The meeting was called to order at 7:02 pm by Mayor Haubert. ROLL CALL PRESENT: Councilmembers Biddle, Gupta, Hart, Wehrenberg, and Mayor Haubert ABSENT: None PLEDGE OF ALLEGIANCE The pledge of allegiance to the flag was recited by the City Council, Staff and those present. REPORT ON CLOSED SESSION ACTION Mayor Haubert stated that there was no reportable action during Closed Session. ORAL COMMUNICATIONS Proclamation for Leo J. Bruning 7:03 p.m. 3.1 th The City Council presented a proclamation to Mr. Bruning in celebration of his 100 birthday. Anil Muddasani, Dublin resident, provided public comment. CONSENT CALENDAR 7:38 p.m. Items 4.1 through 4.11 DUBLIN CITY COUNCIL MINUTES 2 VOLUME 34 REGULAR MEETING SEPTEMBER 15, 2015 On motion of Vm. Gupta, seconded by Cm. Hart, and by unanimous vote, the City Council took the following actions: Approved 4.1 the Minutes of the September 1, 2015 Regular City Council meeting. Adopted 4.2 RESOLUTION NO. 148 - 15 VACATING A PORTION OF AN EXISTING STORM DRAIN EASEMENT AT 6707 GOLDEN GATE DRIVE Adopted 4.3 RESOLUTION NO. 149 - 15 FINDING THAT THE DEVELOPERS HAVING OBLIGATIONS UNDER THE FOLLOWING DEVELOPMENT AGREEMENTS AND SUPPLEMENTAL AGREEMENTS AS AMENDED, HAVE COMPLIED IN GOOD FAITH WITH THE TERMS AND PROVISIONS OF THE AGREEMENTS FOR THE FOLLOWING PROJECTS: BRANNIGAN PROJECT, DUBLIN CROSSINGS, DUBLIN RANCH AREAS A-H, DUBLIN RANCH SUBAREA 3 (IRONGATE), DUBLIN RANCH WEST (WALLIS RANCH), DUBLIN TRANSIT CENTER MASTER AGREEMENT, DUBLIN TRANSIT CENTER C-1 & C-2 (DUBLIN STATION), DUBLIN TRANSIT CENTER E-1 (ESPRIT), FALLON GATEWAY SHOPPING CENTER / TARGET STORES, GATEWAY MEDICAL COMPLEX / TRIAD, HERITAGE PARK, JORDAN RANCH, MOLLER RANCH, PROMENADE COMMERCIAL MIXED-USE PROJECT, SCHAEFER RANCH SOUTH, AND SORRENTO EAST, AND CONCLUDE THE DEVELOPMENT AGREEMENT ANNUAL REVIEW FOR 2015 and concluded the Annual Development Agreement Review for 2015. Continued 4.4 by motion as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and the City of Dublin, and the threat to the safety and welfare of Dublin residents remains. Gupta having recused himself) the City Council directed Staff to end the study. OTHER BUSINESS 10:49 p.m. Vm. Gupta returned to the dais. By consensus, the City Council asked Staff to return on the October 6, 2015 Regular City Council meeting with information regarding a request from the public in relation to the Diwali holiday. ADJOURNMENT 10.1 There being no further business to come before the City Council, the meeting was adjourned at 11:07 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
