Foss, City Manager " SUBJECT: Senior Center Marquee Prepared by Micki Cronin, Assistant Director of Parks and Community Services EXECUTIVE SUMMARY: The City Council will consider approval of an electronic marquee that would be installed in front of the Dublin Senior Center on Amador Valley Boulevard to promote the City's programs and services. The Dublin Senior Foundation has pledged a $30,000 contribution toward the project. FINANCIAL IMPACT: The estimated cost to purchase and install the marquee is $60,000. The Dublin Senior Foundation will contribute $30,000 towards the project, and approximately $30,000 will come from the General Fund. Sufficient funding was appropriated in the Fiscal Year 2014-2015 Senior Center facility budget to move forward with the project. RECOMMENDATION: Staff recommends the City Council approve the electronic marquee for the Dublin Senior Center. Submitted By l Reviewed By Parks and Community Services Director Assistant City Manager DESCRIPTION: Staff explored the installation of a marquee to be located in front of the Senior Center near the intersection of Amador Valley Boulevard and Starward Drive. The marquee would primarily be used to display Senior Center events and programs, and City-wide events. The study analyzed the types of marquees that would be appropriate for the site, including identifying potential locations, determining the appropriate size of the marquee for the site, and obtaining preliminary cost estimates from several vendors. Page 1 of 2 ITEM NO. 8.1 The conceptual design is a two-sided electronic reader board sign mounted on a pedestal with architectural detailing that will complement the Senior Center architecture (Attachment 1). The overall scale of the marquee is 6-feet 6-inches tall and the base is 10-feet 6-inches long similar to the existing Dublin Senior Center / Wicklow Square sign to the east of the building at the parking lot entrance near Grocery Outlet. As proposed the marquee would be installed in a landscape area at the northwest corner of the parcel (Attachment 2). The area is currently lawn. As part of the project the turf would be removed, and the irrigation modified to a drip system for drought tolerant plants. When selecting plant varieties and placement, consideration will be given to the aesthetics and the readability of the sign. The cost estimate for the conceptual design including the necessary landscape modifications is approximately $60,000. The Dublin Senior Foundation will contribute $30,000 towards construction of the marquee and the remaining balance will be funded by the City's General Fund. In recognition of the Dublin Senior Foundation donation, the marquee would include a permanent plaque acknowledging the organization. Staff presented the proposed conceptual plan to the Senior Center Advisory Committee on March 5, 2015 and on May 7, 2015, the Advisory Committee voted unanimously to recommend approval of the conceptual plan to the Parks and Community Services Commission. The Parks & Community Services Commission heard the item on May 18, 2015, and voted unanimously to recommend approval of the concept plan to City Council. Upon City Council approval, Staff will proceed with the design, fabrication and installation of the marquee and plaque, which are anticipated to be completed this fall. NOTICING REQUIREMENTS/PUBLIC OUTREACH: A notice was sent to property owners within 300-feet of the Senior Center parcel. A copy of the Staff Report was sent to the Dublin Senior Foundation, the Senior Center Advisory Committee and the Parks and Community Services Commission. ATTACHMENTS: 1.
