Foss, City Manager /4---, SUBJECT: Approval of New Capital Improvement Program (CIP) Project— Dublin Sports Grounds Renovation Prepared by Meghan Tiernan, Facilities Development Manager EXECUTIVE SUMMARY: The City Council will consider the creation of a new Capital Improvement Program Project called the Dublin Sports Grounds Renovation Project. The proposed project will address site accessibility issues, replace the playground surfacing, upgrade the play equipment, provide shade at baseball dugouts, provide signage, and identify future improvements to be phased over time as funds become available. FINANCIAL IMPACT: There is approximately $600,000 in funding available and will span Fiscal Years 2015-16 and 00" 2016-17. The design work and initial improvements would begin in the current fiscal year, with an expected expenditure of $599,025 covered by two Housing-Related Parks Program grants from the State of California Department of Housing and Community Development. The City was awarded $432,450 in 2012 and $166,575 in June 2015. RECOMMENDATION: Staff recommends that the City Council approve the Addition of the Dublin Sports Grounds Renovation Project to the Five Year Capital Improvement Plan (CIP No. PK0416); and approve the budget change. (d ./\)_e_fb,,A ),A,„ Submitted By Reviewed By - '' Reviewed By Public Works Director Administrative Assistant City Manager Services Director DESCRIPTION: Staff is proposing the creation of a new capital improvement project to renovate the Dublin Sports Grounds. The following is a summary of the project. Page 1 of 2 ITEM NO 4.14 Background The Dublin Sports Grounds Master Plan was adopted in May of 1990. The Master Plan improvements were to be completed as a series of phases in order to allow renovations to take place as funds become available and also to allow for continued use of portions of the facility during reconstruction. All but the final phase has been completed. Over the last 25 years since adoption of the Master Plan, much of the park infrastructure has aged and is in need of modernization. Staff plans to revisit the Master Plan before proceeding with use of the grant funds. Revisiting the Master Plan also allows the City to consider the best uses for the area of renovation based on current demand and trends for outdoor sports fields and amenities. Dublin Sports Grounds Renovation Project The project will include design of various improvements to the park and associated amenities to be phased over time. The initial improvements include, but are not limited to: addressing site accessibility issues, replacement of the playground surfacing, upgrades to play equipment, provision of shade structures at baseball dugouts, and provision of signage. If the CIP is authorized, Staff will schedule a workshop with Dublin -based sports organizations and park users in the next couple of months to garner input on sports and recreational needs to identify the list of improvements needed to modernize the park and amenities. This information will be synthesized into a Renovation Master Plan with phasing alternatives and cost estimates. The Renovation Master Plan will be reviewed by the Parks and Community Services Commission and brought to City Council for final approval. On October 20, 2015 City Council meeting, the City Council received a report from Staff regarding revisions to the Dublin Crossing Development Agreement, resulting in additional community benefit payments. Staff included a recommendation, among other items, that a portion of those community benefit payment dollars be used to fund future improvements at the Dublin Sports Grounds.
