DESCRIPTION: At the September 5, 2000 meeting, the City Council approved the
Design Development of the Civic Center Library prepared by BSA Architects. The consultant has provided
permit plan sets for review to the City departments, has received comments and incorporated them into
the Bid Set~ Pacific Program Management, Construction Managers has also provided a separate
constructability review, these comments have also been incorporated in the Bid Set.
The consultant is proposing one change to the design previously approved by the City Council. The
reconfiguration of the existing parking lot will impact the front entrance to the Civic Center with
increased pedestrian traffic from the East Side of the parking area. The Library Design Committee agreed
that a better and more open "front door" at the Civic Center would serve to reinfarce the connection
between the Library and the existing Civic Center and provide better pedestrian flow to the building from
the parking area. (See attachment 1) This new design element will require that the Monego memorial be
relocated.
The attached plan of the Civic Center courtyard shows the proposed area for the relocation. (See
attachment 2) The proposed area is protected and provides seating space that is currently not available in
the existing location. The space is more intimate allowing for a more contemplative environment. The
proposed area is also quieter and will allow for gatherings that will not require a PA system.

Further, the consultant has prepared exhibits and materials to illustrate the interior finishes and
furnishings. The exhibits include the proposed flooring selections, wall coverings, furnishings and
fabrics.
The consultant will present a synopsis of the plans, the finishes for the building, the updated cost estimate
and current schedule status.
It is the recommendation of Staff that the City Council take the following action;
1 Receive presentation from the Consultant
2 Receive public comment
3 Approve Library design modifications
4 Approve Interiors selections
5 Authorize Staff to solicit bids for construction of the new Library.
