July 28, 1986 SUBJECT Addition of Personnel and Establishment of Salary Range EXHIBITS ATTACHED Resolutions RECOMMENDATION Adopt Resolutions FINANCIAL STATEMENT: Sufficient funds are available in the adopted 1986-87 Budget 'DESCRIPTION During deliberations on the proposed 1986-87 Budget, the City Council approved a higher service level for the City Manager/City. Clerk Department . The approved staffing level provides for a full-time Clerk Typist/ Receptionist. The position replaces the existing part-time Clerk Typist and would provide assistance to the City Manager ' s office and other operating departments . As noted in the budget, the addition of personnel was contingent on acquiring additional office space . Staff anticipates completion of a sublease on Suite 205 no later than August 1, 1986 . The offices are located upstairs in the commercial office building where the current City Offices are located. Pursuant to the adopted Personnel Rules and Regulations , the City Council must approve amendments to the Classification Plan and Salary and Benefit Plan. The attached resolutions will establish a job description and salary range for the new position. The proposed salary range is based on its relation to the current clerical salaries in the City of Dublin and an overview of other agencies . However, it should be noted that Staff has undertaken a comprehensive review of salaries for all positions and based on the survey results , will be presenting a revised Salary and Benefit Plan at a future City Council meeting. The establishment of a salary range at this time will allow Staff to proceed with initiating the recruitment process . Staff recommends that the City Council adopt the resolutions . L4 6 RESOLUTION NO. - 86 A RESOLUTION OF THE CITY COUNCIL - - - -- OF THE CITY OF DUBLIN ************************** AMENDING THE SALARY & BENEFIT PLAN WHEREAS, in accordance with the Personnel System Rules, the City Council adopted Resolution No. 99-85 Amending the Salary & Benefit Plan; and WHEREAS, during the development of the 1986-87 Annual Budget, the City Council recognized the need for additional personnel ; and WHEREAS, the Personnel System Rules require the City Council to establish salary ranges for all City of Dublin employees . NOW, THEREFORE, BE IT RESOLVED that Article I : Section A of Resolution No. 99-85 relating to salary provisions of full-time employees, shall be amended to include the following monthly pay range for the specified classification : Minimum Maximum Clerk Typist/Receptionist $1, 320 $1, 690 PASSED, APPROVED AND ADOPTED this 28th day of July, 1986 . AYES : NOES : ABSENT: s Mayor ATTEST: City Clerk RESOLUTION NO. - 86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************** AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with. the Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent amendments which comprise the Classification Plan; and WHEREAS, during the consideration of the 1986-87 budget, the City Council projected the need for additional personnel to provide an adequate level of services to the community; and WHEREAS, the adoption of a job description is required for all authorized positions . NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include the following classification and attached job description (Exhibit A) . BE IT FURTHER RESOLVED that this document shall become a part of the official classification plan for the City of Dublin: Clerk Typist/Receptionist Exhibit A PASSED, APPROVED AND ADOPTED this 28th day of July, 1986 . AYES : NOES : ABSENT: Mayor ATTEST: City Clerk E X H I B I T A CLERK TYPIST/RECEPTIONIST DEFINITION This position serves as clerical support within the City ' s organization and may be assigned within various departments . The Clerk Typist/Receptionist will also perform receptionist duties within the assigned department. The position under direct supervision performs clerical functions including typing, filing, photocopying, telephones and general office work . EXAMPLES OF DUTIES Answers and directs telephone calls ; provides routine public information over the telephone and to public visitors ; types routine correspondence and other material ; performs some tasks traditionally found in a mailroom; operates photocopying machine and other office equipment; completes the copying and collating of various documents ; may operate centralized telephone system; files documents and reports ; and other duties as required. QUALIFICATIONS Education and Experience High school graduation or equivalent is required, preferably . supplemented by course work in typing and business office practices . A minimum of two years full-time experience performing clerical and/or receptionist duties . Knowledge and Abilities The Clerk Typist/Receptionist must have knowledge of modern office practices and procedures ; business English, punctuation, spelling and arithmetic ; alphabetical and numeric filing systems ; and appropriate general telephone skills . The position requires the ability to type at a corrected rate of 50 words per minute; operate a cassette transcriber; learn the necessary skills to operate a word processing system; follow instructions ; exercise courtesy and tact in dealing with the public ; and operate a variety of office machines . Licenses Requires a valid California Class III driver ' s license to be secured prior to employment and maintained current as a condition of continued City employment .
