ' s activities, all testing ' accomplished, directions given to the Contractor and problems discussed with the field staff. The daily reports will be filed in the jobsite filing system. The construction management team will utilize the daily reports to track job scheduling, job progress, manpower and equipment used on the projects . Construction photographs show pre-construction site conditions, assist in maintaining a history of the construction progress and provide a record of problem areas . Photographs will be taken prior to the start of construction and on a daily basis by the field inspector. A complete records system will be maintained at the Construction Management Field Office and all records shall be turned over to the City upon completion of the project. Harris utilizes filing systems that provide quick, logical retrieval of information. Our systems have been designed to provide the City a complete record of the project that can be used successfully for audit and future reference. In addition to the hard copies, most records will be stored in our on-site computer system utilizing appropriate records processing software. These stored records will be turned over to the City. r- 4 . Scheduling - The Contractor ' s construction schedule is a very significant tool in controlling the project' s i progress . The Contractors will be required to submit their individual schedule. The schedule will be Critical Path Method (CPM) type with dollar weighted activities. The schedule will be updated on a regular basis; whenever there , is a change order , or when the work falls behind schedule. The actual schedule will be run utilizing the Harris computer , so as to allow integration into the project management system. The Harris Construction Management Team will take a very active role in reviewing all schedules and in recording the Contractor ' s actual activity in relation to the planned schedule. The Construction Management Team will work with the Contractor to identify area where - the activities are behind schedule and to assist the Contractor in bringing his work back on schedule. 5 . Submittals - The Construction Management Team will be responsible for the processing and control of all submittals and shop drawings. The Team will work in conjunction with the Architect to efficiently manage and monitor submittals , avoiding the possibility of construction delays. Harris ' system of management includes early warning techniques for timely handling of these submittals. 6 . Progress Payments - The Contractor will be paid on a monthly basis for actual work completed. Where the contract calls for a lump sum cost for project construction, a. cost weighted schedule will be used to determine the actual value work performed . The Construction Management Team utilizes a computer- oriented payment format that allows for cash flow revision as progress payments are processed. The Construction Management Team will submit to the City on a monthly basis an updated cash flow projection indicating the cash demands that will be placed on the City on a monthly basis. A sample of the progress payment format is included in the Appendix for your review. 7 . Change Orders - For minor changes that will not result in an increase in cost or time, the Construction Manager will issue a field directive with the prior approval of the City' s Project Coordinator. The Contractor will proceed with the ordered change. 8 i' If there is an anticipated increase in cost and time, the Construction Manager will prepare a change order request and present it to the Contractor . The request will describe the change and secure a detailed cost breakdown from the Contractor . The Construction Management Team will prepare an independent estimate of the increase or decrease in cost and time for the change order proposal. This estimate and the change order proposal will be utilized by the Construction Manager while negotiating the proposed contract change. If a negotiated change of cost and time is agreed upon by the Construction Management Team and the Contractor , a change order is prepared and presented to the City for their review and processing. If a negotiated change in cost and time cannot be agreed upon, the Construction Manager will issue a directive which authorizes the Contractor to proceed with certain limitations. The directive will specify the work to be performed, the limit of the resulting increase in cost and time and how the ultimate change order will be developed. The Architect will prepare all contract change order information and will review final change orders. The Construction Management Team will prepare, negotiate and process all change orders. 8 . Claims Manaqement - During the course of any construction project, it becomes necessary to accommodate variations in the contract schedule, to order changes in the work, or to otherwise revise the plans and specifications. The adequacy and quality of the contract documents, the quality of the construction contractors and the capabilities and actions of the Construction Manager contribute to the successful management of construction claims . Historically, claims on construction projects fall within three general categories: 1. Variations in scheduling 2. Differing Site Conditions 3 . Changes in the Work As construction projects have become more complex, the number and size of claims has increased. The need for competent claims administration has become significant in total project management. 9 f (:R The Construction "Man_ager ,:;wi11. attempt to negotiate a fair and equitable 'settlement':`;for all claims. Claims management requires a strong knowledge of complex facility ` : construction methods, estimating techniques, scheduling,., procedure, a proficiency in construction law and the application - of - proven management ' procedures. Our Construction Management Team is of sufficient size to mobilize key staff for construction of the Civic Center Project without ; - adding or recruiting new key personnel. A profile of our Construction Management Team proposed for this project is shown on the following pages . Although actual field experience in construction of complex construction projects is the key factor , strong professional and technical back-up is added insurance for the successful completion of complex j projects . Their familiarity with design and construction will add considerable dimension to their understanding and resolution of field-related problems. Mr . James Parmley, Vice-President of Harris & Associates will function as Principal-In-Charge of the Civic Center Project. Mr . Parmley will be responsible for the overall organization iand performance of the Harris staff. Mr . Parmley brings to the Civic Center. project over seventeen years of management experience on complex construction projects . Mr . Brian Danley will be the Construction Manager for the Civic Center Project. Mr . Danley has more than 10 years experience in the design, construction and administration of major public j works projects . Mr . Danley will be responsible for the day-to- day project management and administration. The Harris Team will be centered on our Resident Construction Inspector, Mr. Doug Hartline. Mr. Hartline has over 25 years of experience as an Inspector , Contractor and Craftsman. As Resident Construction Inspector, Mr . Hartline will have the j responsibility for field inspection and project management. The management systems employed by Harris provide for efficient control of project management without creating a demand for unnecessary time spent away from the project. This project will centralize many scattered offices and provide a new identity for City Government. Harris & Associates' services include planning review and preliminary project cost development , project scheduling including the design effort and equipment procurement plus the preliminary construction schedule, design development review, develop contracting strategies, prepare overall project management plan, biddability and constructability review, preparation of detailed cost estimate, bidding control and contract award. During construction we will provide complete detailed full-time construction inspection and project control including progress payments , change order preparation and negotiation, claims management, monthly review and up-date of the construction schedule, processing of all submittals and shop drawings and coordination between the owner , architect and contractor . Kaweah Delta District Hospital Harris & Associates is providing comprehensive program management services for the planning, design and construction of a major addition and modification to this existing health care facility located in Visalia, California. The project calls for the construction of a new three story addition that will house the enlarged intensive care unit and the administration offices, plus major remodeling of the existing hospital with extensive relocation of existing services. Harris & Associates' services included planning review and preliminary project cost development, project scheduling including the design effort and equipment procurement plus the preliminary construction schedule, design development review, 1 develop contracting strategies, prepare ; `overall -project management plan, biddability ;.:and constructability .; review, preparation of detailed cost estimate, bidding".'1'control and contract award. Daly City Harris & Associates A s currently providing program construction management services . during the development, design and construction of a major addition to the North San Mateo Sanitation District' s Wastewater .Treatment Facility. I- Harris' services range from assisting in the selection of : the ' . design engineer, establishing ` initial budgets ..'and schedules,'� and review of design effort through overall management control and detailed field . inspection of the . phased construction j program. City of Lawndale -- Civic Center Development Harris & Associates provided comprehensive project management services on the City' s new Civic Center complex. This project i calls for a major addition to an existing complex, adding over 4000 of floor space to the combined use center . Harris ' Management services includes planning review, preliminary project cost development, project . scheduling, including design effort and equipment procurement, design development review, and contracting strategies. City of Pueblo, Colorado Harris & Associates is currently providing all Construction Management related services for a 19 MGD wastewater treatment plant at Pueblo. This project is segmented into several phases for funding purposes and was designed by another firm. The project consists of the construction of a new wastewater treatment plant utilizing a high-rate trickling filter/activiated sludge process with sludge handling consisting of sludge thickening, digestion, centrifuges and land disposal. The total cost of construction is approximately $31,000 ,000 . 2 i City of Santa Cruz Harris & Associates is currently providing comprehensive j construction management and inspection services on the City' s $50 million dollar modification and addition to their wastewater treatment facility. Harris' services range from design review, preconstruction activities, to overall management control and detailed field - inspection of the multi-phased construction program. i Central Marin Sanitation Agency Harris & Associates provided all Construction Management related services to CMSA. The project consists of a new 45 MGD primary and secondary wastewater treatment facility with wet-weather- capacity up to 100 MGD. Virtually the entire facility is pile- supported on precast concrete piles driven into soft bay mud . The project is complete and change orders are less than 2% of origninal construction costs . Other project elements include a land/sea disposal outfall which is also pile-supported, a 60- inch diameter tunnel and pipeline through the San Quentin ridge between Larkspur and Highway 17 to the new treatment plant, several pump .stations and new connecting interceptors . The total project had ten separate construction contracts and the total project cost is estimated at approximately $100 million. Harris & Associates was the prime Construction Manager Contractor and has performed 95 percent of all Construction Management activities. For this assignment , we established a branch office in San Rafael to support our Construction Management staff of 20 people. This facility was equipped with nuclear testing equipment for in-place soil density tests and an on-site mini-computer for recordkeeping, shop drawing processing, etc. The CMSA project was designed by Kennedy/Jenks Engineers who provided all design services during construction. We have developed special coordination skills and review procedures to ensure that the Design Engineer maintains all responsibility and control for his design and design integrity. City of Camarillo Harris & Associates provided comprehensive construction management services for the City of Camarillo' s new Corporation Yard Facility. The project includes the following essential elements; a new administration building complete with offices, employee comfort facilities , computer facilities and 3 communication center ; three separate buildings housing maintenance and service facilities complete with vehicle lifts, - shop systems, equipment repair and replacement facilities and associated appurtenances; fuel island and exterior wash facilities . ARTICLE 4 FEES AND PAYMENT 4 .1 As consideration for providing the project management services as outlined in this agreement, CITY shall pay on an hourly basis in accordance with Exhibit A, estimated schedule of services for all design and preconstruction activities . Total costs for these services shall not exceed $57, 640. Without the written authorization of the CITY. 6 t 4.2 As consideration for providing the construction related services as outlined in this agreement, CITY shall pay on an hourly basis in accordance with Exhibit A, estimated schedule of service , said costs shall not exceed $14, 520 per month . Actual hourly rates to be utilized for construction services shall be renegotiated within 60 days of start of construction. Rates shall not exceed rates listed in Exhibit A. 4 .3 The current design period is estimated at six months and the preconstruction phase at two months . The above cost shall be utilized for the entire period of actual construction . 4 .4 For work performed under this agreement, CITY shall pay HARRIS on a monthly basis the full amount invoiced . HARRIS shall assume liability and pay all costs of defense , including legal fees and court costs, and hold the CITY harmless from loss, damages, costs or expenses caused by any negligent or wrongful acts , errors , or omissions of HARRIS's officers , employees and agents which may occur in the performance of the terms , duties and obligations of this Agreement. 8. 2 HARRIS shall provide a certificate of insurance to the CITY, to be included as part of this Agreement, which will give evidence of general liability insurance of not less than $1,000,000 for personal injury, accidental death and property damage ; and further provide to the CITY a certificate of insurance , which gives evidence of automobile liability insurance coverage of not less than $1,000,000 for personal injury and accidental death , and $50,000 . 00 for property damage per occurrence . CITY shall be named as an additional insured in any such liability insurance policy. 8. 3 HARRIS shall maintain for the project duration a professional liability policy in the amount of .$3 ,000 ,000 . 8.4 HARRIS shall also provide the CITY with a certificate of insurance , to be included as part of this Agreement , which wll give evidence that HARRIS' s employees are covered by worker' s compensation insurance. 9 8. 5 All certificates of insurance which are a part of this Agreement shall be approved by. the City Manager and City Attorney as to form and content.
