Foss, City Manager " SUBJECT: Emerald Glen Recreation and Aquatic Complex- Phase I Authorization to Bid Contract No.14-02 Prepared by Douglas Rooney, Parks and Facilities Development Coordinator EXECUTIVE SUMMARY: The City Council will consider authorizing Staff to advertise Contract#14-02 for bids to construct Phase I of the Emerald Glen Recreation and Aquatic Complex. The City has pre-qualified seven General Contractors to bid on this project. The Complex will be the focus of the 10.2-acre park expansion that will be the final phase of the park improvements at Emerald Glen. FINANCIAL IMPACT: The 2014-2019 Capital Improvement Program (CIP) includes sufficient funding to authorize Staff to advertise bids for Contract#14-02 as follows: Budget for Improvements $27,825,318 Engineer's Estimate for Construction $25,905,696 RECOMMENDATION: Staff recommends the City Council authorize Staff to advertise Contract No. 14-02, the Emerald Glen Recreation and Aquatic Complex Phase I, for bids. � r Submi ted By l Reviewed By Parks and Community Ser ices Director Assistant City Manager DESCRIPTION: The 2014-2019 Capital Improvement Program (CIP), includes the Emerald Glen Recreation and Aquatic Complex (Project No. PK0105). The construction documents are nearing completion and are based on the direction given by City Council over the past two years. The following is a summary of those design milestones. Page 1 of 2 ITEM NO. 4.2 • On October 16, 2012, the City Council approved this update to the Emerald Glen Park Master Plan and directed Staff to resume the design process that had been suspended in 2009 due to the downturn in the economy. Staff was directed to move forward with Phase I of the new combined building. • On April 16, 2013, the City Council was asked to approve the conceptual site plan for Phase I of the project. The City Council voted unanimously to approve the conceptual site plan. Staff returned on August 20, 2013 with three options for the architectural style of the building. By consensus, the City Council selected Option C (designated as "the Wave" in the Staff Report) as the preferred architecture style for the building. • On December 17, 2013, Staff presented a comprehensive conceptual design package including the previously approved site plan and architectural building style as well as a final program summary of features and amenities, as well as the project "theming." The City Council was asked to choose one of the two themes that were presented. By consensus, the City Council approved the "Boardwalk" theme for the project. With the entire conceptual packaged approved, Staff and the Architectural team prepared the construction documents for the project. Pre-Qualified Bid Process On July 16, 2013, the City Council directed Staff to utilize a "pre-qualification" process on a project-by-project basis utilizing the California Department of Industrial Relations (DIR) model prequalification questionnaire. Staff utilized the DIR model for the Recreation and Aquatic Complex Project, received nine questionnaires and pre-qualified seven General Contractors and key team of sub-contractors for each General Contractor including Pool, Roofing, Electrical and Mechanical. The following is the list of pre-qualified General Contractors- 1. C. Overaa & Co. 2. Diede Construction, Inc. 3. F & H Construction 4. Gonsalves & Stronck Construction Company, Inc. 5. Midstate Construction Corporation 6. Roebbelen Contracting, Inc. 7. Zovich & Sons, Inc. If the City Council authorizes bidding the project, it is anticipated the City Council would consider awarding the construction contract on December 16, 2014. The completion of the Emerald Glen Recreation and Aquatic Complex would be summer 2016. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Although seven General Contractors and key sub-contractors have been pre-qualified to bid this project, normal project advertising will occur to notify sub-contractors from all trades of the project. Advertisement of the project will be listed as a public notice in the Valley Times and posted on the City of Dublin's website.
