SUBJECT: Irrigation Controller Upgrades —Authorization to Bid Contract#14-16

EXECUTIVE SUMMARY:
The City Council will consider an authorization to bid upgrades to the City's irrigation controllers
that support street median landscaping.
FINANCIAL IMPACT:
The 2014-2019 Capital Improvement Program's City Irrigation Improvements (Project#ST0715)
includes sufficient funding to authorize Staff to advertise bids for Contract#14-16 as follows:
Budget for Improvements $135,000
Engineer's Estimate for Construction $123,000
RECOMMENDATION:
Staff recommends that the City Council authorize Staff to advertise Contract #14-16, Irrigation
Controller Upgrades, for bids.

DESCRIPTION:
On November 4, 2014, the City Council amended the 2014-2019 Capital Improvement Program
to include a new project called City Irrigation Improvements (Project #ST0715). The remaining
balance of funds from the now complete Energy Efficiency Upgrade Project (#G10913) was
transferred to the new project.
The project has the following two components:

1) Irrigation Optimization - Improves water efficiency and landscape quality through
revisions to irrigation programs based on site specific conditions at parks and facilities.
Work has begun on the Optimization portion and will be complete during spring 2015.
2) Irrigation Controller Upgrades - Upgrades existing controllers located primarily east of
Dougherty Road on street medians so the controllers can communicate with the City's
Central Irrigation System.
At this time, Staff is seeking City Council authorization to bid the Irrigation Controller Upgrades
portion of the project. The project will reduce water use by enabling communication between
controllers and the City's central irrigation system. In doing so, it will allow daily weather
conditions to automatically adjust the amount of water being applied to the landscape. It is also
more efficient from a management standpoint, in that the controllers can be managed from one
location versus having to drive to each location to make adjustments. The controllers will also be
able to now send alert messages to the Central Irrigation System if there is a leak.
The schedule for the project is as follows-
1) Authorize to Advertise for Bids December 2014
2) Award Contract February 2015
3) Project Construction March 2015-April 2015
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Advertisement of project will be listed as a public notice in the Tri-Valley Herald. Plans and
specifications will be submitted to plan rooms throughout the Bay Area and will be posted on the
City of Dublin's website.
