The meeting was called to order at 5:05 p.m., by Mayor Sbranti. ROLL CALL PRESENT: Councilmembers Biddle, Gupta, Hart, Haubert, and Mayor Sbranti ABSENT: None PLEDGE OF ALLEGIANCE The pledge of allegiance to the flag was recited by the City Council, Staff and those present. Congressman Swalwell 5:07 p.m. U. S. Congressman Eric Swalwell offered best wishes to Mayor Sbranti and the incoming Councilmembers. ORAL COMMUNICATIONS Senior Center Advisory Committee Annual Report 5:12 P.M. 3.1 The City Council received the Senior Center Advisory Committee Annual report. On motion of Cm. Hart, seconded by Cm. Haubert and by unanimous vote, the City Council approved the conceptual design, as presented in the Staff Report. Memorandum of Understanding for Heritage Center at Camp Parks 5:51 p.m. 7.2 Steve Minniear, Dublin Heritage Preservation Association President, provided public comment on this item. Lieutenant Colonel Christopher P. Gerdes, Commander Camp Parks, provided public comment on this item. On motion of Cm. Gupta, seconded by Cm. Hart and by unanimous vote, the City Council adopted RESOLUTION NO. 204 - 14 APPROVING THE HERITAGE CENTER USAGE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DUBLIN AND PARKS RESERVE FORCES TRAINING AREA and, authorized the City Manager to execute an agreement with a consultant for an amount not to exceed $85,000 to prepare design and construction documents for the Heritage Center. NEW BUSINESS Certification of November 4, 2014 Election Results 5:58 p.m. 8.1 Jamario Jackson, representative from Assemblymember Susan A. Bonilla's offer, provided public comment on this item. David Bewley, Dublin resident, provided public comment on this item. Haubert, seconded by Vm. Biddle and by unanimous vote, the City Council adopted RESOLUTION NO. 205 - 14 RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2014, DECLARING THE RESULTS THEREOF, AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW Presentation of Plaque to Outgoing Mayor Tim Sbranti 6:12 p.m. 8.2 Vm. Biddle presented a plaque of recognition for dedicated service to outgoing Mayor Sbranti for his years as Mayor. Linda Mandolini, President of Eden Housing, provided public comment on this item. Supervisor Scott Haggerty, provided public comment on this item. Dr. Steve Hanke, Superintendent, Dublin Unified School District, provided public comment on this item. The City Council thanked Mayor Sbranti for his dedicated service to the City. Mayor Sbranti thanked all. Administration of Oath of Office to Newly Elected Mayor and City Councilmembers 6:40 p.m. 8.3 Supervisor Scott Haggerty administered the Oath of Office to the newly elected Mayor David Haubert, and City Councilmembers Don Biddle and Abe Gupta. DUBLIN CITY COUNCIL MINUTES 5 VOLUME 33 '" s ADJOURNED REGULAR MEETING DECEMBER 2, 2014 '"" Selection of Vice Mayor 6:52 p.m. 8.4 On motion of Mayor Haubert, seconded by Cm. Hart, and by unanimous vote, the City Council determined that Cm. Gupta would serve as Vice Mayor for a one-year period. City Council Vacancy Created by Election of Councilmember Haubert as Mayor at the 2014 General Municipal Election 6:53 p.m.. 8.5 By consensus, the City Council agreed to an appointment, through an application process, to fill the vacancy on the City Council. The City Council will consider this appointment at its December 16th City Council meeting. OTHER BUSINESS 7:08 p.m. Brief information only reports were provided by City Council and Staff, including committee reports and reports by City Council related meetings attended at City expense (AB1234). ADJOURNMENT 10.1 There being no further business to come before the City Council, the meeting was adjourned at 7:09 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
