RECOMMENDATION: 1) Direct staff to submit applications for $ 92,057 in CDBG funding for Fiscal Year 2001/2002 as outlined below: · City of Dublin - Sidewalk Ramps $ 9,523 · Dublin Housing Authority - Arroyo Vista Roof Repair $ 42,000 · Allied Housing Inc.- Tri-Valley Housing Scholarship $10,000 · Valley Community Health Center - Senior Support $ 7,500 · City of Dublin - Minor Home Repair (mandatory) $16,434 · Program Administration $ 6,600 TOTAL: $ 92,057 FINANCIAL STATEMENT: (see discussion below) g:\cdbg\stfrpts\2-00 ccsr for fy 01-02 cdbg projects COPIES TO: In-House Distribution ITEM NO. DESCRIPTION: The City has participated in the Alameda County Urban County Housing and Community Block Gram (CDBG) Program since 1982. During this current Fiscal Year (Fy 2000/2001), the City received $ 88,646 in CDBG funding. These funds were allocated as follows: 1. Jurisdiction Improvement Projects (broken down as shown below) $ 66,268 · City of Dublin - Sidewalk Ramps $10,268 · Dublin Housing Authority - Arroyo Vista Roof Repair $ 38,500 · Allied Housing Inc. - Tri-Valley Housing Scholarship $10,000 · Valley Community Health Center - Senior Support $ 7,500 2o Housing Rehabilitation (Minor Home Repair/Grants) - Mandatory $15,778 3. City General Administration $ 6,600 DUBLIN'S TOTAL 2000/2001 CDBG FUNDING $ 88,646 JURISDICTION IMPROVEMENT PROJECT STATUS FOR CURRENT FISCAL YEAR City of Dublin - Handicap Sidewalk Ramps The City will be constructing 10 concrete handicap ramps at various curb returns within the residential areas of Dublino The City will be going out to bid for this project this month. The bid opening will occur in mid-March and construction of the ramps is proposed for April. Dublin Housing Authority - Arroyo Vista Improvements The Dublin Housing Authority received CDBG funds for this fiscal year to repair and/or replace leaking and damaged roofs' in approximately 7 Arroyo Vista residential buildings. With additional funding assistance from the City of Pleasanton, Arroyo Vista will be re-roofing a total of 12 buildings. The goals and objectives of this project are to maintain a useful life of the Arroyo Vista property through repairing leaking and damaged roofs that have occurred from prior leaks, and to provide employment opportunities for public housing residents through federal construction contract requirements. The Dublin Housing Authority has identified trees that need to be pruned or removed before roof work can commence. The Authority entered into a contract for tree pruning services. The re-roof project has gone out to bid. Allied Housing, Inc. - Tri-Valley Housing Scholarship Program (TVHSP) Allied Housing has been working extensively with three Dublin residents offering case management services. These services involve personal counseling; housing information; and job training linkage, which would enable participating low-income families to obtain full-time employment and become self- sufficient. All clients are full-time students preparing for full-time employment. One of these Dublin clients has been approved for rental subsidies and the remaining two are prospective clients for housing. In order to implement the rental subsidy portion of the TVHSP, additional funds are necessary, and they cannot be CDBG funds. The funding sources for providing rental subsidies can be HOME funds, the City' s in-lieu funds, or other City funding sources. Since the last HOME funding cycle for Fy 00-01 was inadvertently missed, Allied Housing, Inc. is requesting an allocation of $36,000 in housing in-lieu funds from the City for providing rental subsidies (see letter, Attachment 3). This request is discussed under a separate City Council agenda item. Valley Community Health Center - Senior Support Services The Valley Community Health Center is currently providing case management services for seniors in Dublin. A total of 15 seniors will be assisted through this program by the end of this Fiscal year. FINAL FISCAL YEAR 2001/2002 CDBG ALLOCATION Dublin's CDBG allocation for Fiscal year 2001/2002 is $ 92,057 (see Exhibit A). The Alameda County Housing and Community Development Department - Urban County staff (County HCD) uses a formula for determining the amount of funds that must be used for certain project categories. The CDBG funds for next Fiscal year may be spent as follows: Jurisdiction Improvement Projects $ 69,023 Housing Rehabilitation $16,434 General Administration $ 6,600 TOTAL $ 92,057 The City has flexibility in the distribution of the Jurisdiction Improvement Projects category and in the General Administration funds. The funds allocated for Housing Rehabilitation must be reserved at the level assigned by the County. ~he Planning Department received four project applications, which fall under the Jurisdiction Improvement Projects category. The projects for City Council's review include one City of Dublin project (Sidewalk Access Ramps); one Dublin Housing Authority project (Arroyo Vista Roof Repair); and two additional outside agency projects: Allied Housing Inc.'s Tri-Valley Affordable Housing Scholarship Program; and Valley Community Health Center's Senior Support Services Program. After the City Council decides how the City's CDBG project funds will be distributed, the appropriate applications must be submitted to the County HCD by February 9, 2001. Because the City participates in the Urban County CDBG Program under an annual agreement, it will be necessary to re-apply for CDBG funds for the 2001/2002 program year. Once the County HCD reviews and approves DUblin' s project applications, a program agreement between the City and the County HCD will be drafted, which the City Council will need to authorize in May of this year. The final City-County agreement will then be submitted to the federal Housing and Urban Development Department in June of this year. CDBG JURISDICTION IMPROVEMENT PROJECTS FOR CONSIDERATION City of Dublin - Sidewalk Access Ramps for Handicapped Accessibility As part of the City of Dublin Sidewalk Program, the Public Works Department is requesting $ 68,400 in CDBG funds to install approximately 57 concrete handicap ramps at various curb returns within the residential areas of Dublin (see Attachment 2A). Each ramp would cost approximately $1,200, which includes construction and administrative costs. The goals and objectives of this project are to comply with the Americans with Disabilities Act and meet the needs of handicapped residents in the City of Dublin. The project would be initiated early next year and completed inthe Spring of 2002. Even after the construction of 57 ramps is completed, there would still be a need to construct 99 ramps throughout the City. This project qualifies for CDBG funding under "Removal of Architectural Barriers." Dublin Housing Authority - Public Facilities and Improvements The Dublin Housing Authority has requested $ 42,000 in CDBG funds to cover the costs of repairing/replacing leaking and damaged roofs on approximately 7 additional buildings at the Arroyo Vista housing complex (see Attachment 2B)o The Alameda County Housing Authority has also applied for $32,500 of the City of Pleasanton's CDBG funds for replacing additional roofs at Arroyo Vista. To date, 43 roofs have been repaired at Arroyo Vista, which includes the recreation hall. Twelve roofs are expected to be completed this Fiscal Year, which will bring the total number of roofs 'that will be completed by the end of this Fiscal Year to fifty-five. The' Arroyo Vista 150-unit subsidized housing complex provides much needed housing for very low income families within the City of Dublin. The goals and objectives of the improvement project would be to maintain a useful life of the Arroyo Vista property through repairing and/or replacing leaking roofs and damaged roof members that have occurred from prior leaks, and to provide employment opportunities for public housing residents through federal construction contract requirements. This project qualifies for CDBG funding under "Public Housing Mo/:leruization." Allied Housing, Inc. - Tri-Valley Housing Scholarship Program Allied Housing, Inc. has requested $ 20,000 in CDBG funds to cover the cost of case management services for 3 Dublin households as part of the Tri-Valley Housing Scholarship Program (TVHSP). The services proposed include outreach, assessment~ assistance with vocational training, housing, and referrals to employment for low-income individuals and families. The goal of this program is to assist low-income individuals and families that are in a housing crisis and cannot afford market-rate rents while completing job training and/or educational programs at local schools, to become employed and eventually become self-sufficient. Case management services can be paid with CDBG funds. The rental subsidy portion can only be paid with HOME funds or the City' s in-lieu funds. The amount of funds required for the rental subsidy portion of the TVHSP is $36,000. Three Dublin clients can be served with the $10,000 in case management and $36,000 for housing subsidies. 4 Most of the program's students are on welfare and due to high rental costs in the Tri-Valley, are unable to afford rents unless they drop out of school and go to work prematurely. Allied Housing, Inc. provides rental subsidies to qualified students and works with rental property owners in having them provide substantially below market rents. This project qualifies for CDBG funding under "Public Services - General." Valley Community Health Center (VCHC) - Senior Support Services The VCHC has requested $ 7,500 in CDBG funds to provide case management services to 15 new seniors and their families in Dublin. Case management services involve making an initial assessment of a senior' s living situation and needs. The assessment consists of an evaluation of the senior' s physical, mental and emotional status, and an assessment of the needs for assistance with daily living activities. This project qualifies for CDBG funding under "Senior Services." CONTRACTS WITH AGENCIES PROPOSING NON-CITY PROJECTS If the Council approves funding for the Dublin Housing Authority; Allied Housing, Inc., and VCHC projects (all non-city project), Dublin would need to enter into a separate contract with each agency for purposes of project administration and fund tracking purposes. STAFF RECOMMENDATION All of the above projects meet the CDBG program's national objectives of benefiting low and moderate income persons (Arroyo Vista Roof Repair Project; Tri-Valley Housing Scholarship Program; VCHC Senior Support Program) and persons with physical disabilities (City's Handicap Ramp project) and they are all eligible uses of CDBG funds. However, the total amount requested for all projects exceeds Dublin's total CDBG funding allocation. The City Council may allocate CDBG funds among eligible Jurisdiction Improvement Projects as they choose, and they may consider other eligible projects that have not yet been proposed. The City also has the flexibility in the distribution of Jurisdiction Improvement and General Administration funds. Staff recommends that the City fully fund the Dublin Housing Authority Roof Repair project ($ 42,000) and the VCHC Senior Support program ($ 7,500). Staff recommends partial funding of the Allied Housing Inco Tri-Valley Housing Scholarship Program ($10,000). Staff concluded that this amount is more proportional to the amount of Dublin students targeted for case management services compared to the amount of students targeted for the cities of Pleasanton and Livermore. The remaining funds ($ 9,523 - 8 sidewalks) would be used for the City's Access Ramp project. Staff also recommends that the full General Administration amount of $ 6,600 remain the same. If there are any remaining General Administration funds at the end of Fiscal year 2001/2002, these funds can be allocated to City projects approved for the following Fiscal year. Funding the construction of approximately 8 sidewalks for handicapped accessibility would show the City' s good faith compliance with the Americans with Disabilities Act. This Act requires that facilities and programs that receive public funds be accessible and useable by people with disabilities. The City would benefit from any physical improvements that are made at the Arroyo Vista community. CDBG funds used for repairing/replacing leaking or damaged roofs would help the City with deferred maintenance costs at the Arroyo Vista complex. The City of Dublin has very limited low income housing. The Dublin Housing Authority' s project furthers the City' s housing goals for retaining any existing subsidized housing for very low-income individuals and families. With these physical improvements, the Arroyo Vista community will become 'more attractive and livable, where residents will be able to take pride in their Dublin community. Allied Housing Inc. 's Tri-Valley Housing Scholarship Program would benefit Dublin students that are in need of below market rate housing. This would give students the opportunity to complete their vocational training and/or educational programs so that they can secure employment and become self-sufficient to a point where they would no longer need housing assistance. This is a very pro-active program, that promotes self-sufficiency and less reliance on public assistance, which would help relieve a jurisdiction' s responsibility for providing affordable housing and social services. This program would assist the City in accomplishing its goals as part of the City Housing Element. The VCHC Senior Support project would highly benefit Dublin seniors in need of support services, such as needed medical assistance and/or assistance with daily living activities. This program also assists the families of the seniors. The recommended allocation for Fiscal year 2001/2002 CDBG funding is as follows: 1. Jurisdiction Improvement Projects AMOUNT REQUESTED RECOMMENDED ALLOCATION · Access Ramps for Handicapped Accessibility · Arroyo Vista Roof Improvements · Tri-Valley Housing Scholarship Program · Senior Support Services $ 68,400 $ 9,523 $ 42,000 $ 42,000 $ 2O,OOO $10,000 $ 7,5OO $ 7,5OO TOTAL $ 137,900 $ 69,023 2. The funds will be used for the program coordination and the case-management services that will support housing assistance that benefit Dublin residents. Most current Tri-Valley Housing Scholarship recipients receive their vocational training from the Chabot-Las-Positas Community College District. Most of these recipients are head of households, finding a way to upgrade their skills while managing a very-low income budget. The Housing Scholarship program provides relief So those family providers can stay in school and obtain the skills necessary to support their families. Due to the dramatic increases in rent, low-income families have struggled to stay in their communities. The Housing Scholarship Program does not meet the vast need for affordable housing, but it does support some families that are committed to the hard work it takes to become self-sufficient. The City of Pleasanton and the City of Livermore have enthusiastically supported the Housing Scholarship program, now in its third year. We hope that the City of Dublin can continue be apart of the Tri-Valley partnership, and help support Dublin residents families that are striving to make a difference. We look forward to working with you and appreciate your support. Ann M. Johnson // Program Manager Housing Scholarship Program /5 2. 3. 4. 5. Box 2340 Dublin, California Re: Community Development Block Grant Application Thank you for the oppommity to summit the enclosed application for the Community block grant year 2001-2002 Valley Community Health Center Senior Support Program addresses the needs of the aging-population in our community. Chronic illnesses and the "wearing ,out" process can prevent seniors from maintaining an independent life. The common practice of rapid discharge from hospitals compounds the problem, as seniors are routinely discharged long before fully convalescing. They are in enormous need of assistance. For these seniors, as well as many others who have disabilities, simple tasks such as bathing, dressing, cooking, shopping and handling financial affairs are extremely difficult, if not impossible. If left alone, the seniors inability to perform these daily tusks necessitates institutionalization. The financial' burden of gtutionalization can quickly deplete an entire lifetime of savings. When a senior no longer has the resources to pay for care, society must bear the burden, as tax dollars subsidize instimtionalization. Valley Community Health Center's Senior SuppOrt Program has been. providing services for Dublin seniors since 1981. Services offered through this program include senior health screening, case management, elder abuse prevention, in-home reassurance (friendly visiting), choreworker registry services, in-home counseling, and information and referral services. Through the case management service, seniors are visited in their homes and an initial assessment is made of the living situation and needs. This assessment consists of an evaluation of the senior' s physical, mental and emotional status, as well as their need for assistance with daily living activities. After the initial visit, a care plan is formulated with the senior and their. family. This plan includes locating, arranging and overseeing services such as transportation, meals, safety devices, and in-home companions and workers. Referrals are made and services are coordinated with physicians, home health nurses, social workers, attorney and other professionals. Assistance is provided in applying for Medi-Cal, food stamps and SSI and in handling Medicare and health insurance billing. The situation is monitored on an ongoing basis at intervals appropriate to .the individual needs of the senior, and care plans are modified as necessary. Another vital component of this program is the provision of support and educational services for the elder and their family. This support can be crucial when decisions of whether the eider should remain at home or not arise. Our case managers help to make the transitions easier on the families. Once again, thank you for your past support and the oppommity to apply in this funding cycle. If you have any questions I can be reached at 93 1-5378. We have entered into an agreement with the city for CDBG funds, but still need funds for rent subsidies for the clients. There are limited resources to pay rent subsidies for the Housing Scholarship Program. Two sources identified include HOME Funds (which are currently used in Livermore and Pleasanton) and "in-lieu" funds. Our plan is to work with the city when Dublin applies for HOME funds for fiscal year 2001-2002. For this fiscal year, 2000-2001, we are asking that "in-lieu" funds be utilized to provide a $6,500 rental subsidy for one Dublin resident with whom the TVHS program has' closely worked. This amount will be utilized to cover the estimated security deposit of $2,500 and a rental subsidy of up to $1000 per month for March 2001 through June 2001. Our goal is to help support families who want to stay in the City of Dublin and support a strategy for reducing their housing cost to income ratio so that they can manage their family needs. We anticipate that Allied Housing will serve three (3) families from Dublin, and project needing $36,000 for rent subsidies for the 2001/2002 Fiscal Year. Our average annual rent subsidy cost per family is $12,000 for market rents between $720 and $1300. A CDBG application for the case-management portion for services and program operations'has been submitted for this fiscal year. The "in lieu" and/or HOME funds will only be used for rental subsidies and deposits for Attachment 3 City of Dublin residents. For the entire Tri-Valley area, including Dublin, we intend to service 12 families during the next fiscal year. Students approved for the program are in progressive job skill classes at Las Positas College, Chabot, Western Career College, and Hayward Adult School. The Housing Scholarship model is only successful with a commitment for tenant subsidies and case management working together. Dublin can make a difference in helping our families at poverty level who are trying to better themselves. We respectfully request that "in-lieu" funds be approved for rental subsidies for this program, Program Manager Allied Housing Inc. Attachment 3
