RECOMMENDATION: Confirm the Recommendation of the Subcommittee and Direct
Staff to Notify All Applicants
FINANCIAL STATEMENT: None.
DESCRIPTION:
At the regular City Council meeting on February 23, 1987, the City Council
appointed a subcommittee consisting of Councilmembers Moffatt and Snyder. The
purpose of the subcommittee was to review applicants for the vacant Dublin Housing
Authority Commissioner positions.
The City Council established the Dublin Housing Authority, and each
Councilmember is a member of the Board of Commissioners. State Law mandates that the
Board of Commissioners have at least two tenant commissioners. If the project has
residents over the age of 62, one commissioner must also be over age 62.
The Housing Authority provided notices of the openings to all households in the
Arroyo Vista project. They also used their newsletter to advise residents of the
process. Residents were required to obtain signatures of five tenants who supported
their application. A total of five applicants were interviewed on April 24, 1987:
Ms. Basgal, Executive Director, and Elizabeth Gessel, Project Manager, participated
in the interviews with the City Council subcommittee.
The Subcommittee has recommended the appointment of Ms. Peggy Taylor as a
Tenant Commissioner. Ms. Taylor fulfills the legal requirement to have one
Commissioner over the age of 62. The second recommendation is the appointment of Ms.
Deborah Gay.
It is recommended that the City Council confirm the appointment of Ms. Taylor
and Ms. Gay to serve a two-year term as Commissioners of the Dublin Housing
Authority. Staff also recommends that the City Council direct Staff to advise all
the applicants of their decision.
