Foss, City Manager SUBJECT: Community Grants Program Funding Priorities for Program Year 2016-2017 Prepared by Luke Sims, Community Development Director EXECUTIVE SUMMARY: The City Council will receive a brief report on funding allocations under the Community Grants Program as approved by the City Council for program year 2015-2016, discuss priorities for the upcoming Community Grants Program allocation process, and direct staff as to how funding should be prioritized for the 2016-2017 program year so that those priorities can be included in the call for proposals which will be initiated in November. FINANCIAL IMPACT: Funding for the Community Grants Program for Fiscal Year 2016-2017 will include an allocation of General Fund monies in the amount of $120,000, an estimated $60,000 in eligible Community Development Block Grant (CDBG) funds, and possibly $8,000 from the Affordable Housing Fund depending on eligibility. These funding levels are similar to recent year allocations with the exception of the CDBG program which may receive less funding in 2016-2017 due to the loss of one-time revenues available in the current year, but not guaranteed for next year. RECOMMENDATION: Staff recommends that the City Council discuss the prioritization of Community Grant Program funding for program year 2016-2017 and direct staff as to how the Council would like the funding prioritized in the upcoming year so staff can better inform prospective grantees during the Community Grant allocation process beginning in November, 2015. Reviewed By Assistant City Manager DESCRIPTION: The City of Dublin Community Grants Program provides financial support to local not-for-profit organizations serving the Dublin community. The program is supported through several funding sources including the Federal Community Development Block Grant (CDBG) program, the City’s ITEM NO. 8.4 Page 1 of 2 General Fund, and to a limited degree, the City’s Affordable Housing Fund. The Program has evolved in recent years due to the information gained from the Tri-Valley Human Services Needs Assessment completed in 2011, and the findings of the 2012 Human Services Task Force which helped better identify human service needs in Dublin. In part to assist the City Council in the Community Grants Program, the City Council formed the Human Services Commission in 2013. The Commission has since provided funding recommendations for the 2014-2015 and 2015-2016 program years. In making a recommendation regarding the Community Grants Program in January, 2014, the Human Services Commission suggested the City Council generally emphasize identified human services needs in Dublin when funding recipients of the Program. In particular, the Commission recommended that the Program not fund performing arts programs such as the Livermore Valley Opera and the Pacific Chamber Symphony to allow the City to better fund human services in Dublin. The City Council agreed and allocated the funds accordingly. This occurred again in the deliberations earlier this year when the Commission made its recommendations for the current program year. During the Strategic Planning Session on March 7, 2015, the Human Services Commission was invited to provide input on human services needs to help inform the City Council in developing its Two-Year Strategic Plan. As part of the discussion and exchange of ideas, some members of the City Council and the Commission stressed again the importance of focusing the Community Grants Program on funding not-for-profit service providers that helped serve the most critical human service needs. In addition, some expressed concern about using limited Community Grants Program grants to fund certain activities connected to the Dublin Unified School District when other funding sources may be available. Attachment No. 1 is a Three-Year Funding Summary showing which organizations and specific programs were awarded grants and the grant amounts for the past three grant cycles. It also includes a column showing the amounts originally requested by applicants for this year. Staff is preparing to launch the Community Grants Program for 2016-2017. The initial Grant Workshops are planned for November with submittals due in December. Staff is seeking direction from the City Council to confirm the funding priorities used in recent years, or indicate how the Council would like to prioritize the Community Grants Program going forward. The City Council direction can then be communicated to prospective applicants and taken into consideration when deciding to submit an application. How the Council would like to prioritize funding can also assist the Human Services Commission when they form their recommendation to the Council at their regular meeting on January 28, 2016.
