SUBJECT: Request for Waiver of Bid Requirement As Authorized by Municipal Code and
Authorization to Procure Barracuda Back-Up Appliance from ePlus Technology

EXECUTIVE SUMMARY:
Based on the City's requirements for a data back-up solution, the Barracuda appliance offered
by ePlus Technology, Inc. best meets the City's needs. The Municipal Code allows for the
competitive bidding process to be waived when purchasing goods of a technical nature, and
after a thorough review of known products and a comparison of features which would most
closely meet the City's needs at the lowest cost. The Municipal Code requires the City Council
to authorize purchases in excess of$45,000 which use this type of arrangement.
FINANCIAL IMPACT:
The cost of the Barracuda back-up solution purchased from ePlus Technology, Inc. is $70,239.
Sufficient funds for this purchase exist in the Fiscal Year 2015-16 Information Technology Fund
Budget.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Authorizing Staff to Procure the
Barracuda Back-Up Solution from ePlus Technology, Inc.

DESCRIPTION:
The City maintains two data back-up solutions for compatibility with both virtual servers and
physical server hardware. Data is archived to disk appliance and then to tape media that is
stored at an offsite location. The 2015 IT Master Plan recommends the acquisition of a single
solution for back-up of both virtual and physical servers. A further enhancement would be the

elimination of tape media in favor of longer retention periods with a Cloud-based storage
provider.
The City contacted various back-up system vendor representatives for information,
demonstrations, and product pricing. The solutions that most closely met the City's needs and
pricing are as follows-

After research and reference checking with municipal agencies, Staff believes that the features,
functionality, service, and support offered with the Barracuda 990 best meets the City's needs.
Section 2.36.100(B)(4) of the Municipal Code allows for exceptions to the typical public bidding
process when goods of a technical nature, where it would be difficult for a vendor to bid on a
standard set of specifications, and the Purchasing Agent undertakes a thorough review of
known products and a comparison of features which would most closely meet the city's needs at
the lowest cost. Purchases made in this manner that exceed $45,000 shall be approved by the
City Council (Section 2.36.090). ePlus Technology, Inc. offers the Barracuda 990 to the City at
the highest available manufacturer discount.
The Barracuda solution includes unlimited Cloud retention of data back-up, annual technical
support, instant hardware replacement warranty, and appliance replacement after four years.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING STAFF TO PROCURE THE BARRACUDA BACK-UP SOLUTION
FROM E+ TECHNOLOGY, INC.
WHEREAS, the City requires the replacement of its data back-up infrastructure; and
WHEREAS, Staff evaluated many back-up solutions and determined that the Barracuda
back-up solution best meets the City's needs; and
WHEREAS, E+ Technology, Inc. presented the best pricing offered by the manufacturer
for the Barracuda back-up solution; and
WHEREAS, Section 2.36.100(B)(4) of the Dublin Municipal Code allows for exceptions
to the typical public bidding process when goods of a technical nature, where it would be
difficult for a vendor to bid on a standard set of specifications, and the Purchasing Agent
undertakes a thorough review of known products and a comparison of features which would
most closely meet the city's needs at the lowest cost; and
WHEREAS, the selection of the back-up solution meets this requirement; and
WHEREAS, if the purchase being made exceeds $45,000 the City Council must
authorize the purchase (Section 2.36.090); and
WHEREAS, the cost of the Barracuda back-up solution from E+ Technology, Inc. will not
exceed $70,239.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
hereby authorizes the City Manager as Purchasing Agent to procure in Fiscal Year 2015-2016
the Barracuda back-up solution from E+ Technology, Inc. at a cost not to exceed $70,239 and
as described to the City Council on September 15, 2015.
