FINANCIAL STATEMENT: Cost for Architectural Services is a budgeted item. DESCRIPTION At the City Council meeting on September 8 , 1986 , the City Council approved an agreement with the design team led by George Miers & Associates . The team has initiated their preliminary design studies to determine the space required by the uses proposed at the Civic Center . Establishment of Advisory Committee The City Council utilized a Committee during the architect selection process consisting of the following representatives : two City Councilm.embers , City Manager , Assistant to the City Manager , Planning Director , Building Official , City Engineer and the Police Chief . In preliminary discussions between the Architect - and Staff , it has become clear that it would be advantageous to continue meeting with the Committee to review progress and provide input during the programming stage . Staff would recommend that the Recreation Director and Administrative Services/Finance Director also be included as members of the Civic Center Advisory Committee (CCAC) . The focus of this group will be to review the assumptions made by the architects on space requirements , location of different uses within the building and general organizational considerations . It is anticipated that the group will meet once every two weeks to review completed phases of the architect ' s work . The meetings are anticipated to focus on the following topics : October 29th - Programming/Space Planning November 5th - Review of Proposed Program & Initial Site Plan Studies December 15th - Interim Review of Modified Site Plan & Program The CCAC will also be involved in the near future with visiting city facilities in nearby communities . This will require some staff time to organize and will need to occur at the earliest time possible . Representatives of the architects office would accompany the members on their tours . Public Input and City Council Review The architects will be prepared to present the building program and conceptual site plans to the City Council in mid-November . The overall site . plan is an important phase given that the Civic Center site is large enough to support expansion of the administrative and police facility and additional uses in the future . To obtain input from community groups and residents on potential future uses of the site, Staff would recommend a special study session on November 18th. The architects will be prepared at that time to present some conceptual site plans which could then be modified based on City Council and community input . The Design Team will also present an overview of the planned space requirements for the initial facilities which consist of City Council Chambers , Administrative Offices and Police Services facility. This summary will identify the type of space which will be accommodated during the design phase . ---------------------------------------------------------------------------- COPIES TO : George Miers & Associates ITEM NO . _ ' AGENDA STATEMENT: Establishment of Civic Center Advisory Committee (CCAC) and Progress Report Page 2 It is anticipated t1fat a final review and approval by the City Council would take place in mid-January. This would include the approval of the overall site plan and concurrence with the proposed building program. Again, given the significance of the project , Staff would recommend a separate study session on January 20 , 1987 . After this phase is completed , the architects will proceed with the specific design of the facility. Progress Report As of this date , Mary Comerio of George Miers & Associates has met with each of the Department Heads to discuss space needs . Each Department has also been working with the City Manager to prepare short and long term staffing projections . Team members have also conducted surveys to determine typical space requirements in other agencies . Representatives of the Design Team have conducted a total of four in depth meetings with City Staff . In addition, the architects have proceeded with both field and office meetings with their subconsultants . The project is proceeding at a pace which should allow us to keep close to the original schedule . Staff recommends that the City Council approve the continued use of the Civic Center Advisory Committee , with the addition of the Recreation Director and Administrative Services/Finance Director . Also , it is recommended that City Council Study Sessions be established for Tuesday , November 18 , 1986 and Tuesday , January 20 , 1987 .
