Terra, Division Chief/Fire Marshal EXECUTIVE SUMMARY: In July of 2011, the City Council directed Staff to proceed with implementing a multiple-step process to increase the number of Public Access Automatic External Defibrillators (AEDs) within the City of Dublin. Since then, Staff has used a variety of strategies which have resulted in the number of AEDs doubling within the community. Staff would like to continue with the efforts to increase the availability of AEDs by focusing on partnerships with the schools who would like an AED. FINANCIAL IMPACT: The City has appropriated $25,000 in the 2014/15 Fiscal Year Operating Budget for the development and implementation of an AED program. RECOMMENDATION: Staff recommends the City Council receive the report and provide Staff with direction on possible program implementation. Reviewed By Assistant City Manager DESCRIPTION: Following the City Council's direction in 2011, Staff began a multiple-step process to increase the number of Public Access Automatic External Defibrillators (AEDs) within the community. The first step was to implement the objectives outlined in the July 19, 2011 (Attachment #1) Dublin City Council Staff Report. Staff implemented all six items noted under objective one. These efforts resulted in the number of AEDs in the community increasing from 25 to 51 (Attachment #2). The majority of this increase came when Dublin Police Services installed AEDs in all patrol cars. While the implementation of first objective has been met, the second objective has been more challenging. Page 1 of 2 ITEM NO. 7.2 Under objective two, Staff was asked to concentrate on specific business types in an effort to get AEDs in locations where there are large numbers of people, or where AEDs will more likely be needed. To date, most of the sporting venues, gyms, medical, and city facilities within the community have AEDs. However, when it comes to large businesses within the community, the percentage of AEDs is less. The lack of AEDs within large businesses is an issue that has received much attention of late. In fact, the California Supreme Court recently ruled that large retailers have no legal obligation to keep defibrillators on hand for customers. As a result of this ruling and the inability to mandate AEDs in these locations, Staff began focusing its efforts on public and private school sites. Staff has reached out to all of the public and private schools within the community in an effort to determine their willingness to partner with the City on placing additional AEDs at these locations. Staff sent letters as well as followed up with phone calls to each administrator's office. To date, Staff has received two positive responses from Quarry Lane and Valley High Schools. The other public school sites have responded with concerns over risk management and implementation of having AED devices on their respective campuses. St. Raymond's School and Church maintain an AED device on site and Dublin High School also maintains an AED device. The City did not receive any response from Valley Christian School. Given the limited response following extensive outreach, Staff is seeking direction from the City Council on how to proceed with an AED Program. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None. Shaffer, Deputy Fire Chief and Bonnie Terra, Fire Marshal EXECUTIVE SUMMARY: In March 2011, the Dublin City Council: directed staff to form a joint task'force comprised of City staff, the Dublin Chamber of Commerce, Alameda County Emergency Medical Services (EMS), and the Alameda County Fire Department. The purpose of the Task Force is to increase the number of Automatic External Defibrillators (AED) in the community, increase the awareness level of the business community as to the importance of AEDs and provide informational material on the County's Public Access Defibrillator (PAD) program for those interested in making AEDs available at their place of business. FINANCIAL IMPACT: There is no financial impact to this action at this time. RECOMMENDATION: Staff recommends that the City Council review the report and provide Staff with direction. Submitted By evie ed y Deputy Fire Chief Assistant City Manager Page 1 of 3 ITEM NO. 6 DESCRIPTION: Following City Council's direction, an AED Task Force was formed that consisted of Assistant City Manager Foss, Deputy Fire Chief Shaffer, Chamber of Commerce CEO Nancy Feely, Assistant Chief Caminada (ACFD's Emergency Medical Services Program Manager), Fire Marshal Bonnie Terra, Community Outreach Officer Knowles (ACI=D), and John Von Hof (Alameda County Emergency Medical Services). Discussion The Task Force met several times over the past several months to develop a program with the requisite components necessary to implement the City Council's direction. The following goal statement with corresponding objectives was developed: Goal: Increase the number of AEDs located within Dublin by partnering with the business community as well as City employees and contracted staff. Obiectives: 1. Develop and provide informational material to new and existing businesses, City staff, and the community at large that articulates the benefits of an AED program and the Alameda County Public Access Defibrillator (PAD) program. a. Develop educational material for distribution that include the benefits of AEDs in the community, the chain of survival, program requirements, protections available to the layperson, how to get more information, etc. b, Provide AED educational material to businesses applying for a Conditional Use Permit (CUP) or a business license that outlines any existing AED requirements and the benefits of an AED program. c. Work with the Chamber of Commerce to send out the informational material to existing and new businesses via email blasts and targeted presentations at Chamber functions d. Provide AED educational material to City staff on the location, benefits, and use of AEDs. e. Work with_ Dublin Police Services to explore the _possibility of deploying AEDs in police cars. f. Provide informational material directly to the community at community.events attended by public safety personnel. 2. Concentrate on facilities identified as a priority location for an AED (see Attachment 1) to encourage the deployment of an AED program. a. Prioritize list of businesses that have been identified as locations where AEDs are recommended. b. Schedule meetings with the managers of the priority facilities. c. Report back to the City Council on the program d. Produce draft documents of information identified in Goals 1 & 2. Page 2of3 e. Make a presentation to the City Council on the work that has been done to date along with an overview of the developed program. In addition to developing.the goals and objectives, staff has already met with the management of Regal Cinemas and provided follow up information on the benefits of,having an AED program and the positive impact such a program can have for their employees and visitors. Also, copies of the brochures (Attachment 2) have been provided by Alameda County EMS for distribution at community events and at City facilities. Possible Next Steps Depending on the City Council's direction, possible next steps may include the following: 1. Further develop the outreach program and implement the stated objectives 2. Work with the Chamber of Commerce to schedule opportunities for staff to make an AED presentation (Attachment 3) to new and existing businesses 3. Seek alternative funding options and/or prepare a budget request for AEDs in police vehicles 4. Meet one-on-one with priority businesses to provide education and assistance in beginning an AED program 5.
