Foss, City Manager " SUBJECT: Request by Dublin Unified School District to Support 2016 and Measure Prepared by Linda Smith, Assistant City Manager EXECUTIVE SUMMARY: The City Council will consider a request from the Dublin Unified School District to support the District's 2016 Bond Measure. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council consider the Resolution and take the appropriate action. DESCRIPTION: The City received a request from the Dublin Unified School District requesting the City's consideration of support for the District's $283 million general obligation bond measure. It is on the June 7, 2016 ballot as Measure H. The top priorities identified by the Board of Trustees (Attachment 1) include: • The initial phase of a second high school in the east of the Dublin community. • Modernization and renovation of older schools on the west side of the community, including Frederiksen, Dublin, and Murray Elementary Schools. • The addition of science labs at Dublin High, Wells, and Fallon Middle Schools. Measure H will need to pass by a 55 percent vote of the community. Staff has included the Notification of Election (Attachment 2) that was provided to local residents. Draft Resolution Endorsing Dublin Unified School District's 2016 Bond Measure (Measure H) Page 2 of 2 DUBLIN UNIFIED SCHOOL DISTINCT RESOLUTION trO. 2016 -11 -36 RESOLUTION OF THE BOARD OF TRUSTEES OF THE DUBLIN UNIFIED SCHOOL DISTRICT IDENTIFYING PRELIMINARY BOND PROJECT PRIORITIES FOR MEASURE H BOND PROJECTS WHEREAS, the Dublin Unified School District (the "District ") is committed to providing quality education to its students which includes providing safe and adequate school facilities; and WHEREAS, the District has undertaken a comprehensive facilities master planning process and has formed a Facilities Master Planning Committee (the "Committee ") to help evaluate the facility needs at each school site, including school overcrowding; and WHEREAS, the Facilities Master Planning Committee is working toward the completion of a Facilities Master Plan which, among other things, identifies the District's current and future facilities needs which are currently estimated to require approximately $ in total funding, and an analysis of financing options available to the District, which includes obtaining financing through the passage of a local general obligation bond measure; and WHEREAS, on March 8, 2016, in an effort to obtain a local funding source for facility's needs, the District Board of Trustees adopted a resolution calling a general obligation bond election to be held in the District on June 7, 2016, at which time voters will be asked to approve the issuance of up to $283 million in general obligation bonds (the "2016 Bond Measure ") for the purpose of financing the types of projects identified in the full text of the ballot measure; and WHEREAS, numerous factors contribute to the development of a list of project priorities, which once developed, must necessarily be revisited, revised and updated as programs and needs in the District change resulting in the need to reevaluate facilities and equipment needs for the District's current and future educational programs; and WHEREAS, the Board of Trustees at this time desires to identify certain priority projects it intends to finance from the proceeds of the 2016 Bond Measure, if successful, based on information available to it at this time; NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE BOARD OF TRUSTEES OF THE DUBLIN UNIFIED SCHOOL DISTRICT AS FOLLOWS: Section 1. Recitals. The forgoing recitals are true and correct. Section 2. Preliminary Bond Project Priority List. The list set forth in Exhibit A hereto summarizes the Board's current intention regarding bond project funding priorities. If the 2016 Bond Measure is successful, District staff is directed to pursue project funding from bond proceeds based on the attached list. In the event the Board becomes aware of information or circumstances which require modification of said priorities, the Board may, by resolution or motion, modify any of the provisions and priorities set forth in Exhibit A. Section 3. Effective Date. This resolution shall take effect on and after its adoption. The foregoing Resolution was adopted by the Board of Trustees of the Dublin Unified School District of Alameda County, being the Board authorized by law to make the designations therein contained by the following vote, on March 29, 2016. XX - 16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ENDORSING DUBLIN UNIFIED SCHOOL DISTRICT'S 2016 BOND MEASURE - (MEASURE H) WHEREAS, Dublin Unified School District provides an excellent education to local students, preparing them to succeed in college and future careers; and WHEREAS, quality local schools make the City of Dublin a desirable place to live and attract families to our community, keeping property values strong; and WHEREAS, student enrollment continues to grow and there is a need for additional classrooms and schools to prevent overcrowding; and WHEREAS, Dublin Unified School District assesses the highest level of developer fees allowed by state law for school construction and expansion; and WHEREAS, some schools are forty -five to fifty years old and are in need of updates to meet current safety codes and provide modern classrooms; and WHEREAS, prior to 2014, the State funded up to forty percent of school construction costs to address growth in student enrollment; and WHEREAS, the State no longer provides adequate funding for facility expansion and improvements; and WHEREAS, Measure H will allow Dublin Unified School District to continue to require developers pay their share to fund school construction costs; and WHEREAS, without Measure H, the fees developers pay to fund school construction are expected to decrease by half; and WHEREAS, Measure H will prevent overcrowding and build the first phase of a second high school, upgrade our aging schools and make improvements district -wide to ensure all students have access to a high - quality, modern education; and WHEREAS, Measure H provides locally - controlled funding that cannot be taken away by the State; and WHEREAS, Measure H funds cannot be used for administrators', teachers' or any school employees' salaries, benefits or pensions; and WHEREAS, both independent financial and performance auditors and an independent citizens' oversight committee will review expenditures to ensure funds are spent as promised. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Dublin does hereby endorse Measure H for Dublin Unified School District on the June 2016 ballot.
