Foss, City Manager " SUBJECT: Implementation of Parking Regulations along Bloomington ay Prepared by Obaid Khan, Transportation and Operations Manager EXECUTIVE SUMMARY: The City Council will consider changes to parking regulations along Bloomington Way at Putnam Court. These regulations are recommended in order to increase intersection sight distance for motorists exiting Putnam Court and to improve traffic safety at the intersection. FINANCIAL IMPACT: The cost to implement the no-parking zone along Bloomington Way can be accommodated in the Fiscal Year 2014-2015 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council adopt the Resolution Amending the Dublin Traffic Code Approving Parking Regulations along Bloomington Way. "ubmitted By Reviewed By Public Works Director Assistant City Manager DESCRIPTION: Staff received a request from a Putnam Court resident to refresh the red curb paint at the corner of Bloomington Way and Putnam Court. This action was requested to prevent vehicles from parking next to the intersection and obstructing the sight visibility of motorists exiting Putnam Court. Staff found no evidence or documentation that the curb had been painted red in the past. However, a field investigation did show a need to improve sight visibility at the intersection. The combination of parked vehicles next to the intersection along with the horizontal and vertical curvature of the roadway impacts motorist's visibility exiting Putnam Court. In order to improve the sight visibility, staff is recommending the implementation of a no-parking zone along a 40' section of Bloomington Way northeast of Putnam Court. This regulation will increase the distance in which a motorist on Putnam Court can see approaching traffic from Bloomington Way. The proposed action will remove two parking spots. This portion of Bloomington Way has Page 1 of 2 ITEM NO. 4.2 no fronting homes and staff has determined there is sufficient on-street parking in the area to accommodate demand. Location Map Page 2 of 2 RESOLUTION NO. — 15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING REGULATIONS ALONG BLOOMINGTON WAY WHEREAS, on-street parking is currently unrestricted near the intersection of Bloomington Way and Putnam Court; and WHEREAS, it is important to provide adequate sight visibility at the intersection of Bloomington Way and Putnam Court; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation: Section 1: The following language shall be added to Section 6.28.010 ("No Parking Zones: Designated") of the City of Dublin Traffic Code: Bloomington Way On the northwesterly curbline, from a point 20 feet northeasterly of the prolongation of the northeasterly curbline of Putnam Court, northeasterly a distance of 40 feet.
