Foss, City Manager SUBJECT: Authorization of Out of State Travel for Appointed City Delegate Prepared by Linda Smith, Assistant City Manager EXECUTIVE SUMMARY: The City Council will consider an urgency item relating to out of state travel for a City delegate to attend a national conference in New York City on behalf of the City of Dublin the week of October 20. Mayor Sbranti is requesting that former City Manager, Joni Pattillo, serve as the City's delegate to receive a national award on behalf of the City. FINANCIAL IMPACT: The City will incur costs associated with airfare, hotel, transportation and food. These costs are estimated to be less than $3,000. There are funds available in the Fiscal Year 2014-15 Operating Budget to cover this expense. RECOMMENDATION: By motion, Staff recommends that the City Council appoint former City Manager Joni Pattillo as the City's delegate and authorize her travel to New York City the week of October 20 to accept an award on behalf of the City of Dublin. DESCRIPTION: Emerald Vista, a mixed income residential development, has been the recipient of recent awards, including an award by the National Affordable Housing Coalition in Washington DC and the California League of Cities Helen Putnam Award in Long Beach, California. In both instances, the City sent a delegate — Vice Mayor Don Biddle — to receive these awards on behalf of the City of Dublin. Eden Housing recently advised the City of Dublin that the Emerald Vista project has won another prestigious award by an international organization that provides leadership on issues of land use and development. The awards ceremony will take place in New York City, the week of October 20. Eden Housing has requested that a City delegate join them in receiving this national award. Staff contacted Mayor Sbranti to discuss options for the City delegate. Mayor Sbranti suggested that former City Manager Joni Pattillo serve as the City's delegate to receive the award on the City's behalf. Ms. Pattillo played an instrumental role in the redevelopment of the former Arroyo Page 1 of 2 ITEM NO. Urgency Item 5.-1am Vista site and served as the City's project lead in her role as Assistant City Manager and then City Manager. Staff contacted Ms. Pattillo and she indicated that she would accept the honor to represent the City in receiving this award. If authorized by the City Council, Staff will make the necessary travel arrangements for Ms. Pattillo and will reimburse her for travel-related expenses. Staff estimates airfare, hotel, transportation, and food expenses to be less than $3,000. The City Attorney has reviewed the potential legal implications of paying for Joni Pattillo's travel and finds that the City is permitted to do so. Ms. Pattillo's attendance at the awards ceremony will benefit the City by raising the community's profile nationwide and could result in additional investment and economic benefit to the City by attracting new development, business, and residents.
