EXECUTIVE SUMMARY:
The Mayor is recommending the appointment of three middle school and ten high school youth,
along with three alternates, to the Youth Advisory Committee for the term of June 2015 through
May 2016.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council confirm the Mayor's appointments to the Youth Advisory
Committee for the 2015 — 2016 term.

DESCRIPTION:
Youth Advisory Committee Appointments
The term of office for the 2014-2015 Youth Advisory Committee (YAC) expired on May 31,
2015. During the month of April 2015, recruitment efforts took place to encourage middle school
and high school students to apply for appointment to the upcoming term.
At the May 19, 2015 meeting, the City Council requested Staff to review the current composition
of the YAC and present potential alternatives to the composition and appointment process. At
the June 16, 2015 City Council meeting, Staff presented various composition and appointment
alternatives, and the City Council decided to keep the current composition of up to 13 members

and three alternates, unchanged. For the appointment process, the City Council decided that
Staff would recommend appointments to the Mayor, and after review and consideration of
Staff's recommendations, the Mayor would recommend appointments to the YAC to the City
Council.
Per the Bylaws and Rules of Procedure for the YAC, the composition of the Committee is
composed of a minimum of nine and a maximum of 13 youth members and three alternates. At
least three must be from middle school and six from high school. In the event that there are
insufficient applications to meet the middle school to high school ratio, the Mayor may make
appointments from any of the grade levels. Additionally, there are four non-voting adult
members representing Dublin Police Services, Dublin Unified School District, Dublin Chamber of
Commerce, and the At-Large Community.
The Mayor, with the approval of the City Council, appoints the youth members, the one at-large
adult member and the three alternates. The remaining three adult members are appointed by
their representing agency/body.
Sixty applications were received for the youth member positions by the application deadline; 11
are middle school students and the remaining 49 are high school students. Staff recommended
to the Mayor 13 members and three alternates based on the content of the applications and the
grade-levels to ensure the minimum grade requirements have been met.
The Mayor reviewed and considered Staff's recommendation and recommends appointment of
the following middle and high school students to the 2015-2016 YAC:

This year, no applications were received for the adult at-large community member. The
application period for the adult at-large community member will remain open until filled.

NOTICING REQUIREMENTS/PUBLIC OUTREACH:
The openings for the appointments were advertised at the local middle and high schools, on the
City's website and a press release was distributed to local media.
