Foss, City Manager " Request for Renaming the Alameda County Fire Vehicle Maintenance Facility after Retired Alameda County Fire Chief William J. McCammon Prepared by Roger Bradley, Assistant to the City Manager EXECUTIVE SUMMARY: The City Council will consider a request from the Alameda County Fire Department (ACFD) to rename their City leased facility, which is used as a Vehicle Maintenance Facility, after Retired Alameda County Fire Chief William J. McCammon, its first Fire Chief. FINANCIAL IMPACT: ACFD indicates it will fund the full cost associated with changing the facility name, including installation of signage and assumption of liability for any repairs or its replacement. RECOMMENDATION: Staff recommends that the City Council approve ACFD's request to rename the Vehicle Maintenance Facility the "William J. McCammon Alameda County Fire Department Vehicle Maintenance Facility." "Reviewed By Assistant City Manager DESCRIPTION: The City received correspondence from Supervisor Scott Haggerty and ACFD Chief David Rocha with a request to rename the Alameda County Fire Vehicle Maintenance Facility, which is a building leased from the City at the City's Maintenance Facility, located at 5777 Scarlett Court, after Retired Alameda County Fire Chief William J. McCammon who was the first Fire Chief of ACFD. Chief McCammon, who retired in 2006, passed away suddenly in October of 2014. Specifically, ACFD would like to name the facility as follows: "William J. McCammon Alameda County Fire Department Vehicle Maintenance Facility." Page 1 of 2 ITEM NO. 3.3 ACFD has requested that the naming of the facility continue through the remaining term of its lease with the City, which is currently contracted through 2034. ACFD indicates that naming the facility after Chief McCammon is appropriate as he was instrumental in conceiving its fleet maintenance enterprise. As indicated within the letter of correspondence, ACFD will assume all costs for the renaming of the facility, including the installation of signage. Additionally, it will assume all responsibility for the maintenance and repairs of said signage consistent with its lease provisions, including returning the building to its original condition at the completion of its lease term. As a result, Staff is supportive of this request, and recommends that the City Council authorize the request of ACFD to name the facility after Chief McCammon. In order to realize this change, the Lease Agreement requires that the City provide its consent to place a sign on the facility. If the City Council approves the naming of the facility, the City Manager will provide written notification to ACFD of its decision. NOTICING REQUIREMENTS /PUBLIC OUTREACH: None. ATTACHMENTS: 1. The request is for the term of the ACFD lease of the facility which is currently through 2022 with the ;:i:::..; ability to extend. William J. McCammon served as the first fire chief of the ACFD, He died in his sleep one year ago on October 13, 2014. He was 61. At the time, he was the Executive Director of the East Bay Regional Communications System. Authority, which built and operates an inter - operable communications system. for 43 public agencies within Alameda and Contra Costa counties. He was also the President of the Alameda County Fair Board of Directors and Treasurer of the National Fire Protection Association's Board of Directors. He was born and raised in Oakland, California and received a B,S, degree in Agricultural Science and Management from the University of California at Davis. Chief McCarnmon was a Harvard University Fellow of the Executive Development Program for senior governmental officials. After completing his education, he sought a career in the fire service working first for the Dublin San Ramon Services District Fire Department where he spent two years before moving to the City of San Leandro Fire Department. During his fourteen years in San Leandro, he held the ranks of Firefighter, Engineer, Captain, Battalion Chief, and Deputy Chief/Fire Marshal prior to becoming the Fire Chief. ! 3F!r�T)�C r to F"i.8 F4- S3.�P Fi 4W-� z :r; I31V1. r,,E Chris Foss October 13, 2015 Page Two When Alameda County consolidated its unincorporated fire protection responsibilities into the ACFD, McCa7nrnon became the first Fire Chief of the newly formed department in 1 993. The department doubled in size under his leadership with the addition of contracts for service with the cities of Dublin and San Leandro and the Lawrence Berkeley National Laboratory. Chief McCammon implemented the hazardous materials response team, paramedic program, rescue company, water rescue program and the vehicle maintenance program. He led the effort to form the Alameda County Regional Emergency Communications Center, which handles fire and ambulance dispatch throughout most of Alameda County. Chief McCammon's list of involvement in addressing fire and emergency medical services issues at the local, state and national levels is impressive. He has served on numerous boards, commissions and associations, and has been appointed by several governors for leadership positions to address incident management, homeland security, fire service and other issues relevant to his expertise. He served as Immediate Past President of the California Fire Chiefs Association served two years as President Elect and two years as President. During these terms Chief McCammon led the California fire service through some difficult times including the selection of a new Fire and Building Code and the Southern California Fire Siege of 2003. As President, Chief McCammon testified before State Assembly Committees and the United States Congress on issues related to homeland security and the fire service. We believe the honor of naming the ACFD Vehicle Maintenance Facility is appropriate because the fleet maintenance enterprise was originally conceived by Chief McCammon in the late 1990s. Furthermore, he is a person that made exceptional contributions to the community and public safety achieving the public's trust and deserving of unique recognition. Recognizing the significance of this request and conscientious thought required in naming a public facility, we have waited to make the request after a year of his death. The ACFD is prepared to fund the full cost associated with the naming of the facility; as well as, assume the liability designated within the existing lease for any replacement or repairs in the future. The ACFD agrees to work with City staff to assure compliance with all applicable City ordinances. We appreciate your and the City Council's consideration of this request.
