Foss, City Manager SUBJECT: Emergency Road Maintenance on Tassajara Road Prepared by Andrew Russell, City Engineer EXECUTIVE SUMMARY: The City Council will consider the authorization of funds associated with emergency repair work necessary for Tassajara Road. FINANCIAL IMPACT: The estimated cost to repair the roadway is approximately $235,000 and would be funded using Gas Tax dollars. RECOMMENDATION: Staff recommends that the City Council approve a budget change, authorize the use of Gas Tax funds for the emergency repairs to Tassajara Road and authorize payment to Toll Brothers, Inc., for the maintenance work. Submitted By Reviewed By Public Works Director Assistant City Manager DESCRIPTION: Public Works staff inspected a segment of southbound Tassajara Road near Moller Creek. During the inspection, staff identified a 560-foot long segment of southbound roadway that had settled, resulting in severe longitudinal cracks and differential settlement within the travel lane. Additionally, Staff identified voids in the roadway embankment at the Moller Creek culvert. The voids were adjacent to existing soldier pier retaining walls and seem to be a result of erosion from storm water runoff and potentially also from vibrations due to roadway traffic. The Public Works Director determined that repairs needed to be completed as soon as possible to prevent further damage or the possibility of losing portions of the southbound travel lane. Such further damage may have resulted in an unplanned closure of Tassajara Road. Public Works staff solicited qualifications and quotes from area developers and contractors. Toll Brothers Inc. with their contractor, RGW Construction Inc., responded with a quote for the work. ITEM NO. 4.5 Page 1 of 2 Since Toll Brothers was working within the area and their contractor had the necessary equipment and expertise, Staff directed them to proceed with the emergency repair work. Staff estimates the cost of the repair work to be approximately $235,000.00. Toll Brothers will be reimbursed based on actual time and materials used to make the repairs. The repair work began Thursday, October 22 and is anticipated to be competed the first part of November 2015. The Public Works Director authorized Toll Brothers to make the repairs to Tassajara Road. The emergency repair work includes: crack filling; grinding and installing geotextile fabric; asphalt concrete repairs; backfilling voids in the roadway embankment, installing soldier piles and wood lagging retaining walls, shoring, backfilling, installing an asphalt curb; and installing visqueen and sand bags to winterize the slope. The costs associated with the repair work on Tassajara Road will be paid from the Gas Tax Fund. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The Contractor placed portable message signs at each end of the work area to alert drivers of the work and potential delays. Staff spoke with Quarry Lane School and two adjacent homeowners associations to inform them of the urgent maintenance work and possible related travel delays. Information about the work was also posted on the City of Dublin website and sent to Public Works “Notify Me” subscribers. ATTACHMENTS: 1.
